    Coastal Community Development in East Kalimantan, Indonesia Final Report (December 2002 – December 2003) Submitted to: UNOCAL Foundation (Grant Agreement Number 2002-JGP) Submitted by: Coastal Resources Center University of Rhode Island In partnership with Save the Balikpapan Bay Foundation Balikpapan, East Kalimantan, Indonesia January 2004 Introduction The Coastal Resources Center at the University of Rhode Island (CRC-URI) and Yayasan Selamatkan Teluk Balikpapan or Save The Balikpapan Bay Foundation (YSTB) are implementing a Coastal Community Development Program (CCDP) in the Balikpapan Bay area of East Kalimantan Province of Indonesia. The first year of this program was funded primarily by the UNOCAL Foundation under Grant Agreement Number 2002-JGP-45. Additional support was provided through the USAID-URI Indonesian Coastal Resources Management Project (CRMP). This report summarizes activities undertaken during the twelve-month grant period from December 2002 through December 2003. The goal of the program is to build the capacity of local non-governmental organizations (NGOs) and communities to implement community-based coastal development and management initiatives. The specific objectives of the program are to: 1) Develop the capacity of local NGOs to design and implement successful community- based coastal development and management programs. 2) Develop the capacity of coastal communities to actively engage in community-based resource management, formulate community development initiatives, and conduct active dialogue with local government and the private sector that leads to mutual agreements concerning resource use conflicts. 3) Develop and strengthen a network of NGOs which actively provides services to coastal communities and which is capable of raising donor funding to support these activities.

A liveable city is a city with a comfortable environment that gives its residents a sense of perfection to live and ease to do various activities. Balikpapan is one of major cities whose has the third-largest population in the province of East Kalimantan consisting of 6 districts namely, South Balikpapan, East Balikpapan, North Balikpapan, West Balikpapan, Central Balikpapan, and Balikpapan City. The consequence that arises from the large population is the increase in crime that affects the liveability in terms of security quality. In this study, Mamdani Fuzzy Logic is used to investigate the level of security quality of each sub- district in this city based on the crime figures. Moreover, the types of criminalities are categorized into four kinds, namely fraud, theft, immoral violence, and other crimes. Based on the result, it was found that the order of sub-districts with the best level of security is Central Balikpapan which is followed by Northern and Eastern Balikpapan with fairly good security status.

The education is aimed at providing the skills required to manage the many problems that indigenous and marginalised communities face due to the increasing pressures from the outside world.
