State and Socio-Political Crises in the Process of Modernization Leonid Grinin Eurasian Center for Big History and System Forecasting ABSTRACT This article starts with a brief analysis of the causes of state col- lapse as states undergo the process of political evolution. Next, I describe and analyze the mechanisms of social-political crises arising in the process of modernization. Such crises are a conse- quence of the inability of many traditional institutions and ideolo- gies to keep up with changes in technology, communication, system of education, medical sphere, and with the demographic change. This analysis suggests that an accelerated development can cause a system crisis with potentially serious consequences to the society. It is important to take this aspect into consideration because some scholars insist that the economic reconstruction and development are necessary for nation-building. This actually implies a rapid economic advancement (otherwise, the economy could not be re- constructed and developed). However, one should not ignore the possibility that very rapidly developing countries may run the dan- ger of falling into the trap of fast transformation. The present arti- cle describes several mechanisms that can contribute to sociopoli- tical instability, including social tensions arising from rapid ur- banization, youth bulges, and ‘resource curses’. Mackie ’61, for her exceptional contributions to the field of historic textiles from Islamic lands. Louise Mackie received her bachelor of arts in art history from Wells College and with Carol Gaines Ruckle ’61 after graduation enjoyed visiting her Wells professor, Hannelore Glasser, in Florence, Italy, during two enlightening years of traveling, studying and working in Europe and the Middle East. That led to secretarial work in the Islamic Art Department at the Metropolitan Museum of Art in New York which inspired studying Islamic art history with Professor Richard Ettinghausen for a master of arts at NYU’s Institute of Fine Arts, integrated with stimulating graduate studies at the American University in Cairo, Egypt. She recently retired as curator of textiles and Islamic art at the Cleveland Museum of Art in Cleveland, Ohio. During her impressive curatorial career of 45 years, Mackie held positions at the Royal Ontario Museum in Toronto, The Textile Museum in Washington, D.C., and taught at the University of Toronto. She was a founding director (in 1987) and past president of the Textile Society of America, which is thriving with over 800 WCA AWA R D members; sat on the Advisory Committee of The Textile Museum; and served on the Conseil de Direction of the Centre International d’Etude des Textiles Anciens (CIETA) CEREMONY INVITATION in Lyon, France. -

Muscati1 Spring 2003 Copyright © 2003 University of Pittsburgh School of Law Journal of Technology Law and Policy Introduction Research on embryonic stem cells has generated great intrigue in the scientific community. Many medical researchers consider stem cell-based therapies to have the potential of treating a host of human ailments and yielding a number of medical benefits. They are motivated by the possibility of treating incurable diseases or facilitating effective treatment methods. Their enthusiasm is shared by many of those who are afflicted with these debilitating diseases. However, the methodology of this research raises numerous ethical and public policy concerns. The extraction of embryonic stem cells for research destroys the human embryo. This has generated a storm of debate about if, and in what circumstances, this research can be legally and ethically justified. The concerns are heightened further when embryos are created specifically for use in the very research that occasions their destruction. In response, numerous countries have passed legislation that attempts to control some of the more controversial aspects of embryonic stem cell research. For example, in May 2002, Canada introduced draft legislation that would govern and restrict a number of practices related to this fast-growing field of research. 1 L.L.B., third year, University of Ottawa; B.Sc. Christopher Kaczor Although artificial wombs may seem fanciful when first considered, certain trends suggest they may become reality. Between 1945 and the 1970s, the weight at which premature infants could survive dropped dramatically, moving from 1000 grams to around 400 grams.1 In 1973, the U.S. Supreme Court, in deciding Roe v. Wade, considered viability to begin around twenty-eight weeks. In 2000, premature babies were reported to have survived at eighteen weeks.2 Advanced incubators already in existence save thousands of children born prematurely each year. It is highly likely that such incubators will become even more advanced as technology progresses. Researchers are working to make super-advanced incubators, “artificial wombs,” a reality. Temple University professor Dr. Thomas Schaffer hopes to save premature infants using a synthetic amniotic fluid of oxygen-rich perfluorocarbons. Lack of funding has thus far prevented tests on human infants born prematurely, but Shaffer has successfully transferred premature lamb fetuses from their mother’s wombs and used the synthetic amniotic fluid to sustain their lives.3 At Cornell University, Dr. -

It came together in the waning decades of the twentieth century, in part, as a reaction to the specialization of scholarship and education that had taken hold around the world. While this specialization had great results, it created barriers that stood in contrast to a growing unity among our global communities. These barriers were increasingly awkward to bridge, and, thus, Big History emerged as a successful new framework. -

Introduction Big History’s Big Potential Leonid E. Grinin, David Baker, Esther Quaedackers, and Andrey V. Korotayev Big History has been developing very fast indeed. We are currently ob- serving a ‘Cambrian explosion’ in terms of its popularity and diffusion. Big History courses are taught in the schools and universities of several dozen countries, including China, Korea, the Netherlands, the USA, In- dia, Russia, Japan, Australia, Great Britain, Germany, and many more. The International Big History Association (IBHA) is gaining momentum in its projects and membership. Conferences are beginning to be held regularly (this edited volume has been prepared on the basis of the pro- ceedings of the International Big History Association Inaugural Confer- ence [see below for details]). Hundreds of researchers are involved in studying and teaching Big History. What is Big History? And why is it becoming so popular? Accord- ing to the working definition of the IBHA, ‘Big History seeks to under- stand the integrated history of the Cosmos, Earth, Life and Humanity, using the best available empirical evidence and scholarly methods’. The need to see this process of development holistically, in its origins and growing complexity, is fundamental to what drives not only science but also the human imagination. This shared vision of the grand narrative is one of the most effective ways to conceptualize and integrate our growing knowledge of the Universe, society, and human thought. Moreover, without using ‘mega-paradigms’ like Big History, scientists working in different fields may run the risk of losing sight of how each other's tireless work connects and contributes to their own. -

SKELLEFTEÅ med NORSJÖ kapell och YTTERSTFORS bruksförsamling. (Västerbotten.) Sockennamnet framträder första gången i en handling från 1327 (DS 4, n. 2606), hvilken berör den kort förut igångsatta kolonisationen af det norrbottniska kust- landet mellan Skeldepth och Ulu. Att Skellefteå satts som ena gränspunkten för det område, som af regeringen fritt uppläts åt nybyggare, tyder på, att orten vid denna tid utgjorde den nordligaste platsen för en fast och mer samlad bebyggelse på svenska sidan af Bottenviken. Då samfundsbildningen här uppe i regel torde gått hand i hand med införandet af kyrklig organisation, är det icke osannolikt, att Skellefteå kanske redan på 1320-talet fått öfvertaga rollen att vara ärkestiftets nord- ligaste pastorat, hvilken år 1314 innehades af Bygdeå, att döma af det då upprättade uppbördsregistret öfver den s. k. Sexårsgärden (DS 4, n. 1946). Det tillägg, som gjorts till denna längd Skellopt cum capella Løfangr 1 mark 1 sol., förskrifver sig sanno- likt från medlet af 1300-talet och röjer ett tidigt inträdande behof af annexbild- ning. Löfånger afgick redan i början af 1400-talet såsom egen församling (se inledning till Löfånger), ehuru visserligen dess rökantal 20 var obetydligt i förhållande till Skeletta, som vid samma tid räknade 60.¹ Båda socknarna ingingo i den norr- ländska förläning, hvilken ärkebiskop Jacob Ulfsson den 20 aug. 1482 mottog af riksstyrelsen. Nästa utbrytning inträffade 1606, då Burträsk afskiljdes från Skellefteå område jämte något tillskott af byar från Löfånger och Bygdeå socknar. (Se inledn. till Burträsk.) Sedan dröjde det till långt fram på 1800-talet, innan nya afsöndringar kommo till stånd. Väl hade ärkebiskop Laurentius Paulinus Gothus år 1642 med- delat tillåtelse att anlägga ett kapell vid Åby i nuvarande Byske socken, men detta kapell ledde ej till någon fortsatt församlingsbildning.
