Introduction to the City of Vaughan Archives’ Finding Aid

The purpose of the City of Vaughan Archives Finding Aid is to provide access to a given body of records by representing those external and internal components of a fonds and its constituent parts brought to light during the analysis of the fonds’ characteristics (i.e. during arrangement). A fonds is defined as the totality of records or papers created and/or accumulated and used by an individual, family, or corporate body throughout their existence. The external structure of a fonds consists of contextual information relating to the record creator (i.e. the person, family or corporate body chiefly responsible for the creation and/or accumulation and use of a fonds), that is to say, information relating to the history, organization, functions and activities of a records creator that give shape to the fonds. The internal structure of the fonds is concerned with the latter’s documentary nature, or with the actual records themselves: their arrangement, organization, classification, documentary form, etc. The reason for providing data about the external and internal nature of a fonds is to ensure that records can be seen in the context of their creation and so that they can be associated with the actions which brought them into existence in order for them to act as evidence of said actions.

Fonds may have a number of components. In terms of the concept of agent of creation (i.e. the person, family or corporate body responsible for the creation and/or accumulation and use of the fonds), a fonds may be divided into sous-fonds, which represent subordinate record-creating agencies (departments, bureaus, etc.) under the jurisdiction of the larger administrative body responsible for the creation of the fonds as a whole. For example, the fonds of the Vaughan Township Office of the Clerk-Treasurer, the Treasure Branch and General Administration Branch are the constituent sous-fonds. The actual records constituting a fonds (i.e. internal structure of a fonds) are grouped into bodies of like documents called series, with a series being an aggregate of records deriving unity from some common relationship arising out of the records’ creation, receipt and use, and relating to the functions and or activities of the records’ creator. Series in turn may be further divided into subseries, or even sub-subseries, these being naturally- defined subdivisions of series formed on the basis of a common feature such as documentary form, subject, arrangement in accordance with a filing system (chronological, alphabetical, subject, etc.), etc.

The format utilized to represent the part-to-whole structure of the fonds described in this Finding Aid is based on the Canadian data content standard Rules for Archival Description (RAD). All formal descriptions (i.e. those descriptions above the file level in the Finding Aid) are compiled in accordance with the guidelines outlined in RAD. Lists of files and items are presented as appendixes in the descriptive inventory, without regard to RAD.

Photocopying of documents in the City of Vaughan fonds is permitted except where documents fall under the personal information and privacy provisions of the Municipal Freedom of Information and Protection of Privacy Act. In such instances, the researcher is referred to the City Archivist for specific access procedures.

Biography/History Formerly the Heritage Resources Division within the Recreation and Culture Department of the Town (later City) of Vaughan, Cultural Services conserves and maintains over 1200 significant heritage buildings throughout the community. Cultural Services gives administrative and technical support to the Heritage Vaughan Committee, a local architectural conservation advisory committee (LACAC) established in 1977. The Committee advises and assists Council on matters relating to the preservation of the municipality's built heritage and archaeological resources including buildings, sites, certain streetscapes and districts, cemeteries, cultural landscapes and any other real property that can be designated or registered under Parts IV and V of the Ontario Heritage Act.

The City of Vaughan's Recreation Services Department plays an integral role in providing quality recreational, cultural and active living programs, services and events in an accessible, equitable and efficient manner to enhance the quality of life and leisure time of the City’s growing and diverse community.

Scope and Content Fonds consists of a banner used for the official opening of City Hall, as well as 46 reference books on Canada, Ontario and Vaughan Township history. Also included is 1 enlargement of the Humber River on foam core. Of particular interest is a 2000 calendar with Lorna Jackson's artwork, a 1986 program, a book on the Keffer Site and archeaological dig, a book from the Pennsylvania-German folklore society on the baker family homestead, an article on Patterson in the York Pioneer Journal, and writeups on Al Palladini and Gus Lanzarotta's businesses.

Accession RG 18-011.1 included a banner to commemorate the Official Opening of the New City Hall on September 25, 2011. The majority of the images on this banner were taken from City of Vaughan Archives. The

banner provides a timeline and depicts images of buildings used for City Hall throughout Vaughan's history as well as scenes from Vaughan's past.

Accession M013.1-3 consists of approximately 3375 photographs, spanning the years 1951 to 2005, which depict heritage buildings, sites, streetscapes, and events throughout the Town and City of Vaughan. Photos were taken in the course of the Cultural Services Division’s daily functions and activities as a means to document the heritage buildings and sites of the community. As such, the fonds is an invaluable resource and provides evidence of the rapid changes and extensive development Vaughan experienced in the 1980s and 1990s (and continues to experience in the 21st century).

Accession RG 18-014.2 consists of a CD consisting of images depicting the Inaugural Council of 2010, the Vaughan Accord of 2011, as well as photos of the new City Hall Construction, Christmas Wish Toy Drive, and Old Heritage and Vaughan Celebrates Photos from 2010.

Accession RG 18-018.1 consists of a wooden sign.

Notes RG-013.1-3 series arrangement attempted to keep the original order and duplicate the creator’s original organization and thought patterns. However, some new order had to be imposed as loose photos were found and some subjects were too broad to enable efficient searching. Photographs for the most part were organized alphabetically by street name and this order was maintained. The fonds is arranged into four series, the first three being graphic in nature: Historic Properties, Streetscapes, Events/Admin., and Card Catalogue. Within each series, files are arranged alphabetically by street name (if known) and then by street number. If the street name and number are unknown, then the property is filed alphabetically by its name or subject matter.

Access to RG 18-014.8 is restricted to City of Vaughan Staff.

Scope and Content Series consists of photographs of heritage properties throughout Vaughan and is organized alphabetically by street name and number (if no street name available, then by name of building or site). Many structures were demolished during the 1980s and 1990s. In 2005, a stronger Ontario Heritage Act was at last developed. Over time, four Heritage Districts were also created (Thornhill in 1989, Kleinburg-Nashville in 2003, Woodbridge in 2009, and Maple in 2010) which further assisted in the preservation of heritage properties. Index cards accompany some photographs with details on the building’s fate (i.e. demolished, moved, etc).

Scope and Content Series consists of background information about Historic Landmarks in Vaughan that were used as Teacher Backgrounder materials. The CDs all contain the same information on 12 landmarks in Vaughan including: the Jacob Fisher Oak Tree, Kleinburg Railway Station, Lund’s General Store, J.E.H. MacDonald’s House, the Maple Railway Station, Soules Inn, Beaverbrook House, Gilmour Hotel, Jacob Rupert House, Kleinburg General Store/Post Office, Vellore School and Township Hall and the Woodbridge War Memorial Tower. The files contain both textual and visual records, providing a good background as reference materials.

Scope and Content Series consists of a Woodbridge Recreation Commission Sign, housed in a metal frame. It once hung at the Woodbridge Pool and Memorial Arena. The sign was erected as a memorial to the “local boys” who served and lost their lives during World War I.
