Canada iii Resume Les deux questions irlandaises du Quebec, 1898-1921: des considerations canadiennes-francaises et irlando-catholiques Simon Jolivet, Ph.D. Universite Concordia, 2008 II sera question de deux questions irlandaises dans cette these : celle concernant la persistance du sentiment ethnique d'irishness (ou d'irlandicite) dans le Quebec du debut du XXeme siecle; et celle abordant l'impact, au Quebec, de la question de l'autonomie politique d'Irlande entre 1898 et 1921. Les bouleversements politiques, culturels et sociaux en Irlande entre 1898 et 1921 -qui meneront a la partition de l'ile et a la creation de XIrish Free State et de l'lrlande du Nord-, etaient connus des deux communautes a l'etude. Tant les Canadiens francais que les Irlando-catholiques de Montreal et de Quebec connaissaient bien les enjeux irlandais du debut du XXeme siecle. Ce n'est pas un hasard si la question politique d'Irlande resonnait au coeur de ces deux communautes. Pour de nombreux descendants irlando-catholiques du Quebec, le fait de se «sentir Irlandais)), et done de se percevoir comme membres a part entiere de la communaute irlando-catholique de la province, les encouragera a demeurer au fait des evenements ayant cours dans la mere-patrie. Cette resistance de l'irlandicite en amenera plusieurs a s'activer concretement et a dormer de leur temps et de leur argent pour la cause de l'autonomie irlandaise. Pour de nombreux Canadiens francais, l'ascension des nationalismes —home ruler ou sinn feiner- en Irlande fera echo a l'ascension des nationalismes politique et culturel iv proprement canadiens-fran9ais. Des membres de ces deux groupes ethniques, bien actifs dans la Vieille Capitale et dans la metropole canadienne d'alors, vont ainsi travailler -parfois de fa9on independante, parfois de facon conjointe- pour la cause du vague concept de la «liberte irlandaise». Par ailleurs, les constantes difficultes relationnelles entre Irlando-catholiques et Canadiens fran9ais, dans la province et au Canada, vont militer en defaveur de la reconciliation de ces deux plus importantes communautes catholiques de la province. La question d'Irlande offrira certaines occasions de s'entendre, mais les divergences internes concernant differentes questions (comme celles des destinees politiques du Canada; celles de l'usage de la langue anglaise dans les paroisses ou les ecoles du pays), vont continuer a susciter des animosites entre ces coreligionnaires du Quebec. v Abstract Les deux questions irlandaises du Quebec, 1898-1921 : des considerations canadiennes-francaises et irlando-catholiques Simon Jolivet, Ph.D. Concordia University, 2008 This thesis explores two Quebec's Irish questions : the first pertains to the survival of the ethnic sentiment of Irishness in the province of Quebec at the beginning of the XXth century; the second looks at the impact of the political question of Ireland in Quebec, between 1898 and 1921. The social, political and cultural upheavals that occurred in Ireland between 1898 and 1921 -leading to the partition of the island and to the creation of the Irish Free State and of Northern Ireland-, were of concern to both French-Canadians and Irish-Catholics of Montreal and Quebec City. It is no coincidence that the political question of Ireland had some impact in those communities. For numerous Irish-Catholic descendants of Quebec, «feeling Irish» and identifying themselves as full-members of the provincial Irish-Catholic community, encouraged them to stay in touch with the events occurring in Ireland. The survival of Irishness would lead many of them to actively support the struggle for Irish autonomy by investing both their time and money into the cause. For numerous French-Canadians, the rise of Home Ruler or Sinn Feiner nationalism in Ireland would also echo the rise of French-Canadian political and cultural nationalism. Members of these two communities, active in the Vieille Capitale and in the Canadian metropolis of the time, then worked -sometimes jointly, sometimes independently-, for the ambiguous cause of the «liberty of Ireland». vi However, various tensions between Irish-Catholics and French-Canadians, in the province of Quebec as well as in Canada, prevented the reconciliation of these important Catholic communities of Quebec. While the Irish question helped to foster a better understanding of each other, the internal divisions concerning different questions (such as the political future of Canada, or the use of the English language in Canada's parishes and schools) would continue to create animosities between these two Quebec coreligionists.     Wartime Training at Canadian Universities during the Second World War Anne Millar Thesis submitted to the Faculty of Graduate and Postdoctoral Studies in partial fulfillment of the requirements for the Doctorate of Philosophy degree in history Department of History Faculty of Arts University of Ottawa © Anne Millar, Ottawa, Canada, 2015 ii Abstract This dissertation provides an account of the contributions of Canadian universities to the Second World War. It examines the deliberations and negotiations of university, government, and military officials on how best to utilize and direct the resources of Canadian institutions of higher learning towards the prosecution of the war and postwar reconstruction. During the Second World War, university leaders worked with the Dominion Government and high-ranking military officials to establish comprehensive training programs on campuses across the country. These programs were designed to produce service personnel, provide skilled labour for essential war and civilian industries, impart specialized and technical knowledge to enlisted service members, and educate returning veterans. University administrators actively participated in the formation and expansion of these training initiatives and lobbied the government for adequate funding to ensure the success of their efforts. This study shows that university heads, deans, and prominent faculty members eagerly collaborated with both the government and the military to ensure that their institutions’ material and human resources were best directed in support of the war effort and that, in contrast to the First World War, skilled graduates would not be heedlessly wasted. At the center of these negotiations was the National Conference of Canadian Universities, a body consisting of heads of universities and colleges from across the country.

Using a semiotic approach based on the work of Roland Barthes, this dissertation explores marijuana’s signification within the House of Commons and Senate debates between 1891 and 2018. When examined through this conceptual lens, the ongoing parliamentary debates about marijuana over the last 127 years are revealed to be rife with what Barthes referred to as myths, ideas that have become so familiar that they cease to be recognized as constructions and appear innocent and natural. Exploring one such myth—the necessity of asserting “paternal power” over individuals deemed incapable of rational calculation—this dissertation demonstrates that the processes of political debate and law-making are also a complex “politics of signification” in which myths are continually being invoked, (re)produced, and (re)transmitted. The evolution of this myth is traced to the contemporary era and it is shown that recent attempts to criminalize, decriminalize, and legalize marijuana are indices of a process of juridification that is entrenching legal regulation into increasingly new areas of Canadian life in order to assert greater control over the consumption of marijuana and, importantly, over the risks that this activity has been semiologically associated with.

On ne compte aucun commandant de division francophone dans l’armée outre-mer. Dans les trois premières années de la guerre, seulement deux brigadiers canadiens-français prennent le commandement de brigades à l’entrainement en Grande-Bretagne, mais sont rapidement renvoyés chez eux. Entre 1943 et 1944, le nombre de commandants de brigade francophones passe de zéro à trois. L’absence de généraux canadiens-français combattants (à partir du grade de major-général) durant la Deuxième Guerre mondiale s’explique par plusieurs facteurs : le modèle britannique et l’unilinguisme anglais de la milice, puis de l’armée canadienne, mais aussi la tradition anti-impérialiste et, donc, souvent antimilitaire des Canadiens français. Au début de la Deuxième Guerre mondiale, aucun officier canadien n’est réellement capable de commander une grande unité militaire. Mais, a-t-on vraiment le choix? Ces officiers sont les seuls dont dispose le Canada. Quand les troupes canadiennes sont engagées au combat au milieu de 1943, des officiers canadiens, plus jeunes et beaucoup mieux formés prennent la relève. À plus petite échelle, le même processus s’opère du côté francophone, mais plus maladroitement.

    TRANSLATING THE CONSTITUTION ACT, 1867 A Legal-Historical Perspective by HUGO YVON DENIS CHOQUETTE A thesis submitted to the Faculty of Law in conformity with the requirements for the degree of Master of Laws Queen’s University Kingston, Ontario, Canada September 2009 Copyright © Hugo Yvon Denis Choquette, 2009 Abstract Twenty-seven years after the adoption of the Constitution Act, 1982, the Constitution of Canada is still not officially bilingual in its entirety. A new translation of the unilingual Eng- lish texts was presented to the federal government by the Minister of Justice nearly twenty years ago, in 1990. These new French versions are the fruits of the labour of the French Constitutional Drafting Committee, which had been entrusted by the Minister with the translation of the texts listed in the Schedule to the Constitution Act, 1982 which are official in English only. These versions were never formally adopted. Among these new translations is that of the founding text of the Canadian federation, the Constitution Act, 1867. A look at this translation shows that the Committee chose to de- part from the textual tradition represented by the previous French versions of this text. In- deed, the Committee largely privileged the drafting of a text with a modern, clear, and con- cise style over faithfulness to the previous translations or even to the source text. This translation choice has important consequences. The text produced by the Commit- tee is open to two criticisms which a greater respect for the prior versions could have avoided. First, the new French text cannot claim the historical legitimacy of the English text, given their all-too-dissimilar origins.

MacDonald iv ABSTRACT The Policy of Neglect: The Canadian Militia in the Interwar Years, 1919-1939 Britton W. MacDonald Doctor of Philosophy Temple University, 2008 Dr. Gregory J. W. Urwin The Canadian Militia, since its beginning, has been underfunded and under-supported by the government, no matter which political party was in power. This trend continued throughout the interwar years of 1919 to 1939. During these years, the Militia’s members had to improvise a great deal of the time in their efforts to attain military effectiveness. This included much of their training, which they often funded with their own pay. They created their own training apparatuses, such as mock tanks, so that their preparations had a hint of realism. Officers designed interesting and unique exercises to challenge their personnel. All these actions helped create esprit de corps in the Militia, particularly the half composed of citizen soldiers, the Non- Permanent Active Militia. The regulars, the Permanent Active Militia (or Permanent Force), also relied on their own efforts to improve themselves as soldiers. They found intellectual nourishment in an excellent service journal, the Canadian Defence Quarterly, and British schools. The Militia learned to endure in these years because of all the trials its members faced. The interwar years are important for their impact on how the Canadian Army (as it was known after 1940) would fight the Second World War.

Abstract The Great War was a formative event for men who came of age between 1914 and 1918. They believed the experience forged them into a distinct generation. This collective identification more than shaped a sense of self; it influenced understanding of the conflict’s meaning. Canadian historians, however, have overlooked the war’s generational impact, partly because they reject notions of a disillusioned Lost Generation. Unlike European or American youths, it is argued that Canadian veterans did not suffer postwar disillusionment. Rather, they embraced the war alongside a renewed Canadian nationalism.
