PRCS Monsoon Floods Operation Summary Updated Friday 24th December 2010

Flash and river flooding were triggered by unusually heavy second spell of monsoon rains starting from 21 July 2010. These floods have occurred all over resulting in a loss of life and widespread displacements.

Current estimates (22nd September) show that more than 1900 people have died/drowned and well over 20.2 million others have been affected.

Floodwaters in Pakistan have reached the Arabian Sea and are generally receding throughout the country. In Sindh province, water levels are still high around the Manchar Lake which stretches across the Dadu and Jamshoro districts. Field reports from Dadu describe a surge of population movement caused by a second wave of flooding still in progress with a high concentration of people close to Hyderabad, and a camp in Kotri. Reports from district further south in Sindh indicate some 50,000 internally displaced persons (IDPs) are being sheltered in camps around the district capital, Thatta. Provincial authorities report almost 1.5 million IDPs in some 4,200 relief camps in Sindh province. Local authorities are attempting to divert water back into the , but breaching has occurred in several parts of the embankments and submerged a large number of villages.

Scattered rain with thundershowers has occurred in Punjab, KPK, Gilgit Baltistan and Kashmir. The Pakistan meteorological department expects mainly dry weather in most parts of the country, apart from some rain with thundershowers in parts of Kashmir and adjoining hill areas.

PRCS Action

The Monsoon Floods Operation is being carried out as an integrated Red Cross and Red Crescent Movement Operation. Now into its second month of operations, the floods operation continues its relief distribution but already with a view towards longer‐term recovery. The plan of action for the floods operation is being finalized by the PRCS and further supported by the transitional planning and Flood affected people line‐up at the distribution place assistance team (TPAT). in Charsadda, KPk, where PRCS has established its office and providing Food packs, relief items, health and PRCS assistance with support of all WATSAN facilities to 63 vilages of the 7 affected UCs. Movement partners has reached some Source: PRCS Media and Communication Department 393,821 families. Relief activities for both food and non‐food items have intensified in KPK and Punjab and the ERU teams continue to work closely with PRCS in developing distribution plans for the flood‐affected areas in accordance to the plan of action.

In terms of logistics, the bases in Multan, Mardan and Sukkur are now fully functional. Incoming food and nonfood items are being received by PRCS teams who prepare and dispatch the items to distribution sites where PRCS relief staff and volunteers, supported by relief ERUs, facilitate distribution to those affected by the floods.

PRCS with support of its Movement Partners initially planned to provide assistance to 35,000 affected households (HH), but with the nature and extent of the disaster, PRCS and other members of the Red Cross and Red Crescent Movement upscaled the operation. The new plan deals with providing assistance to 300,000 HH all over the country.

There are 1,434 PRCS trained volunteers active for the floods operation. Of this total, 1,309 are working in field and the rest are working with the fundraising department and supporting different programmes at the national headquarters.

PRCS and the RC RC Movement is providing the affected HH with Food, Drinking water, health and care(including PSP), WATSAN, Restoring Family Links service (RFL) and Non Food relief Items (NFI). RELIEF DISTRIBUTION

To date, food distribution by PRCS has been made to more than 393,821 families through food packs and cooked food. Non‐food item distributions have reached more than 197,994 families. The use of indirect distribution is presently being employed due to volume of distributions versus the physical capacity of the national society as well as security concerns in the field. HEALTH Up to 22 PRCS medical health units and the two basic health care unit (BHCU) emergency response units (ERUs) are mobilized in flood‐affected areas of Baluchistan, Khyber Pakthunkhwa (KPK), Gilgit Baltistan, Sindh and Punjab. Services provided by these units have reached some 167,056 individuals, mainly through mobile outreach activities.

WATSAN To date, more than 3.06 million litres of safe water has been collectively produced by the water and sanitation. Assessments have also shown pressing needs of large camps of internally displaced persons (IDPs) in Thatta, requiring water and sanitation assistance. Overall, some 363,000 water purification tablets have been distributed among 45,375 beneficiaries. The PRCS WATSAN teams has restored 7 water supply schemes, 1 tube well and installed 23 tap stands. Apart from that 126 latrines (66 in Larkana Sindh and 60 in Charsadda KPK) have been constructed by the WATSAN team as well along with distribution of 3,430 HH water filters. Hygiene promotion teams are also working in KPK and Sindh.

RFL To date, PRCS and ICRC have made 738 telephone calls both in‐country and abroad and successfully reunited 649 family members. The RFL needs assessment and provision of family link mobile services continues in Tank and DI Khan districts, KPK. PRCS RFL teams are also operational in Baluchistan working with PRCS district and provincial branches to identify and respond to RFL needs on the ground.

PSP PSP team started working on 28th August in Sindh. The team is carrying out various group and individual sessions with the affected community and also carrying out children activities like sports and drawing competitions. The EVIs identified include orphans, widows, pregnant women and children with hydrophobia. So far PSP beneficiaries are 2000. ERUs
