Tout d’abord, Catherine et François qui ont été d’un grand soutien logistique pour la dernière ligne droite de la rédaction. Ensuite, mes deux autres ’chapitres’ entamés durant cette thèse qui m’ont obligé à prendre du recul, Agathe et Maximilien, le dernier ayant même eu la bonne idée d’annoncer son arrivée au milieu d’une de mes présentations en séminaire. Enfin, faire une thèse n’est pas toujours évident mais je crois qu’il est encore plus difficile de vivre avec un thésard et ses appréhensions spécifiques à l’exercice. Claire a endossé ce rôle difficile et je lui en suis infiniment reconnaissant. iv RÉSUMÉ DE LA THÈSE ’Faire le pont’ entre les besoins humains et la réduction des émis- sions de CO2 : la dynamique des infrastructures à l’interaction des enjeux de climat et de développement Les enjeux de développement humain et de réduction du changement climatique sont liés et les infrastructures - bâtiments et ouvrages de génie civil - sont essentielles pour atteindre conjointement ces objectifs. Elles fournissent des services répondant aux besoins sociétaux mais cette fourniture est aujourd’hui insuffisante et intensive en émissions de CO2 au niveau de leur usage et de leur construction. Toutefois, leur dynamique est soumise à des contraintes techniques, économiques et institutionnelles. Dans cette thèse, j’étudie la manière dont l’évolution des stocks globaux d’infrastructures peut permettre de concilier besoins de développement et réduction des émissions de CO2. Je me concentre sur trois points de tension: (i) le verrouillage carbone - l’inertie sur la réduction des émissions futures - induit par le développement à court terme, (ii) le financement limité pour l’investissement et (iii) l’espace carbone pour un développement suffisant des infrastructures de base. Cette thèse apporte une contribution en mettant en lumière certaines conditions à assurer pour que les infrastructures ne limitent pas la faisabilité de la conciliation climat-développement. Dans un premier temps, j’effectue une revue systématique de la littérature sur le ver- rouillage carbone induit par les infrastructures. J’utilise une approche d’apprentissage machine supervisé pour sélectionner les articles pertinents. Je synthétise selon les secteurs et zones géo- graphiques les quantifications existantes de verrouillage carbone, les indicateurs utilisés pour le mesurer et les énoncés mentionnant des implications politiques pour en sortir. Je montre que les centrales électriques au charbon contribuent fortement au verrouillage carbone global et sont exposées au risque d’actifs échoués du fait du retrait anticipé. La répartition sectorielle et le montant des actifs échoués diffèrent selon les pays, avec potentiellement des montants impor- tants pour les bâtiments dans les pays développés. Les actifs échoués sont réduits si les politiques climatiques sont mises en place rapidement. Il est nécessaire d’assurer la légitimité et la stabilité sur le long terme de ces dernières ainsi que la coordination entre les secteurs d’infrastructures. La tarification du carbone ne doit pas être le seul instrument utilisé et doit être complétée par la réglementation et un soutien financier au déploiement du capital bas-carbone. Dans un deuxième chapitre, je quantifie les besoins d’investissements en infrastructures de transport au regard de différents niveaux d’ambitions climatiques. Je construis des scénarios socio-économiques avec un modèle d’évaluation intégré qui représente explicitement le secteur des transports. Je développe un module pour quantifier les besoins d’investissement en cohérence avec les scénarios de mobilité. J’applique une analyse de sensibilité globale pour identifier les v déterminants des besoins d’investissements. Je montre que les besoins d’investissements se ré- duisent avec l’augmentation de l’ambition climatique mais représentent des montants impor- tants par rapport aux niveaux historiques et aux besoins dans les autres secteurs. Les niveaux d’utilisation du réseau ferré et les coûts de construction des routes sont des facteurs déterminants et pourraient être des leviers à activer pour favoriser les trajectoires bas-carbone à cout réduit.     Advanced Review Human well-being and climate change mitigation William F. Lamb 1* and Julia K. Steinberger 2 Edited by Louis Lebel, Domain Editor, and Mike Hulme, Editor-in-Chief Climate change mitigation research is fundamentally motivated by the preserva- tion of human lives and the environmental conditions which enable them. How- ever, the field has to date rather superficial in its appreciation of theoretical claims in well-being thought, with deep implications for the framing of mitigation priori- ties, policies, and research. Major strands of well-being thought are hedonic well- being—typically referred to as happiness or subjective well-being—and eudaimo- nic well-being, which includes theories of human needs, capabilities, and multidi- mensional poverty. Aspects of each can be found in political and procedural accounts such as the Sustainable Development Goals. Situating these concepts within the challenges of addressing climate change, the choice of approach is highly consequential for: (1) understanding inter- and intra-generational equity; (2) defining appropriate mitigation strategies; and (3) conceptualizing the socio- technical provisioning systems that convert biophysical resources into well-being outcomes. Eudaimonic approaches emphasize the importance of consumption thresholds, beyond which dimensions of well-being become satiated. Related strands of well-being and mitigation research suggest constraining consumption to within minimum and maximum consumption levels, inviting normative discus- sions on the social benefits, climate impacts, and political challenges associated with a given form of provisioning. The question of how current socio-technical provisioning systems can be shifted towards low-carbon, well-being enhancing forms constitutes a new frontier in mitigation research, involving not just techno- logical change and economic incentives, but wide-ranging social, institutional, and cultural shifts.

    Tackling Climate Change and Inequality Together: Problems, Policies and Politics A workshop hosted by Utrecht University, 16–17 February 2021 There has been growing recognition in recent years of the multiple linkages between socioeconomic inequalities and rising greenhouse gas emissions. At the same time, there has been a shift in climate policy paradigms on the political left in the United States and in some parts of Europe away from a narrow, “carbon-centric” approach, toward “Green New Deal” (GND)- style integrative policy programmes. The latter combine state-led investments in decarbonisation and resilience with progressive socioeconomic reforms. This shift corresponds to a change in political strategy on the left: away from striking compromise bargains with the centre-right and accommodating carbon-intensive industrial interests, and toward mobilising a broad-based coalition of voters and progressive organisations around a transformative vision. The COVID-19 pandemic has brought underlying inequalities and vulnerabilities into focus, while also creating a need for expansionary fiscal policy in the months and years ahead, presenting an opportunity for a “just and green recovery”. This workshop brings together leading academics, public officials and campaigners from across the Atlantic to discuss these linkages, focusing on three themes: linked problems (how do socioeconomic inequalities drive rising greenhouse gas emissions and undermine collective climate action?); linked policy solutions (how can GND-style policy programmes respond to these linked problems? What is the role for public expenditure, regulation, and taxation? What opportunities arise from COVID-19 recovery efforts?); and the advantages and challenges of political strategies built around such responses. Related to the workshop, an Utrecht University Public Lecture will be delivered by Professor Julia Steinberger from 20:00–21:30 CET on Tuesday 16 February (see page 5, below).
