März 2016 Aktuelle Hinweise Iran Airbus in talks with Tehran to produce components Iran may begin producing parts for Airbus Group SE aircrafts following January’s historic agreement to purchase 118 jetliners from the European manufacturer. Airbus’s Middle East office announced that the company is evaluating areas of industrial cooperation with Iran, which may include component production and maintenance as well as overhaul work. Iran developed the ability to make plane parts in order to keep its own aircraft flying throughout years of economic sanctions. President of Iranian Aviation and Space Industries Association, Amin Salari, recently stated that his country can offer both “a level of know-how” and very competitive labour costs. If an agreement can be reached, Iran will join Mubadala Development Company’s Strata unit as a parts supplier to Airbus from the Middle East. The Abu Dhabi-based business, which began operations in 2010, has USD 7.5bn worth of orders from the European company and its US rival Boeing until 2030. Countries funding major aircraft purchases are in a stronger position to seek a share of the work, with the vast orders placed by United Arab Emirates carriers Etihad Airways and Emirates bolstering Mubadala’s hand. Iran, which wants to develop its aviation industry, may need up to 400 airplanes in the coming decade. The Islamic Republic has around 15 maintenance and overhaul companies, a third of them state-owned, with capabilities in areas including cabin refurbishment, aircraft seats, fibreglass parts and cockpit panels. January’s Airbus order was announced on the day sanctions were lifted and confirmed when Iranian President Hassan Rouhani visited Paris. The USD 27bn deal comprises 45 single- aisle A320s and 73 wide-bodied A330s, A350s and A380s. Boeing, meanwhile, was only last month granted US permission to begin talks with Iranian carriers and would need a separate license to make any jetliner sales. World Trade Organization willing to engage with Iran The Director General of the World Trade Organization (WTO) has said that his members are willing to engage with Iran on its accession to the body, but a lot will depend on Tehran’s drive to make proposals during the early stages. Roberto Azevedo told media: “We are in the early stages but I think there is goodwill and engagement and I hope that the process will move as expeditiously as possible.” Iran, the biggest economy outside the WTO, has signalled its intention to join the organisation. USD 16bn investment for North Pars North Pars gas field is located 120 km southeast of Bushehr Province in the Persian Gulf waters. The field is 3,500 metres deep under water and is 10 to 15 km from the coast. North Pars holds more than 57 tcf of gas. Senior Iranian oil officials recently put North Pars along with tens of other projects up for investment, as a new model for oil contracts – Iran Petroleum Contract (IPC) – was unveiled. The development of North Pars gas field is estimated to need more than USD 16bn in investment. Of this, USD 5bn will go to upstream and USD 11bn to downstream (LNG plants) sectors. North Pars gas field was discovered in 1963 following a 3D seismic test, after which six exploration, appraisal and development wells were to be drilled before the field could be developed. The development of North Pars came to a halt after the 1979 Islamic Revolution. North Pars had been considered to be the largest gas reservoir in Iran and had received investment quickly, but after the discovery of the supergiant South Pars gas field, shared with Qatar, North Pars became the second priority for Iran’s petroleum industry. South Pars gas field is currently in its final phases of development. Iran to open world’s largest bookstore Sputnik reports that the world’s largest bookstore is to open in Tehran within two months. The 45,000 sqm store is set to eclipse the current largest store, located in New York, which covers an area of 14,000 sqm. It will also provide parking for up to 5,000 cars, and an open auditorium for children which will host theatre performances. Gerhard Schröder Iran sets tourism target of USD 30bn Masoud Soltanifar, Head of Iran’s Cultural Heritage, Handicrafts and Tourism Organization (ICHHTO) has announced that the country has drawn up a long-term plan to boost revenue from the tourism industry to USD 30bn. According to schedule, Iran will be hosting an annual 20 million tourists in 2025, generating a USD 30bn income, Soltanifar claimed in the southern port city of Bushehr. He noted that the country has the potential to satisfy the needs of all types of tourists given the huge number of historical sites and pilgrimage destinations, its diverse climates as well as great opportunities for health tourism. According to Soltanifar, the costs of medical treatment in Iran are one fifth of those in European countries. The official announced that Iran’s income from attracting tourists will reach oil income levels in 2025. With a large number of attractive natural and historical sites, Iran is one of the most favourable destinations for tourists. More foreign tourists are starting to arrive in Iran after a lasting nuclear deal between Tehran and the Group 5+1 (Russia, China, the US, Britain, France and Germany) came into force and nuclear-related sanctions were terminated. 14 new projects worth more than USD 2.5bn The most recent meeting of the Foreign Investment Board, chaired by Mohammad Khazaei, was held at the Organization for Investment, Economic and Financial Affairs of Iran, with 14 projects –worth a total of USD 2.6bn – approved by the board in the areas of power generation, automotive and mining industries. In the meeting, the board adopted foreign investment projects on the construction of an 880 MW power plant in Sistan and Baluchistan Province, an 880 MW Sahand Bonab plant in East Azerbaijan Province, a solar power plant in Zanjan Province, a 50 MW wind power plant in Sistan and Baluchestan Province, a 500 MW Omidiyeh power plant in Khuzestan Province, two solar power plants in Hamedan Province, several other industrial projects in various provinces and on steel production with FINEX-CEM technology. Stressing the importance of international finance, especially foreign direct investment, Mohammad Khazaei noted that foreign investment and financing is an important area requiring technical cooperation between all agencies and ministries, adding that this should be achieved within the framework of national interests, the gain of technical knowledge, job creation and increased exports. Iran petrochemical industry ready for foreign investment Iran’s petrochemical industry requires more than USD 50bn of investment. Many stakeholders of petrochemical projects in Iran are actively developing their plans amid hopes for further gas production from South Pars gas field and the presence of foreign investors over the coming two years. With the completion of the South Pars phases –namely the full development of phases 12 to 24 of this field – 650,000 b/d of gas condensate as well as 6.7 million tonnes of liquefied petroleum gas and 4 million tonnes of ethane per year will be available. The Ministry of Petroleum plans to allocate the ethane fully to the petrochemical industry. The importance of the petrochemical projects in Phase 2 of Assaluyeh, which lies near to the city of Kangan, becomes clear when taking into account the fact that of the 60 million tonnes of petrochemicals Iran plans to add to this production capacity by the end of its sixth Five-Year Economic Development Plan, 40 million will be produced there. The bulk of the incomplete petrochemical projects in this second phase are under construction, yet most need financing and foreign loans to continue. In recent years, these projects have faced stagnation for a variety of reasons, including sanctions. However, China recently provided a financing lifeline for 5 of the 22 projects up for investment. Their full operation, which will be handled mainly by domestic investors, will add 40 million tonnes a year to the country’s petrochemical production. Bushehr, Morvarid, Kavian, Persian Gulf, Ettehad, Mehr, Marjan, Kimia Gostar, Jam Armeh, Hormoz, Vaniran, Samand Tarrah, Lavan, Hangam and Damavand are among the petrochemical projects in this second phase, featuring a utility supply complex and related service providing facilities, seven methanol production units, three urea and ammoniac production units, two ethylene production units, one ammoniac production unit and an ethane recovery unit. Some of these projects, such as Mehr Petrochemical Plant, have become operational, while others are still in the preparatory stage.
