The oil price, always a major factor in our performance, reached levels that very few had predicted and now represents over half of our costs. In the past six months more than 30 airlines around the world ceased operations and the International Air Transport Association (“IATA”) has predicted that the global airline industry will lose over $6 billion this calendar year. In these circumstances we did well to continue our proud record of 63 years of uninterrupted operating profits. We salute the skilled, committed and energetic Comair team of 1,781 people who delivered these results. Financial Performance Our earnings were severely impacted by the exceptionally high oil price, particularly during the second half of the financial year. Top line growth was strong and increased by 21% to R2,7 billion for the year, attributable to volume and yield growth on both our British Airways and kulula brands. -

INTRODUCTION 1.1 Currently, implementation of safety management at the Service Provider level is variable, and is proving challenging to put in place the system as intended by Annex 19. 1.2 The MID-SST was established to support the RASG-MID Steering Committee (RSC) in the development, monitoring and implementation of Safety Enhancement Initiatives (SEIs) related to identified safety issues, including implementation of State Safety Programs (SSP) and Safety Management Systems (SMS). 2. DISCUSSION 2.1 The Third meeting of the MID Safety Support Team (MID-SST/3) held in Abu Dhabi, UAE, 10-13, recognized the need to monitor the status of SMS implementation by air operators, maintenance organizations and training organizations involved in flight training; in order to take necessary actions to overcome the challenges faced and to improve safety. 2.2 In this regard, the meeting agreed that IATA with the support of the ICAO MID Office will provide feedback and a plan of actions to address SMS implementation by air operators. RASG-MID/6-WP/15 - 2 - 2.3 The meeting may wish to note that Safety Management Systems (SMS) is an integral part of the IOSA program. -
The Arms Trade and Clientelism in the Arab World
ABSTRACT Title of Dissertation: THE NEW POLITICS OF PATRONAGE: THE ARMS TRADE AND CLIENTELISM IN THE ARAB WORLD Shana R. Marshall, Doctor of Philosophy, 2012 Dissertation Directed by: Professor Shibley Telhami Department of Government & Politics In states without robust democratic institutions, public resources are often allocated on the basis of patronage. This distribution of patronage, along with the manipulation of official institutions (such as electoral systems and the judiciary) and the deployment of the coercive arms of the state provided the formula for authoritarian longevity in the Arab World. However, much regional scholarship continues to focus on the process through which patronage is distributed with little reference to how the underlying resources accrue to Arab regimes in the first place. Such studies fail to interrogate the organizational and financial interests of the external institutions (such as oil markets and aid organizations) that mediate this transfer of resources, and how those interests shape methods and patterns of resource distribution within Arab States. This paper is an attempt to identify some of these institutions and patterns by focusing on the array of patronage resources made available through the arms purchases executed by regional governments. The specific class of resources examined here is reciprocal investment contracts that U.S. defense firms negotiate with procuring country governments in order to facilitate arms sales, known in industry parlance as ‘defense offsets.’ Procuring states design their own offset policies, including the amount of investment that foreign arms manufacturers are required to make and the domestic enterprises where those funds must be allocated. The procuring state’s discretion over the process allows us to draw some conclusions about how these governments distribute offset investment to strengthen incumbents’ patronage-based support networks. -

SECTION 2 – BRITISH AIRWAYS PROFILE OVERVIEW British Airways is one the world's largest international airlines, carrying in the year to March 2005 almost 36 million passengers worldwide. Also, one of the world’s longest established airlines, it has always been regarded as an industry-leader. The airline’s two main operating bases are London’s two main airports, Heathrow (the world’s biggest international airport) and Gatwick. During 2004/05 revenue passenger kilometres for the Group rose by 4.7 per cent, against a capacity increase of 2.1 per cent (measured in available tonne kilometres). This resulted in Group passenger load factor of 74.8 per cent, up from 73.0 per cent the previous year. The airline also carried 877,000 tonnes of cargo last year (up 10.2 per cent on the previous year). The revenue environment in 2006 remains challenging. Whilst turnover is up in the nine months to 31 December 2005 by 8.8%, market conditions remain broadly unchanged as significant promotional activity is required to maintain seat factors. An average of 49,490 staff were employed by the Group worldwide in 2004-2005, 86 per cent of them based in the UK. Unlike some of the world's other airlines, British Airways is owned entirely by private investors - with around 240,000 shareholders, including some 50 per cent of the Company's own employees. British Airways Group fleet as at 31 December 2005 comprised 289 aircraft - one of the largest fleets in Europe. The fleet currently includes 57 Boeing 747s, 43 Boeing 777s, 21 Boeing 767s, 13 Boeing 757s, 67 Airbus A319/320/321s, 33 Boeing 737s and 55 smaller aircraft used in the company’s regional business.
