    Country Policy and Information Note Iraq: Opposition to the government in the Kurdistan Region of Iraq (KRI) Version 2.0 June 2021 Preface Purpose This note provides country of origin information (COI) and analysis of COI for use by Home Office decision makers handling particular types of protection and human rights claims (as set out in the Introduction section). It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis and assessment of COI and other evidence; and (2) COI. These are explained in more detail below. Assessment This section analyses the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – by describing this and its inter-relationships, and provides an assessment of, in general, whether one or more of the following applies: • A person is reasonably likely to face a real risk of persecution or serious harm • The general humanitarian situation is so severe as to breach Article 15(b) of European Council Directive 2004/83/EC (the Qualification Directive) / Article 3 of the European Convention on Human Rights as transposed in paragraph 339C and 339CA(iii) of the Immigration Rules • The security situation presents a real risk to a civilian’s life or person such that it would breach Article 15(c) of the Qualification Directive as transposed in paragraph 339C and 339CA(iv) of the Immigration Rules • A person is able to obtain protection from the state (or quasi state bodies) • A person is reasonably able to relocate within a country or territory • A claim is likely to justify granting asylum, humanitarian protection or other form of leave, and • If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002.

SZÁM Ahmad Paiman Ramazan, PhD student, National University of Public Service, Faculty of Public Administration, Doctoral School, State and Economy Program. Summary Currently, economy in the Kurdistan region is facing a number of challenges, which threatens to undermine the future economy, the level of productivity and the sustainable competitiveness of economic performance. This paper studies the factors of economic shrinking: the instability of the region, political concerns with Baghdad and disagreement with the central government. These challenges are intertwined and overlapping, and Kurdistan’s Regional Government (KRG) has adopted a strategy to come up with appropriate solutions to resolve them within a specified time frame in order to decrease the effect of the crisis on the economic performance of the region. Economy in the Kurdistan Region is intertwined with regional politics. The economy is vulnerable, and some argue about the point where economics triumphs over politics. This study deals with issues such as the recent security threats and instability in Iraq and Syria. The term “political economy” has a genuine implication for Kurdistan regional economy, “as any in other country in which the political and economic sectors are interrelated, the same implication is true for the case of the Kurdistan Region”.1 Indeed, there is no proper balance between politics and the economy in the case of the Kurdistan region, the richest part of Iraq. In spite of repeated alarms, the high tension in Iraq led to the break-out of a new war in 2014; this was the main factor above all that brought adverse impacts on the economy in Iraq and particularly in the Kurdistan region.

Two intimidation-style IED attacks in northern and southern Basra North: As previously discussed, meetings began on 11 January in Erbil between KDP and PUK officials to discuss the political and financial problems facing the Kurdish Region. Each side has reportedly prepared proposals, with several possibilities to be discussed, including the KDP remaining in charge of the Presidency, a split of the Presidency between two individuals, or appointment of an independent individual. Additional changes being discussed relate to the management of the Ministry of Natural Resources and increasing transparency. On 10 January Iraqi Ministry of Defense officials announced a new commander has been appointed for the Northern Front Mosul of the Mosul campaign. Further details remain to be clarified regarding this appointment, though Lt. Gen. al-Fereji is to be replaced by Major General Najim al-Jabouri - previously the commander for Nineveh Operations Command. Rumors have previously surrounded this possible replacement, with claims now made public that operations in North East Mosul stalled in part due to some elements refusing to follow Lt. Gen. al-Fereji. Other more serious claims have also been made, related to his leadership and competence in commanding forces.

    Maastricht University European Master’s Degree in Human Rights and Democratisation A.Y. 2018/2019 Recognizing Yezidi Genocide: Perspectives and Challenges of Initiating an (Inter)National Tribunal for the Crimes of ISIS against Yezidi Minority Author: Mirza ALI Supervisor: Prof. Andre Klip 1 ABSTRACT: This interdisciplinary research dissertation is based on the legal analysis about the characteristics of crimes of ISIS, possible recognition of Yezidi genocide according to the provisions of international criminal law and perspectives of initiating a special tribunal for the crimes of ISIS against Yezidi minority. The thesis compares evidence of the incidences and atrocities of ISIS with provisions of the UN Genocide Convention and other international treaties to find out whether Yezidis belong to a protected group under international law and whether these crimes could be legally named as genocide, crimes against humanity or war crimes. Secondly, the study highlights the international reactions and symbolic political recognition of Yezidi genocide worldwide and explains the obligations of those states who recognized the genocide by taking three examples of the USA, UK and European Union to examine what they did post-recognition and whether their measures promoted the initiation of a legal entity to punish the crimes of ISIS. Finally, this thesis analysis the perspectives and challenges of establishing a national or international tribunal for the crimes of ISIS, by highlighting the obstacles and possibilities for three roads towards bringing justice: referring the case to ICC; establishment of an Ad hoc/Hybrid tribunal; or the activation of an Iraqi national jurisdiction for international crimes. On the basis that facts are given about the current legal situation and appropriate ideas are recommended to reform Iraqi law in order to fulfil the contemporary standards of ICL and comply with the principles of international human rights.

    OPERATION INHERENT RESOLVE LEAD INSPECTOR GENERAL REPORT TO THE UNITED STATES CONGRESS OCTOBER 1, 2020–DECEMBER 31, 2020 ABOUT THIS REPORT A 2013 amendment to the Inspector General Act established the Lead Inspector General (Lead IG) framework for oversight of overseas contingency operations and requires that the Lead IG submit quarterly reports to Congress on each active operation. The Chair of the Council of Inspectors General for Integrity and Efficiency designated the DoD Inspector General (IG) as the Lead IG for Operation Inherent Resolve (OIR). The DoS IG is the Associate IG for the operation, and the USAID IG participates in oversight of the operation. The Offices of Inspector General (OIG) of the DoD, the DoS, and USAID are referred to in this report as the Lead IG agencies. Other partner agencies also contribute to oversight of OIR. The Lead IG agencies collectively carry out the Lead IG statutory responsibilities to: • Develop a joint strategic plan to conduct comprehensive oversight of the operation. • Ensure independent and effective oversight of programs and operations of the U.S. Government in support of the operation through either joint or individual audits, inspections, investigations, or evaluations. • Report quarterly to Congress and the public on the operation and on activities of the Lead IG agencies.
