Londoño Sulkin, PhD Professor, Arts (Anthropology) From the University of Regina Students’ Union: Victor Oriola President ACKNOWLEDGEMENT BY CHANCELLOR PAMELA KLEIN PAMELA KLEIN, B.A., M.Ed., Pro.Dir, was elected to serve as Chancellor of the University of Regina from July 1, 2019 to June 30, 2022. As the University’s ninth Chancellor, she will chair Convocation ceremonies in the spring and fall, chair the University’s Senate, and serve as a voting member of the Board of Governors. Pam grew up in Saskatoon and Regina and has a long association with the University of Regina. After attending Campbell Collegiate in Regina, she earned her Bachelor of Arts in Psychology from the University of Regina, and her Master’s degree in Educational Psychology from the University of Manitoba. She also earned her Professional Director designation from the Johnson Shoyama Graduate School of Public Policy, which is a joint school of the University of Regina and the University of Saskatchewan. Most recently, she served as Vice-Chair of the University of Regina’s Board of Governors. Pam has more than 30 years of experience in business management, leadership and strategic development. She is President of the Phoenix Group, Saskatchewan’s leading advertising and communications firm, and has worked across Canada and internationally for private, public and not-for-profit companies. She also has a long history of community service with a number of organizations and agencies in Saskatchewan. She was a founding board member of the Saskatchewan Roughrider Foundation, and has served in various capacities with organizations including Camp Circle O’ Friends, the MacKenzie Art Gallery, Sask Film, the Hospitals of Regina Foundation, the North Central Family Centre, and Heritage Regina. She also founded the Power of Pink, an annual event to benefit breast health and awareness, and has donated her communications expertise to many other community events. She has been inducted into the Junior Achievement Business Hall of Fame and was a recipient of the Canada 150 Medal for her philanthropic contributions. Pam is a role model for women as entrepreneurs and community leaders, and the University of Regina is honoured that she will continue to serve our institution in her new role as Chancellor. 46TH FALL CONVOCATION 3 UNIVERSITY OF REGINA PRESENTATION OF CANDIDATE FOR HONORARY DEGREE Honorary Degree Recipient: Arthur Wakabayashi, CM, SOM Presenter: Doug Moen, LLB, QC Executive Director, Johnson Shoyama Graduate School of Public Policy CONFERRING OF HONORARY DEGREE Pamela Klein, Chancellor, will confer upon Arthur Wakabayashi the degree of Doctor of Laws, honoris causa. Signing of Honorary Degree Register Acknowledgement by Honorary Degree Recipient: Dr. Arthur Wakabayashi, CM, SOM 46TH FALL CONVOCATION 4 UNIVERSITY OF REGINA Born in Regina, Arthur Wakabayashi had a long and respected career in the public service. Following his retirement, he has continued to be a great contributor to the province, the Japanese-Canadian community, and the University of Regina. Wakabayashi attended the University of Saskatchewan where he earned a Bachelor of Arts in Economics and a Bachelor of Commerce with Great Distinction. In 1961, he earned a Master of Public Administration from Harvard University School of Public Administration. He began his public service career in Saskatchewan where he served in the Departments of Social Welfare and Finance. After five years as Deputy Provincial Treasurer, he held several senior positions with the federal government in Ottawa. He returned to Saskatchewan in 1986 and served in various roles, including Saskatchewan Trade Negotiations Representative, Deputy Minister of Finance, Special Advisor to the Minister of Finance, and Provincial Negotiator for the Saskatchewan Treaty ARTHUR WAKABAYASHI Land Entitlement Settlement.     THE FOUR COURTS OF SIR LYMAN DUFF RICHARD GOSSE* Vancouver I. Introduction. Sir Lyman Poore Duff is the dominating figure in the Supreme Court of Canada's first hundred years. He sat on the court for more than one-third of those years, in the middle period, from 1906 to 1944, participating in nearly 2,000 judgments-and throughout that tenure he was commonly regarded as the court's most able judge. Appointed at forty-one, Duff has been the youngest person ever to have been elevated to the court. Twice his appointment was extended by special Acts of Parliament beyond the mandatory retirement age of seventy-five, a recogni- tion never accorded to any other Canadian judge. From 1933, he sat as Chief Justice, having twice previously-in 1918 and 1924 - almost succeeded to that post, although on those occasions he was not the senior judge. During World War 1, when Borden considered resigning over the conscription issue and recommending to the Governor General that an impartial national figure be called upon to form a government, the person foremost in his mind was Duff, although Sir Lyman had never been elected to public office. After Borden had found that he had the support to continue himself, Duff was invited to join the Cabinet but declined. Mackenzie King con- sidered recommending Duff for appointment as the first Canadian Governor General. Duff undertook several inquiries of national interest for the federal government, of particular significance being the 1931-32 Royal Commission on Transportation, of which he was chairman, and the 1942 investigation into the sending of Canadian troops to Hong Kong, in which he was the sole commissioner .

    8 A Decade of Adjustment 1950-1962 When the newly paramount Supreme Court of Canada met for the first timeearlyin 1950,nothing marked theoccasionasspecial. ltwastypicalof much of the institution's history and reflective of its continuing subsidiary status that the event would be allowed to pass without formal recogni- tion. Chief Justice Rinfret had hoped to draw public attention to the Court'snew position throughanotherformalopeningofthebuilding, ora reception, or a dinner. But the government claimed that it could find no funds to cover the expenses; after discussing the matter, the cabinet decided not to ask Parliament for the money because it might give rise to a controversial debate over the Court. Justice Kerwin reported, 'They [the cabinet ministers] decided that they could not ask fora vote in Parliament in theestimates tocoversuchexpensesas they wereafraid that that would give rise to many difficulties, and possibly some unpleasantness." The considerable attention paid to the Supreme Court over the previous few years and the changes in its structure had opened broader debate on aspects of the Court than the federal government was willing to tolerate. The government accordingly avoided making the Court a subject of special attention, even on theimportant occasion of itsindependence. As a result, the Court reverted to a less prominent position in Ottawa, and the status quo ante was confirmed. But the desire to avoid debate about the Court discouraged the possibility of change (and potentially of improvement). The St Laurent and Diefenbaker appointments during the first decade A Decade of Adjustment 197 following termination of appeals showed no apparent recognition of the Court’s new status.

KENNETH CAMPBELL* I am deeply sensible of the honour done me by the editors of Volume 15 of the Osgoode Hall Law Journal when they invited me to write an article setting forth some of my recollections of the work of Mr. Justice Emmett M. Hall with the Supreme Court of Canada. This great jurist and distinguished gentleman was my mentor, guide and good friend for more than ten years when he laboured at the Court where I was engaged as Executive Secretary to the Court and Private Secretary to the Chief Justice. I first met Mr. Justice Hall one morning in 1961 as I was leaving the office of Prime Minister Diefenbaker. Mr. Justice Hall was sitting in the anteroom waiting to be shown in to see the Prime Minister. The Appointment Clerk was a friend of mine and he said to me, "Of course you know Chief Justice Hall." (He was then Chief Justice of Saskatchewan.) I replied that I knew him by reputation as an outstanding lawyer and judge and also as Chairman of the Royal Commission on Health Services, but I had not had the pleasure of meeting him personally.
