Chapel Hill 2019 Approved by: Wayne Lee Michael Morgan Benjamin Waterhouse Daniel Bolger Hal Brands ©2019 Joseph David Stieb ALL RIGHTS RESERVED ii ABSTRACT Joseph David Stieb: The Regime Change Consensus: Iraq in American Politics, 1990-2003 (Under the direction of Wayne Lee) This study examines the containment policy that the United States and its allies imposed on Iraq after the 1991 Gulf War and argues for a new understanding of why the United States invaded Iraq in 2003. At the core of this story is a political puzzle: Why did a largely successful policy that mostly stripped Iraq of its unconventional weapons lose support in American politics to the point that the policy itself became less effective? I argue that, within intellectual and policymaking circles, a claim steadily emerged that the only solution to the Iraqi threat was regime change and democratization. While this “regime change consensus” was not part of the original containment policy, a cohort of intellectuals and policymakers assembled political support for the idea that Saddam’s personality and the totalitarian nature of the Baathist regime made Iraq uniquely immune to “management” strategies like containment. The entrenchment of this consensus before 9/11 helps explain why so many politicians, policymakers, and intellectuals rejected containment after 9/11 and embraced regime change and invasion. -

Dione Brunson, B.A. MALS Mentor: Ralph Nurnberger, Ph.D. ABSTRACT The bold U.S. decision to invade Iraq in 2003 was anchored in intelligence justifications that would later challenge U.S. credibility. Policymakers exhibited unusual bureaucratic and public dependencies on intelligence analysis, so much so that efforts were made to create supporting information. To better understand the amplification of intelligence, the use of data to justify invading Iraq will be explored alongside events leading up to the U.S.-led invasion in 2003. This paper will examine the use of intelligence to invade Iraq as well as broader implications for politicization. It will not examine the justness or ethics of going to war with Iraq but, conclude with the implications of abusing intelligence. iii ACKNOWLEDGMENTS Thank you God for continued wisdom. The Emergence of Poland As a Regional Leader
America’s protégé in the east? The emergence of Poland as a regional leader MARCIN ZABOROWSKI AND KERRY LONGHURST* The evolution of the United States over the past decade into a hyperpower means that it now shoulders a far greater degree of responsibility for maintaining international order than in former years. In this context, the US has sought to manage its international relations through a mixture of multilateralism and unilateralism. At the core of this emerging strategy is the concept of ‘regional leadership’ for those states with which Washington seeks to work or to which it may occasionally delegate some security-related tasks. Clearly, this has not been possible in all parts of the world, given that any such partner needs to share and uphold, to some degree, the same view of the world as the US, including a proclivity to use military force. The US has managed to establish close relation- ships with a number of states that may be viewed as regional leaders. In western Europe the special relationship with the UK, underpinned by the sharing of common intelligence, has endured, which means that Britain is set to remain the US’s key partner in the region. Australia, too, enjoys a close relationship with the US, also based, to a large extent, upon intelligence-sharing. Thus, after September 11, with a very similar threat perception to that of the United States, Australia became a significant regional leader and one of the closest allies of the US following its involvement in the early stages of the US-led operation in Afghanistan. -

The European Union Constitution and its Effects on Federalism in the EU NICHOLAS P. ZALANY* Since its unveiling in May 2003 and approval by the Intergovernmental Conference in June 2004, the European Union Constitution has sparked intense debate. If ratified by Member States, the Constitution will inaugurate a new era in the distribution of power between the EU institutions and Member State governments. This Note will examine the Constitution in the historicalcontext of EU integrationand examine how its changes vis-6-vis current EU governing treaties affect federalism in the EU. It will be shown that any decline in Member State sovereignty that may resultfrom certainprovisions of the Constitution is justifiable in light of the needs to streamline the functioning of the EU in the wake of enlargement and to ensure greater coordination in the areas of common foreign and security policy andjustice and home affairs. I. INTRODUCTION The future of the European Union (EU) stands to be shaped in a profound manner by the EU Constitution agreed to by European heads of state on June 18, 2004.1 This document represents the culmination of the most ambitious reorganization in the EU's half-century of existence. 2 While the Constitution has met with criticism,3 European heads of state and the framers of the Constitution recognized the need for the EU to codify the series of overlapping and often opaque treaties that have governed the EU over the course of its history.4 In addition to rendering pre-existing treaties more coherent and accessible to ordinary Europeans, the Constitution introduces many new measures designed to enhance the functioning of the EU institutions in the wake of enlargement from fifteen to twenty-five * B.A., Case Western Reserve University, 2002. -

Gary Dorrien “Benevolent Global Hegemony”: William Kristol and the Politics of American Empire by Gary Dorrien ear the end of the Cold War a group of neo-conservative intellectuals and Npolicy makers began to argue that instead of cutting back on America’s vast military system, the United States needed to use its unmatched power to create a global Pax Americana. Some of them called it the unipolarist imperative. The goal of American foreign policy, they argued, should be to maintain and extend America’s unrivaled global dominance. The early advocates of unipolar dominance were familiar figures: Norman Podhoretz, Midge Decter, Charles Krauthammer, Paul Wolfowitz, Joshua Muravchik, and Ben Wattenberg. Their ranks did not include the godfather of neo-conservatism, Irving Kristol, who had no interest in global police work or crusading for world democracy. Though he later clarified that he was all for enhancing America’s economic and military preeminence, Irving Kristol thought that America’s overseas commitments should be determined by a classically realist calculus. His son William Kristol had a greater ambition for America, which he called “benevolent global hegemony.” In 1992, the New York Times revealed that Wolfowitz, then an undersecretary for defense, was drafting a new policy plan for the Pentagon that sought to prevent any nation or group of nations from challenging America’s global supremacy. President George Bush disavowed the controversial plan, and for the rest of the 1990s establishment Republicans did not speak of grand new strategies. But the neo-cons continued to argue for “American Greatness,” founded new institutions, and made alliances with hard-line conservatives such as Dick Cheney and Donald Rumsfeld. -
