Musicologist is an internationally peer-reviewed journal, published in open access, in English and operating in a double blind system. Published biannually in the months of June and December, Musicologist will have 5 academic works, including original research articles or reviews, publicity, field notes and ethnographic writings, and translations related to musicology. The journal aims to make a major contribution to musicological discourse worldwide by presenting high-level and original scholarly research, theoretical discussions and up-to-date methodological studies, and to thus become an effective locus for scholarship around the world. In line with this goal, we first introduced the idea for the Musicologist Journal during the closing session of the 2nd International Music and Dance Studies Symposium we organized in Trabzon in 2016. We progressed step by step from that day onward and arrived at the present moment by dedicating serious effort at each stage and discussing ideas. The periodical publication committee was created with the valuable contributions of the members of KTU State Conservatory. The core of this work was done by a group of upstanding editors, with the board consisting of scientists from 15 different countries, each of whom has made significant contributions to their field. The first issue of Musicologist . lu, whom we lost during the preparation process of our journal, and who greatly contributed to the department and to our journal sinceis dedicated its establishment. to Prof. Ş Şehvar Beşiroğ We cannot forget the contributions our teacher, Ms. lu, has made to the development of the field of musicology in Turkey and to the scientific activities of Turkish musicology at the international level. We will shareBeşiroğ with you a short biography of lu, a greatly esteemed scientist, following the table of contents. We remember her as her students and colleagues with our deepest love, longing and gratitude.Ş. Şehvar Beşiroğ Music researchers from 5 different countries, including (in the order of publication) Australia, Austria, Georgia, Greece, and Serbia contributed to our first issue. Charulatha Mani, in her article titled “Gesture in Musical Declamation: An Intercultural Approach”, identifies declamation in music as an ideal musical framework for gestured performance, by referring to historical literature related to performance practices. She 1 draws a parallel between the gesture of Southern Indian Carnatic singing practice and the rhetorical gesture used by orators and singers in Early Modern Europe in the 16th and 17th centuries. Nino Razmadze, in her article titled "Larchemi/Soinari - The Georgian Panpipe", examines the instrument which known as the ancient panpipe and as Larchemi or Soinari in Georgian traditional musical instrumentarium together with organological, ethnographic, and musical characteristics in the historical background. Athena Katsanevaki, in her article "Modern Laments in Northwestern Greece, Their Importance in Social and Musical Life and "Making" of Oral Tradition”, discusses and contrasts the observations and experiences based on field research on laments in a way that covers Northwest Greece and surrounding regions. She explains the functionalities of the laments and how they contribute to music-making in the process of change, and also refers to their multiple functions in social life. Jelena Jankovic- Socialist Modernism as the Official Paradigm of Serbian Art Music in the Socialist Federal Republic of Yugoslavia", describesBegus, thein her political article developments titled "Between in Eastthe second and West: half of the 20th century and the changes in Yugoslav art by relating them to different trends. She discusses Serbian music history and musicology, with a focus on the Serbian composer Aleksander Obradovic's sample. As we see it, the first issue of the Musicologist offers an impressive spectrum of diverse subfields of musicology and interdisciplinary work, which deals with a wide geographical area.     TERMS OF REFERENCE Consultancy Service for Project Results Monitoring & Evaluation Section 1.Backgroundfor the Third Regional Development Project (RDP3) The Government of Georgia with World Bank are co-financing is implementing a US$75 million Third Regional Development Project (RDP3), focusing on Samtskhe-Javakheti and Mtskheta-Mtianeti during the period of 2015-2019. The Project Development Objective is to improve infrastructure services and institutional capacity to support increased contribution of tourism in the local economy of the Samtskhe-Javakheti and Mtskheta- Mtianeti regions. The project aims at addressing challenges identified during the project preparation period and follows integrated approach to urban and tourism development. Through its various components the project is expected to lead to improved urban and tourist infrastructure, enhanced cultural heritage assets and increased capacity for tourism-based local economic development in these two regions. The economic benefits linked to the above are multiple, such as improved urban infrastructure, including public spaces, streetscapes and municipal roads, improved urban liveability and increased safety of movement for locals. At the same time, these investments are expected to make selected municipalities better places to visit and more attractive places to invest, promoting private investment and increasing income generating opportunities in the project area. Cultural heritage enhancements will lead to the preservation of global public goods, but are also expected to lead to increased willingness to visit/pay for tourist and increased property prices in neighbouring areas. The proposed investments are aligned with the regional development strategies, prepared with technical assistance from EU for Mtskheta-Mtianeti and by GiZ for Samtskhe-Javakheti.

In 2015, webtoons were successfull y monetized in Korea and Japan by NAVER (035420 KS/Buy/TP: W241,000/CP: W166,500) and Kakao Industry Report (035720 KS/Buy/TP: W243,000/CP: W158,000). In late 2018, webtoon user number s April 9, 2020 began to grow in the US and Southeast Asia, following global monetization. This year, NAVER Webtoon’s entry into Europe, combined with growing content consumption due to COVID-19 and the success of several webtoon-based dramas, has led to increasing opportunities for Korean webtoon companies. We believe average revenue per paying user (ARPPU), which is currently around W3,000, can rise to over W10,000 (similar to that of music and video streaming services) upon full monetization.

    PRE-CHRISTIAN HISTORY IN THE GEORGIAN SHATBERDI CODEX: A TRANSLATION OF THE INITIAL TEXTS OF MOK‘C‘EVAY K‘ART‘LISAY (“THE CONVERSION OF K‘ART‘LI”) Origins tales, in all of their colorful guises, at once fascinate and be- wilder1. Consider, for example, the Judeo-Christian tradition that the peoples of Afro-Eurasia are ultimately descended from Noah and his progeny, the only humans to have survived the catastrophic flood. Al- though the authenticity of the flood account may be called into question, the story nevertheless demonstrates that some ancient peoples traced their origins to a definite point in the remote past. Indeed, the historical record is replete with ethnic “Big Bangs.” Yet the historical dynamics of ethnogenesis often have been obscured beyond recognition or are en- tirely absent. Linguistic data might surrender valuable clues, but tangible contemporary evidence is largely insufficient. Even in this light, however, it would be unwise to presume that any given received tradition about ancient origins is a later fabrication. Genuine historical memories can be transmitted orally for centuries, though they have invariably been altered — accidentally and/or inten- tionally — from their primordial states. Further complicating matters is the fact that the typical story of conception was composed at a much later time when the community was already well established in its par- ticular way. Such a tale not only explained ultimate beginnings but also validated the present or even conjured a desired future. Another schol- arly predicament is rooted more firmly in our own times. Modern efforts to unveil the significance and historical underpinnings of origins tales, efforts that often reveal successive layers of embellishment and rela- tively late dates of manufacture, can “provoke” a maelstrom of patriotic outcries.
