سنڌ اسيمبلي، جناب اسپيڪر صاحب! سڀ کان پهريان آ ٌء هللا پاڪ جو شڪر بجا آڻيندس، جنهن مونکي هڪ ڀيرو ٻيهر اهو اعزاز عطا ڪيو آهي ته مان هن معزز ايوان آڏو سال 17-2016ع جي عوامي ڀﻻئي َء واري بجيٽ پيش ڪري رهيو آهيان. ان ۾ وڌيڪ اعزاز ۽ سعادت جي ڳالهه هي َء آهي ته تقريباَ 30 سالن جي وقفي کانپو ِء هي بجيٽ رمضان المبارڪ جي بابرڪت مهيني ۾ پيش ٿي رهي آهي، جنهن ۾ هللا تعال ٰي جون بي بها رحمتون ۽ برڪتون نازل رهي ۽ اسان کي همت ۽ توفيق عطا فرمائي ته اسان هن ڌرتي َء جي ماروئڙن جي خدمت ڪندا رهون ۽ هن جي خوشحالي۽ ترقي َء ﻻ ِء شهيد ڀٽو ۽ شهيد بي بي َء جي جدوجهد کي پائيه تڪميل تائين پهچايون ۽ دنيا کي ثابت ڪري ڏيکاريون ته اسان شهيدن جو رت رائگان ٿيڻ نه ڏنو آهي. جناب اسپیکر صاحب ہم ہر سال کا بجٹ مکمل سچائی کے اس جذبے کے ساتھ پیش کرتے ہیں کہ ہماری دستیاب صﻻحیت صوبے کی معیشت کے دھاروں کو ترقی کے راستوں پر گامزن کرسکے۔ بجٹ سازی کے اس عمل میں ہماری ساری توجہ اور محنت معاشی استحکام اور انسانی زندگی کو بہتر بنانے میں مبذول ہوتی ہے۔ جناب اسپیکر، پیپلزپارٹی کامنشور امن پسندی، مساوات اور مصالحت ہے۔ شہید بھٹو کی پارٹی رنگ، نسل ، زبان اور مذہب یا عقیدے سے باﻻتر ہوکر سندھ کے عوام کی خدمت کرنا جانتی ہے۔یہی وجہ ہے کہ ہماری بجٹ تجاویز میں دیہی یا شہری عﻻقے کی کوئی تفریق نہیں ہے۔ اس کی جیتی جاگتی مثال تقریباً دو ارب روپے مالیت کے کراچی سے متعلق وہ پروجیکٹ ہیں جن پر بجٹ سے صرف چند دن پہلے فنڈز بھی جاری کر دیئے گئے ہیں اور بجٹ پر بحث ختم ہونے سے پہلے آپ شہر کراچی میں کئی جگہوں پر ترقیاتی کام ہوتے دیکھ سکیں گے۔ اسی طرح پچھلے سال اورامسال حیدرآباد میں ترقیاتی کاموں کے لئے پہلے سے زیادہ رقم مختص کی گئی تھی جس وجہ سے حیدرآباد کا انفرااسٹرکچر کافی بہتر ہوا ہے۔ کسی بھی بجٹ کی بہتری کا اندازہ اس کے مختص کردہ ترقیاتی اعداد وشمار سے ہوتا ہے۔ مجھے اس امر کا اعﻻن کرتے ہوئے بے حد مسرت ہورہی ہے کہ امسال ترقیاتی رقوم میں تقریباً ۵۰ ارب روپے کا اضافہ کردیاگیا ہے، جس سے اس صوبے کے عوام کی مزید خدمت کی جاسکے گی۔ میں وفاقی وزیر خزانہ کی طرح یہ تو نہیں کہہ سکتا کہ جناب اسپیکر صاحب آج سب کچھ لٹادیا۔ اس لئے کہ بادشاہت میں پیسہ لُٹا یا جاتا ہے جبکہ جمہوریت میں عوام کی خدمت کی جاتی ہے۔ یہ صوبہ ہمارا اور ہم نے اس کی خوشحالی اور استحکام کے لےے مل جل کر کام کرنا ہے۔ خدا کرے کہ میری ار ِض پاک پر اُترے وہ فص ِل ُگل جسے اندیشہ زوال نہ ہو یہاں جو پھول کھلے وہ کھﻻ رہے صدیوں یہاں خزاں کو گزرنے کی بھی مجال نہ ہو خدا کرے Sir, I feel privileged to stand before this august house to present the fifth budget of this democratically elected government in Sindh. It is with pleasure that I present this budget free of anynew taxes. It is indeed a tribute to our great leaders Shaheed Zulfikar Ali Bhutto and Shaheed Mohtarma Benazir Bhutto that the PPP-led coalition government in Sindh has been able to bring perceptible improvement in the lives of our people. The visionary ideals laid down by Quaid-e-Azam inspired our leaders and guided each and every member of our government to reach this milestone. Mr. Speaker, over the last four years, the PPP-led government at the Centre and here in Sindh, has faced a multitude of challenges. Many of these were legacies of mismanagement passed down from previous regimes. Natural calamities the likes of which have not been seen at least in the recorded history also hampered our development. Despite these obstacles, under the brave and pragmatic leadership of the Honourable President of Pakistan Mr. Asif Ali Zardari and the Honourable Prime Minister of Pakistan Syed Yusuf Raza Gillani and the guidance of Chief Minister Sindh Syed Qaim Ali Shah, we have successfully moved ahead and overcome the challenges with unflinching democratic will and commitment. We have remained steadfast in our resolve to strengthen democratic institutions in the country and have pursued the agenda based on reconciliation and consensus building with the broader objective of serving the people of Sindh to the best of our abilities.

Spokesperson to the President, Farhatullah Babar said that the President taking note of media reports of a protest rally in Hyderabad on Monday against the maltreatment of Dalits in flood relief called for a probe into the matter and steps to ensure that no discrimination was shown in the relief and rehabilitation operations. The President said that floods were a natural disaster and should serve to unite the people, not divide them. It will be most unfortunate and reflect poorly on the country’s image and adversely impact on national unity if relief work was influenced by considerations of caste, creed or ethnicity. “All citizens of the country have equal rights and more so people who have been hit by the worst natural disaster in the history of the country. Discrimination on ethnic or religious grounds cannot be tolerated”, he added. President Zardari called for an inquiry into the reports of discrimination and appropriate measures to ensure that the relief work was not influenced by such considerations. The President also called for action against officials if found involved in discrimination in the relief and rehabilitation works, the spokesperson said.

This study focuses on morphological changes along the ~320-km-long Sindh coastline of Pakistan over past three decades. In this study, the Landsat images from 1989 to 2018 at an interval of 10 years are used to analyze the state of coastline erosion. For this purpose, well-known statistical approaches such as end point rate (EPR), least median of squares (LMS), and linear regression rate (LRR) are used to calculate the rates of coastline change. We analyze the erosion trend along with the underlying controlling variables of coastal change. Results show that most areas along the coastline have experienced noteworthy erosion during the study period. It is found that Karachi coastline experienced 2.43 0.45 m/yr of erosion and ± 8.34 0.45 m/yr of accretion, while erosion on the western and eastern sides of Indus River reached ± 12.5 0.55 and 19.96 0.65 m/yr on average, respectively.

PFF has virtually come to conclude that this project will pose existential threat to endangered Indus delta, mangroves, various fish species and deltaic heritage. It will cause record displacement. Moreover; it will cause potential disasters due to seismic sensitivity of the project site and its coastal location. Therefore, PFF believes, this project is not feasible on various grounds. Background of the project Sindh Government has planned to build a mega city namely Zulfiqarabd into Thatta district, Sindh, Pakistan. Sindh Assembly has passed Zulfiqarabad development Authority Bill in 2012. Recently, Sindh Cabinet also approved it (Pakistan Observer 3rd June, 2012). Sindh government has also allocated money for the city in current budget of 2012-2013. A Chinese company has come forward with a proposal to set up an economic zone in the proposed Zulfiqarbad city. The economic zone, as proposed by the Chinese investor, will house leading investors and industrialists from China to undertake mega developmental projects in the new city.

    Weekly Bulletin Epidemiological Disease early warning system and response in Pakistan Volume 2, Issue 46, Monday 21 November, 2011 Highlights Priority diseases under surveillance Epidemiological week no. 46 (11 to 17 November, 2011) in DEWS • 80 districts and 2 agencies provided surveillance data to the DEWS this week from Acute Flaccid Paralysis (AFP) 2,636 health facilities. Data from mobile teams is reported through sponsoring BHU or Acute Jaundice Syndrome (AJS) RHC. Acute Respiratory Infections • A total of 816,850 consultations were reported through DEWS of which 203,121 (Upper and Lower) (ARI) (25%) were acute respiratory infections (ARI); 72,768 (9%) were Skin disease; 61,792 Acute Watery Diarrhoea (AWD)/ (8%) were acute diarrhoea; and 57,597 (7%) were suspected malaria. Suspected Cholera • A total of 124 alerts with 10 outbreaks were reported in week‐46, 2011: Altogether Acute Bloody Diarrhoea (BD) 28 alerts for AWD, 23 for Measles; 22 for Neonatal tetanus and tetanus; 18 for Other Acute Diarrhoeas (AD) Leishmaniasis; 7 for Pertussis; 6 each for Malaria and ARI; 4 each for DHF and Acute diarrhoea; 2 for AJS; while 1 each for CCHF, Diphtheria, Typhoid and unexplained fever. Suspected Viral Hemorrhagic Fever (VHF) • In this week nine new polio cases were confirmed by the laboratory, four from Suspected Malaria (Mal) FATA (three from North Waziristan agency and one from Khyber agency); two each Suspected Measles (MS) from Balochistan (Mastung and Barkhan districts) and Punjab (Vehari and Rahim Yar Khan districts); and one from Khyber Pakhtunkhwa (Lakki Marwat district). As of 21st Suspected Meningitis (MG) November 2011, Pakistan has reported a total of 154 polio cases (152 type‐1 & 2 type‐ Others 3) from 48 districts/towns/tribal agencies and areas.

Oil crunch of June was not an abrupt eruption. It was more of an evolutionary event. What factors led to the crisis? Could it have been thwarted? Assessment of the crisis management efforts by the regulators have also been attempted. Although the Commission was assigned a set of TORs, many attendant issues were also examined and hence made part of the report. To start off, all stakeholders of oil industry were introduced which subsequently were analysed at length spread over the body of the report. A compendium of all Acts, Ordinances, Rules and Regulations has also been given in chronological order along with existing anomalies.
