Anderson Introduction Zimbabwe (formerly known as Rhodesia) shares a history common to most of Africa: years of colonization by a European power, followed by a war for independence and subsequent autocratic rule by a leader in that fight for independence. Zimbabwe is, however, unique in that it was once the most diverse and promising economy on the continent. In spite of its historical potential, today Zimbabwe ranks third worst in the world in “Indicators of Instability” leading the world in Human Flight, Uneven Development, and Economy, while ranking high in each of the remaining eight categories tracked (see figure below)1. Zimbabwe is experiencing a “brain drain” with the emigration of doctors, engineers, and agricultural experts, the professionals that are crucial to revitalizing the Zimbabwean economy2. EXECUTIVE SUMMARY National security is a sensitive subject. A country’s survival, growth and development depend on a well crafted and consciously implemented national security policy. By nature, national security implementation should always be at a competitive edge relative to internal and external security threats. As a result, the state cannot easily disclose or expose its national security policies and plans without sufficient cause. Zimbabwe’s national security implementation is guided and instructed by the Public Order and Security Act, the Official Secrets Act and the Access to Information and Protection of Privacy Act. These acts complement one another and are applied flexibly enough to suit the prevailing circumstances The Acts ensure that order, peace and stability prevail, and that the state’s secrets are protected from those who are not entitled to them. State secrets are the preserve of responsible authorities who implement them to control the variables that affect the survival, growth and development of the state. While the call for the right to access to information may sound cogent, it is important to note that it cannot be guaranteed that the information will not be used against the interests of the state and private individuals. In the Zimbabwean context, the phenomenon of the public demanding access to security information is not significant. The public is aware of the sensitivity of state secrets and security information, and it is not common to identify ordinary people craving for security information. Those who demand the information are political malcontents bent on finding a pretext for fomenting anarchy. Public order is maintained by the Zimbabwe Republic Police, and national defence is guaranteed by the Zimbabwe Defence Forces, but for effective protection of the nation, security information is the preserve of those entitled to access it and use it, and not just anybody who might use it against the interests of the state. -

FIRST ANNIVERSARY OF THE DEATH OF DR. JOSHUA NKOMO Issued 27th June, 2000 (Extracted from first day cover stiffener)2 Joshua's father, Thomas Nyongolo Letswansto Nkomo and his mother Mlingo, nee Hadebe, had a total of eight children. Joshua's parents worked for the London Missionary Society and brought up their family in a Christian manner, which included bible reading, hymn singing and prayers in the evenings. From Standard One until Standard Six Joshua Nkomo was a prize winning student who nearly always came out top of his class. After completing Standard Six he took a carpentry course at the Tsholotsho Government Industrial School. He studied there for a year before becoming a driver. He later tried animal husbandry before becoming a schoolteacher specialising in carpentry at Manyame School in Kezi. In 1942, aged 25 and during his occupation as a teacher, he decided that he should go to South Africa to further his education and do carpentry and qualify to a higher level. When he returned to Southern Rhodesia (Zimbabwe) in 1947 he rose to the leadership of the Railway Workers Union and then to the leadership of the African National Congress in 1952. In 1960 he became President of the National Democratic Party. He married his wife Johanna Mafuyana on 1 October 1949. After the NDP was banned by the Rhodesian government, he formed ZAPU (Zimbabwe African Peoples Union). After ZAPU was also banned he went into exile in Tanzania. On his return to Southern Rhodesia (Zimbabwe) he was arrested by the government and then restricted to Kezi his birthplace near Bulawayo for three months. -

III (Apr. 2014), PP 137-149 e-ISSN: 2279-0837, p-ISSN: 2279-0845. www.iosrjournals.org Ethnicity, Development and the Dynamics of Political Domination in Southern Matabeleland Clifford Mabhena Institute of Development Studies- National University of Science and Technology-Bulawayo, Zimbabwe Abstract: This article argues that the hegemony of the Shona people in Zimbabwe has been largely influenced by ethnicity and the quest to dominate Matabeleland politically, socially and economically. Development marginalisation of Matabeleland region, I argue has been influenced by ethnicity and politics of revenge. The study used ethnography to collect data and hence in-depth interviews were used as data collection tools. The results of the study indicate that Matabeleland has been largely dominated by the Shona ethnic group, and arguments advanced by scholars for this dominance, it is argued, Ndebele dominated the Shona people in the 19th and 20th centuries. This was due to conquest by the marauding Ndebele warriors under the leadership of King Mzilikazi and latter on King Lobhengula. The ascendance of the Zimbabwe African National Union Patriotic Front (ZANUPF) in the 1980 independence elections opened the gates for the ascendancy of the Shona people as the party was pre-dominantly Shona speaking. The march to state house by the ZANUPF dominated party created a lot of tension between the two ethnic groups; Ndebele and Shona, and hence the lashing out of the fifth brigade in 1983 and 1984 in Matabeleland and Midlands provinces of the country.
