ADDENDUM No. 1

The tenderer must note and take into account the amendments and/or additions to the Tender Documents contained in the addendum. This addendum shall form an integral part of the tender submission and should be returned with the tender submission.

Clarification/Responses

Question 1

The ITT of Equipment and Chemicals says the products should be British, BOBS, SABS compliant. My question is why is it limited to those only? It doesn't include ISO but that's the international standard that all these standards are derived from. Most of the international manufacturers use ISO.

Response: The ITT for Supply of Water Treatment Chemicals requires certification for the following: Under Item 4.2.1 General Technical Specifications All Flocculants must be certified for use in drinking water by National Statutory Foundation (NSF International) or equivalent.

Under Item 5.1.2 Tender Requirements ISO or relevant Certification of the Manufacturing facilities to a quality management system.

Question 2

Kindly advise if all the depots where chemicals will be delivered are accessible by road tanker and also if there is enough storage for the required chemicals?

Response: All the depots where chemicals will be delivered are accessible by road tanker and there is adequate storage for the required chemicals, taking note that the volumes indicated on the BOQ are stock required over a period of three (3) years. The plant will order volumes they are able to store on quarterly intervals respectively.

Question 3

In Section 5.2.3 “only bidders who had passed the above stages will be required to submit samples of some or all of their proposed items” while Section 4.1 states “Tenderers are requested to submit clearly labelled samples of the flocculants tendered for with the official tender documents and securely packaged separately.” Please state the applicable clause

Response: The applicable clause in the case of the above question is Section 5.2.3 “only bidders who had passed the above stages will be required to submit samples of some or all of their proposed items”, (clearly labelled samples of the flocculants tendered for)

Question 4

Please share information of contact persons at each site for prior arrangements for Jar Tests/Raw Water Samples.

Question 5

Do Jar tests have to be done on-site or samples can be arranged for then tests done off-site.

Response: Samples can be collected from respective treatment plants as stipulated under Question 4, and jar tests can be carried out using equipments provided at the Mmamashia Laboratory in Gaborone. Requests to use the laboratory should be sent to [email protected]

Question 6

When can bidders visit various sites to carry out jar tests or collect samples.

Response: Bidders who wish to use the laboratory or visit the site are advised to send their requests to [email protected]

Question 7

While awaiting clarification on bullet points 2 to 4 above, Jar test cannot be carried out, and in view of the vast area and distances to be covers for carrying out the Jar test, we hereby request for an extension of time on the closing date from 17 June 2021 to 01 July 2021

Question 8

Kindly advise which flocculant (either cationic or ionic) is used at Water Utilities Corporation?

Response: The Corporation currently uses a range of cationic quaternary amine polymer, cationic polyelectrolyte consisting of a synergistic blend of inorganic and organic polymers.

Question 9

With reference to above tender, page 7 of the document states that Jar test to be conducted on all water sources by tender in the presence of WUC. Please advise how exactly you want tenderer to achieve this as it is practically not possible to accomplish this in short period of time and not cost effective. Thus, disadvantaging new and medium to small players. Please advise on this clause.

Response: The Tenderer shall carry out laboratory jar-tests on all raw water supplies in the presence of the Water Utilities Corporation, or other method deemed necessary by the Corporation to evaluate chemical optimum performance. It is, therefore, advised that this exercise is practical to achieve in the time allocated and it has been successfully accomplished in the past tenders.

Samples can be collected from respective treatment plants as stipulated under Question 4, and jar tests can be carried out using equipments provided for at the Mmamashia Laboratory in Gaborone. Requests to use the laboratory will [email protected]

Question 10

A key point here is that the tender stipulates that jar test work needs to be done on each site. Unfortunately, as you are aware that we do not manufacturer in Botswana, and having to get our supplier here during COVID-19 would be difficult as their company policy does not allow them to travel across borders at the moment because of COVID-19, how would we facilitate this test work?

Response: The Tenderer shall carry out laboratory jar-tests on all raw water supplies at their expense and independent arrangement. The Corporation will facilitate that jar tests be carried out using equipments provided for at the Mmamashia Laboratory in Gaborone.

11. Tender closing date has been revised to 08 July 2021 at 1400hrs.

12. All other conditions remain the same.
