The conference was held under the framework of the Forum for India Pacific Islands Cooperation (FIPIC). The Energy and Resources Institute (TERI) was the key knowledge partner for this event. Minister of State for External Affairs, Gen. (Dr) V K Singh (Retd.) hosted heads of state, ministers and senior officials from the Pacific Island Countries at the conference. A total of eleven island countries marked their presence at the conference. View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by The Australian National University The Fiji Election of 2014: Rights, Representation and Legitimacy in Fiji Politics Stewart Firth Fiji’s 2014 election was its first in eight years, first under the 2013 constitution, and first using a common roll of electors with proportional representation. In the new parliament of 50 seats, the coup leader of 2006, Frank Bainimarama, emerged triumphant. His Fiji First party won 32 seats, with SODELPA, a successor party to earlier indigenous Fijian parties, winning 15 and the National Federation Party three. The election of the new parliament marked the end of Fiji’s longest period under a military government since independence. How should we judge the significance of these elections in the context of Fiji’s history? Do they represent the breakthrough to democratic stability that so many Fiji citizens have wanted for so long? Or are they just another phase of Fiji’s turbulent politics, a democratic pause before another lurch into authoritarian government? In his message to the nation on Fiji Day, 10 October 2014, the President Ratu Epeli Nailatikau saw recent events as holding great hope for the future. He talked of 1987 as the ‘beginning of a cycle of instability, division and hatred – four disruptions to parliamentary rule, a rebellion in the military and in 2000, the detention of our elected representatives for 56 days’. History had now come full circle, he said, as the new members of parliament ‘gathered in precisely the same place where the first coup happened 27 years ago’, and as the nation finally put this era behind it.1 This article explores three recurring themes in the history of Fiji’s politics and in the light of the recent election: rights, representation and legitimacy. -

Foreword We present this joint report on the 2018 General Election in accordance with Section 14(g) of the Electoral Act 2014 [Act]. The Electoral Commission [EC] and the Fijian Elections Office FEO[ ] conducted the 2018 General Election on 14 November 2018. Due to heavy rain and flooding in some locations, it was decided to adjourn Polling in those locations and a re-poll was conducted on 17 November 2018 allowing all voters the opportunity to access the Polling places and cast their vote. The General Election was contested by six (6) Political Parties while there were no Independent Candidates. A total of 235 Candidates contested the election which saw a total turnout of 71.9% of the registered voters. In this Joint Report, details of activities of the EC are highlighted together with joint responsibilities of the EC and the FEO. -

288 FROM ELECTION TO COUP IN FIJI 22 Fiji’s electoral boundaries and malapportionment Kesaia Seniloli It has been claimed that demographic distribution and the drawing of constituency boundaries together had significant impacts on the outcomes of Fiji’s 1999, 2001 and 2006 elections. In part, this was due to constitutionally entrenched provisions by which Fiji’s parliament mainly comprises members from ‘communal’ constituencies – currently 23 for the ethnic Fijians, 19 for the Fiji Indians, three for the General voters and one for the island of Rotuma – and a number (since 1997, 25) of open constituencies, with the boundaries drawn in such a way that ‘voters should comprise a good proportion of members of different ethnic communities’.1 The Constituency Boundaries Commission (CBC) could do little about the constitutionally entrenched provisions. Nevertheless, many commentators felt that the 25 open constituencies were insufficiently heterogeneous. Furthermore, prior to the 2006 poll, many political parties claimed that substantial population movements over the period 1998 to 2006 necessitated some redrawing of the open constituency boundaries. The aim of this chapter is twofold. First, it outlines the process of electoral boundary demarcation for the 1999 election. Second, it explains the implications of the use of the 1998 boundaries in the 2006 election. It concludes with some reflections about the future. Delimitation of constituencies in Fiji, under the Constitution (Amendment) Act 1997, was an enormous undertaking in terms of time and resources. Delimiting was complicated because four different sets of boundaries had to be drawn – one set each for urban Fijian, General voter, ethnic Indian and FIJI’S ELECTORAL BOUNDARIES AND MALAPPORTIONMENT 289 the open constituencies. -

10 The genesis of the Social Democratic Liberal Party: A struggle against the odds Pio Tabaiwalu Introduction Fiji’s political landscape has been shaped along a fractured fault line between the country’s two main communities: indigenous Fijians and Indo-Fijians. This legacy of Fiji’s colonial past has dogged the country since independence in 1970. The Indo-Fijians are descendants of Indians brought to the colony as indentured labourers by Britain, the then colonial power, to develop a plantation economy. Indo-Fijians came to dominate the economy, arousing resentment from indigenous Fijians. There was increasing fear amongst indigenous Fijians, many of whom lived in semi-subsistence communities, that the Indo-Fijians would ultimately acquire political dominance as well. This difficult relationship has been the cause of much political upheaval, beginning with the military coup d’état of 14 May 1987 that resulted in the overthrow of the elected government of Prime Minister Timoci Bavadra, the deposition of Elizabeth II as Queen of Fiji, and the declaration of a republic, ending the monarch’s reign in Fiji. This was 191 THE PEOPLE Have SPOKEN followed by a second coup on 28 September 1987. Both military actions were led by Lieutenant Colonel Sitiveni Rabuka, then third in command of the Royal Fiji Military Forces. The Fiji coup of 2000 was a complicated affair involving a civilian, George Speight, backed by hard line indigenous Fijian nationalists against the elected government of Prime Minister Mahendra Chaudhry on 19 May 2000. The latest coup was carried out by military commander Commodore Frank Bainimarama, who seized power on 5 December 2006 from elected Prime Minister Laisenia Qarase. -
