A VISION FOR SOUTH DUBLIN’S FUTURE 2 Chief Executive’s Invitation The review of the County Development Plan and the preparation of a new Plan is one of the most important functions of South Dublin County Council. The South Dublin County Council Development Plan 2016-2022 will set out a vision for South Dublin’s future to 2022 and beyond. The review has come at a time of change. Following a period of economic contraction the outlook for the period of the next Plan is more positive. This time of transition and renewed growth presents new challenges in the way we plan for our future and offers opportunities to examine innovative ways and means of achieving a brighter future for the citizens of South Dublin County. The publication of this booklet “A Vision for South Dublin’s Future” is the fi rst step in the plan making process. The booklet presents an overview of the main development issues currently impacting on South Dublin County and identifi es the kind of planning matters that the next County Development Plan could address. We have attempted to highlight the issues that we think are important but this list is by no means exhaustive. Now we want to hear from you. Have we overlooked issues, which are of importance to you? If so we need to know what these are. Public input at the start of the plan making process is important so that the fi nal Plan can refl ect and respond to public concerns and aspirations. Sunday Times /Behaviour & Attitudes European Elections May 2014 Opinion Poll 3rd – 15th May, 2014 Prepared for Prepared by Ian McShane J.5607 Technical Appendix 2 Technical Appendix ● The results of this opinion poll are based upon a representative sample of 1,545 eligible Irish voters aged 18 years +. ● A separate questionnaire was produced for each of three regions to take the three separate European Election constituencies into account. The number of interviews upon which the representative samples of eligible voters in each constituency is based is as follows: Dublin Constituency 521 Midlands-North-West 513 South Constituency 511 ● As such, the results for each constituency can be deemed to be accurate to within plus or minus 4.5 percentage points at the 95% confidence level. ● Fieldwork was conducted over the period 3rd – 14th May, 2014 with interviewing carried out at the Behaviour & Attitudes Computer Aided Telephone Interviewing (CATI) Unit at Milltown House in Dublin. ● Interviewing was conducted across all electoral constituencies in the country with households selected for interview by way of Random Digit Dialling (RDD). ● The sample is split across RDD landline numbers and RDD mobile telephone numbers, so as to ensure that individuals living in landline only households, mobile only households, and households with both a landline and mobile telephone are represented in their correct proportions. 3 Technical Appendix ● The subsequent survey results are weighted to reflect the known demographic profile of Irish adults, utilising the most recently published census population estimates from the Central Statistics Office (CSO). ● All aspects of the survey, including the Party Support adjustment factor, are implemented in accordance with the technical and ethical guidelines set down by the Association of Irish Market Research Organisations (AIMRO) and the European Society of Opinion & Market Research (ESOMAR). -

The population of Dublin City and its suburbs currently stands at 1.3 million and is projected to reach 2.1 million by 2022. There is pressure on its water supply system (inadequate catchment sources, ageing infrastructure including treatment facilities, and distribution network) with little or no spare capacity despite Ireland’s relatively high rainfall that is well distributed throughout the year; albeit the greatest rainfall occurs in the west and southwest and at some remove from Dublin. The current governance approach to addressing the projected water supply deficit relies heavily on a combination of identifying new supply sources to secure the long-term water supply needs of the city together with an intense drive toward achieving “demand-side” reduced usage and conservation targets in accordance with EU benchmarks for various individual and sectoral users. This potentially emerging crisis of water scarcity in Dublin, with drivers including population growth, greater industrial and institutional demands, migration, and climate change, has generated one of the most significant public water works projects proposed in Irish history, which is to abstract raw water from the Shannon River Basin in the midland region and, following treatment, pump it to a storage reservoir in a cut-away bog before piping to the Greater Dublin Area. -

Member States should fully develop their national plans/strategies by the end of 2013, and ensure that patients with rare diseases have access to high-quality care. 2. It is not sufficient to adopt a national plan: the adoption must be fully implemented and the plan should have access to sufficient funding to develop the envisioned activities. 3. Patients should be consulted and taken into consideration whenever Member States or the European Union develop policies that may affect their lives. 4. The heterogeneity between national plans demonstrates the need for the EU to play a coordinating role and tackle inequalities in the access to treatment across the Union. 5. Policymakers should ensure that national plans/strategies fully comply with the Council Recommendations, especially when supporting the creation or development of centres of reference and patient registries. 6. Patient registries and national centres of reference should be included when Member States are developing their National Plans for Rare Diseases to encourage research and improve diagnosis and information to patients. 7. PIDs are an important group of rare diseases and as such should be taken into consideration by national policy makers when developing the national plans for rare diseases. -

PRESS RELEASE 29 Members of European Parliament call for support for the European Citizens Initiative for Unconditional Basic Income! Twenty-nine Members of the European Parliament from twelve countries have issued a joint statement expressing their support for the European Citizens’ Initiative (ECI) for Unconditional Basic Income. This calls upon the European Commission to assess the idea of reforming current national social security arrangements towards an unconditional basic income (UBI). UBI is a regular, universal payment to everyone without means-testing or work conditions. It should be high enough to guarantee everyone a dignified existence. It would let people make choices about what to do in life without fear of poverty. It would act as a cushion for the increasing numbers of people who have short-term or zero-hour contracts, and those starting up their own businesses. Many financing schemes have been elaborated over the years in several countries. The European Initiative for UBI demands further studies to be started at the EU level. The MEPs ask all Europeans to support this initiative. All EU citizens eligible to vote can support this ECI either via the internet (http://sign.basicincome2013.eu) or on paper. One million signatures are needed by 14 January 2014 to make sure it lands on the EC’s desk. The current social security systems are demeaning and inadequate in addressing the roots of poverty, the MEPs emphasize. "Unconditional Basic Income would transform social security from a compensatory system into an emancipatory system, one that trusts people to make their own decisions, and does not stigmatise them for their circumstances," the statement says. -

Appendix A1 Effective Integration of Spatial, Land Use and Transport Planning Appendix A1 Effective Integration of Spatial, Land Use and Transport Planning As part of the review process for the Regional Planning Guidelines, the policies, objectives and recommendations of this document seek to ensure consistency between all strands of the regional planning strategy and relevant transport strategies, including T21, ‘Smarter Travel’, National Transport Authority strategies and the objectives of the Dublin Transport Authority Act. While no NTA strategy has yet been published, the RPGs are committed to ensuring the effective integration of regional planning policies and national and regional transport policy. As part of the initial review process, submissions were invited and received from key transport agencies with responsibilities in the GDA including the Department of Transport, Dublin Transport Office, National Roads Authority, Dublin Airport Authority and Iarnrod Éireann1 and these comments contributed to the formulation of RPGs.
