September 2011 ENVIRONMENTAL ASSESSMENT WEKIVA WILD AND SCENIC RIVER SYSTEM Florida __________________________________________________________________________ The Wekiva Wild and Scenic River System was designated by an act of Congress on October 13, 2000 (Public Law 106-299). The Wild and Scenic Rivers Act (16 USC 1247) requires that each designated river or river segment must have a comprehensive river management plan developed. The Wekiva system has no approved plan in place. This document examines two alternatives for managing the Wekiva River System. It also analyzes the impacts of implementing each of the alternatives. Alternative A consists of the existing river management and trends and serves as a basis for comparison in evaluating the other alternative. It does not imply that no river management would occur. The concept for river management under alternative B would be an integrated program of goals, objectives, and actions for protecting and enhancing each outstandingly remarkable value. A coordinated effort among the many public agencies and entities would be needed to implement this alternative. Alternative B is the National Park Service’s and the Wekiva River System Advisory Management Committee’s preferred alternative. Implementing the preferred alternative (B) would result in coordinated multiagency actions that aid in the conservation or improvement of scenic values, recreation opportunities, wildlife and habitat, historic and cultural resources, and water quality and quantity. This would result in several long- term beneficial impacts on these outstandingly remarkable values. This Environmental Assessment was distributed to various agencies and interested organizations and individuals for their review and comment in August 2010, and has been revised as appropriate to address comments received. -

By Eduardo Robles, Chair Tallahassee and Leon County Canopy Roads Citizens Committee Executive Summary: The Canopy Roads Citizens Committee (CRCC) is entrusted with coordinating the protection, maintenance, and enhancement of the designated Canopy Roads in the City of Tallahassee and Leon County. The CRCC is a joint committee with four members appointed by the City and four members appointed by the County. The Canopy Roads are recognized locally and by many throughout the country as a wonderful cultural and natural resource and the signature of our community. The CRCC’s responsibility is to make recommendations to the City and County Commissions on matters related to Canopy Road preservation. The following items are the CRCC’s key recommendations to further the preservation of the Canopy Road’s experience for generations to come. The recommendations are explained on the following page. The Committee thanks the Commissions for the opportunity to provide these recommendations and looks forward to your response. Key Recommendations: 1. Update the Canopy Roads Management Plan. 2. Develop a Canopy Roads Design Manual. 3. Conduct an evaluation of the Committee development review process. 4. Designate a City Commissioner to act as a liaison to the Committee. Tallahassee and Leon County are known for our beautiful Canopy Roads and they are a big part of our unique and beautiful charm. Huge moss‐draped live oaks, sweet gums, hickory trees and stately pines cast their protective shade over Tallahassee roads, with limbs that meet in a towering canopy to provide cooling shade for the roads and very scenic drives for travelers. -

Carica papaya ● Water Science & Plants Protecting Endangered Plant Species Sweetwater slope: Bill and Pam Anderson To date, a total of 117 listed taxa have been recorded in 26 panhandle parks, making these parks a key resource for the protection of endangered plant species. 4 ● The Palmetto Volume 28:1 ● Winter/Spring 2011 in Panhandle State Parks by Gil Nelson and Tova Spector The Florida Panhandle is well known for its natural endowments, chief among which are its botanical and ecological diversity. Approximately 242 sensitive plant taxa occur in the 21 counties west of the Suwannee River. These include 15 taxa listed as endangered or threatened by the U. S. Fish and Wildlife Service (USFWS), 212 listed as endangered or threatened by the State of Florida, 191 tracked by the Florida Natural Areas Inventory, 52 candidates for federal listing, and 7 categorized by the state as commercially exploited. Since the conservation of threatened and endangered plant species depends largely on effective management of protected populations, the occurrence of such plants on publicly or privately owned conservation lands, coupled with institutional knowledge of their location and extent is essential. District 1 of the Florida Sarracenia rosea (purple pitcherplant) at Ponce de Leon Springs State Park: Park Service manages 33 state parks encompassing approximately Tova Spector, Florida Department of Environmental Protection 53,877 acres in the 18 counties from Jefferson County and the southwestern portion of Taylor County westward. -

The Florida Historical uarterly APRIL 1970 PUBLISHED BY THE FLORIDA HISTORICAL SOCIETY FRONT COVER “A View of Pensacola in West Florida” is a black and white engraving published and dedicated by George Gauld to Sir William Burnaby, rear admiral and commander of the British fleet at Jamaica. From the British ensigns on the vessels and the flag flying from the flagstaff, this is obviously a picture of Pensacola during the British period. Since Gauld’s name is not mentioned in any reference sources as an engraver, and since such a skill is not mentioned in his book, it is unlikely that he was the engraver of this picture, but he probably drew the sketch of the scene from which it was made. The engraving is in the Prints and Photographs Division, Library of Congress. Gauld, surveyor of the coasts of Florida, was born in 1732 at Ardbrack, Bamffshire, and he was educated at King’s College, Aberdeen. In 1763 he was appointed to make a survey of all newly acquired English territory in the West Indies, and in March of the following year he sailed aboard the Tartar for Jamaica to join Burnaby’s fleet. In August 1764 he accompanied Sir John Lindsay to Pensacola and he may have made a sketch of the harbor at that time. He was a friend of Philip Pittman, author of The Present State of the European Settlements on the Mississippi . (1770), and Thomas Hutchins whose An Historical Narrative and Topogaphical Description of Louisiana, and West-Florida was published in 1784. They helped him draft charts and plans of West Florida. -

Atlanta, Georgia. ii EXECUTIVE SUMMARY Black Creek crayfish (Procambarus pictus) are small to medium sized crayfish endemic to four northeastern Florida counties (Clay, Duval, Putnam, and St. Johns) in the Lower St. Johns River Basin. Black Creek crayfish rely on cool, flowing, sand-bottomed, and tannic-stained streams that are highly oxygenated. Locations that fulfill the species’ habitat requirements are typically headwater sections of streams that maintain a constant flow; however, they are found in small and large tributary streams. Within these streams, Black Creek crayfish require aquatic vegetation and debris for shelter with alternation of shaded and open canopy cover where they eat aquatic plants, dead plant and animal material, and detritus. -

Crooked River Mitigation Bank
Crooked River Mitigation Bank Section G of the Environmental Resource Permit Application Introduction The Crooked River Mitigation Bank (CRMB, Bank) consists of 323.10 acres of a mixture of degraded natural wetland and upland habitats, and agricultural areas where the historical natural habitats have been converted to citrus grove. In general, the site consists of variable hydroperiod herbaceous and forested wetlands intermixed with pine flatwoods in the south, along with herbaceous and forested wetlands surrounding a citrus grove in the north. Old Polk City Road bisects the CRMB near the northern boundary. The entire site is currently degraded by habitat conversion, intensive agriculture, exotic species invasion, trash deposition, fire suppression, and hydrological impacts. Hydrological impacts include the continuous deposition of soil runoff, herbicides, pesticides, and fertilizer from the active citrus grove into all onsite and some offsite wetlands. The CRMB site exhibits both additional exempt agricultural development potential as well as residential development potential due to the proximity to County Road 557 and Interstate 4. Establishment of Crooked River Mitigation Bank will save this site from current aquatic impacts, further development and irreversible loss of aquatic function. The entire CRMB is owned fee-simple by the Hillbilly Holdings, LLC. There are old mineral reservations with no right of entry in some areas of the CRMB; these old mineral reservations will not interfere with Bank establishment. Part 1: Location of the Proposed Mitigation Bank (62-342.450(1), F.A.C.) The CRMB is located in Sections 4, 5, 8, 9, Township 27S, Range 26E with the approximate center of the site located at Latitude 28° 09’ 23.39” N, Longitude -81° 43’ 17.24” W.
