Auckland Transport have announced they will introduce sweeping changes to speed limits as they signalled some time ago. As I have commented before their rationale is that “inappropriate speed” contributes to 20% of deaths and serious injuries in the Super City. So, from June next year the CBD will be saddled with a blanket 30 kph speed limit, and many of the Franklin and Rodney rural roads will reduce from 100 kph to 80 or 60 kph. A record 11722 submissions were received, of which 2503 were in support, 3317 against and the balance had no firm stance. I could point out that 80% of deaths and injuries have no connection with inappropriate speed. I could surmise that the decision largely flies in the face of public opinion. I could wish them luck in getting public buy-in and compliance. I could question how a major regulatory constraint on all rate payers can be decided by unelected bureaucrats rather than the Council. But frankly, why bother? They are Council Controlled Organisation but seem to have an independence that suggests no Council control exists. I sincerely hope I am proved wrong, but I foresee very little change to the accident statistics and very little adherence to the new limits. Enough said... I have been following the MotoGP with interest this season (yes, I know they are missing 2 wheels) and it’s been well worth it. With World Champion Marc Marquez being given a curry up by the rookie Quartararo, privateer teams often out-performing the factory teams and some scintillating racing it has been great to watch.

Sunday 23rd August 2020 Matters from Race 18: Race Director Incident Determinations During the Race the RD conducted an investigation at the request of Triple Eight Race Engineering into an Incident at Turn 4 on Lap 35 when Car #18, Mark Winterbottom, overtook Car #97, Shane van Gisbergen, and contact occurred between the two Cars. After reviewing broadcast footage of the Incident and consulting the DSA, the RD determined that there was no evidence of a breach of the Rules by the Driver of Car #18. Stewards’ Decisions – Penalties imposed The Stewards imposed a 5 second Time Penalty on Car #12, Fabian Coulthard, for a breach of Article 2.1.1 of Schedule B2 (Careless Driving) following contact between Car #12 and Car #2, Bryce Fullwood, at Turn 14 on Lap 15 as a result of which Car #2 was pushed wide and Car #12 gained a position. Matters from Race 17: Race Director Incident Determinations There were no determinations. Stewards’ Decisions – Penalties imposed The Stewards issued the following Penalties during the Race in each case for a breach of Article 2.1.1 of Shcedule B2 (Careless Driving): - A 5 second Time Penalty on Car #55, Jack le Broq, arising out of an Incident at Turn 6 on Lap 23 when Car #55 locked brakes attempting to overtake Car #15, Rick Kelly, causing contact with Car #15 as a result of which Car #55 gained a position; - A 15 second Time Penalty on Car #25, Chaz Mostert, arising out of an Incident at Turn 1 on Lap 34 when Car #25 made contact with Car #8, Nick Percat, as a result of which Car #8 spun and lost positions; - A 15 second Time Penalty on Car #35, Garry Jacobson, arising out of an Incident at Turn 1 on Lap 37 when Car #35 made contact with Car #3, Macauley Jones, which caused Car #3 to spin.

The Stewards dismissed the Protest and published their decision to the parties at 1530hrs. No Notice of Intention to Appeal from the Stewards’ decision was received from any party within the time prescribed by Rule B5.2.1.2. Matters from Qualifying for Race 29: Deputy Race Director Incident Determinations The DRD conducted a post-Session investigation at the request of Motorsport Holdings Pty Ltd into an allegation that Car #7, Andre Heimgartner, was impeded by Car #14, Tim Slade. The DRD reviewed the Judicial Camera footage from Car #7. No Incident was observed on that review and the DRD determined accordingly not to refer the matter to the Stewards. Matters from Race 14: Deputy Race Director Incident Determinations During the Race the DRD conducted an investigation into an Incident at the exit of Turn 6 on Lap 3 when Car #19, Fabian Coulthard, made contract with the rear of Car #96, Macauley Jones, as a result of which Car #96 spun and lost positions. After reviewing broadcast footage and consulting the DSA, the DRD determined that no breach of the Rules was observed – Car #96 left no room for Car #19 on the outside of Car #96 at the exit of Turn 6. Stewards’ Decisions – Penalties imposed The Stewards imposed the following Penalties during the Race: • A 15 Second Time Penalty for Car #99, Brodie Kostecki, for Careless Driving after an Incident at Turn 1 on Lap 5 when Car #99 made contact with the rear of Car #4, Jack Smith, as a result of which Car #4 spun and lost positions; • A 15 Second Time Penalty for Car #14, Todd Hazelwood, for Careless Driving after an Incident at Turn 6 on Lap 31 when Car #14 made contact with the rear of Car #26 and pushed Car #26. This issue takes a look at some track safety devices; namely the run-off areas and gravel traps – the pros, the cons and the downright scary. There is a review of recent race events and a few highlights from other aspects of motorsporting news. Matthew Mac Partlin Technical review Track safety devices – Run-offs and gravel traps Competitors and race vehicles can be fully prepared with safety equipment, but at some point or other a vehicle will unintentionally veer off the track. Sometimes the driver will be able to gather it up and rejoin the race, if there is sufficient space to do so. However, there is often a conflict between race track safety, spectator friendliness and geography.
