Preface The Primary Healthcare Reform (PHCR) project is a nationwide five-year (2005-2010) program funded by the United States Agency for International Development (USAID) under a contract awarded to Emerging Markets Group, Ltd. (EMG) in September 2005. The project’s primary objective is the increased utilization of sustainable, high-quality primary healthcare services leading to the improved health of Armenian families. This objective is operationalized by supporting the Ministry of Health (MoH) to implement a package of six interventions that links policy reform with service delivery so that each informs the other generating synergistic effects. These six interventions address healthcare reforms and policy support (including renovation and equipping of facilities); open enrollment; family medicine; quality of care; healthcare finance; and public education, health promotion and disease prevention. “What impact are these interventions having?” is a question frequently asked but less frequently funded. Fortunately, provision was made in the PHCR project to address the “impact” question. PHCR developed a set of six tools to monitor progress and evaluate results. Three of these tools are facility-based and are designed to assess changes through a pre-test and post-test methodology at 164 primary healthcare facilities and their referral facilities.

    SIXTH NATIONAL REPORT TO THE CONVENTION ON BIOLOGICAL DIVERSITY OF THE REPUBLIC OF ARMENIA Sixth National Report to the Convention on Biological Diversity EXECUTIVE SUMMERY The issues concerning the conservation and sustainable use of biological diversity of the Republic of Armenia are an important and integral part of the country's environmental strategy that are aimed at the prevention of biodiversity loss and degradation of the natural environment, ensuring the biological diversity and human well- being. Armenia's policy in this field is consistent with the following goals set out in the 2010-2020 Strategic Plan of the Convention on Biological Diversity (hereinafter CBD): 1. Address the underlying causes of biodiversity loss by mainstreaming biodiversity across government and society 2. Reduce the direct pressures on biodiversity and promote sustainable use 3. To improve the status of biodiversity by safeguarding ecosystems, species and genetic diversity 4. Enhance the benefits to all from biodiversity and ecosystem services (hereinafter ES) 5. Enhance implementation through participatory planning, knowledge management and capacity building. The government of the Republic of Armenia approved ''the Strategy and National Action Plan of the Republic of Armenia on Conservation, Protection, Reproduction and Use of Biological Diversity'' (BSAP) in 2015 based on the CBD goals and targets arising thereby supporting the following directions of the strategy of the Republic of Armenia on biodiversity conservation and use: 2 Sixth National Report to the Convention on Biological Diversity 1. Improvement of legislative and institutional frameworks related to biodiversity. 2. Enhancement of biodiversity and ecosystem conservation and restoration of degraded habitats. 3. Reduction of the direct pressures on biodiversity and promotion of sustainable use.

Questionnaires were used as a key tool in the public discussion and consulting process, through which expert opinions and information were collected to make additions to the water basin management plan. The questionnaires were disseminated through Gegharkunik Marzpetaran, the official website of the Ministry of Environment of the RA, the official website of EUWI+, the social networks of the CWP, as well as various CSO networks. The questionnaire was filled in by local self-government bodies (LSGB) representing 52 communities (57 questionnaires) and by non-governmental stakeholders in the basin – 134 questionnaires .A total of 191 questionnaires were completed.
