Dear Senator Hartwell,

It was my sincere privilege to be afforded the opportunity to share with the committee some of the successful New Hampshire the Beautiful (NHtB) practices regarding its outstanding recycling program support and litter prevention and control programs that have worked so well for over three decades in NH.

As we discussed briefly before the meeting, the Northeast Resource Recovery Association is a 501(c) 3 non- profit organization that was formed in 1981 and works in all of New England to support resource recovery and stream management. Whenever we find a program that works in whichever state, we try and share that information collaboratively to benefit recycling and resource management throughout the entire northeast.

For example, I have personally been advocating for the same Paint Care program that Vermont recently enacted to try and get it adopted in NH. In addition, since 20111 have touted the success of the Vermont E- Cycles program, that NRRA was proud to help get up and running, at our annual conference and in our "Full of " e-letter to all of our members throughout the northeast.

My purpose Wednesday morning was to pinch hit for Mr. John Dumais, the Board Chairman and NHtB recycling champion for many years, who wanted to be there but was unavoidably detained. John, I am sure, would appreciate a future opportunity to continue this conversation should your committee so choose.

I gave an overview of how the funding mechanism works in NH and tried to convey the scope and the breadth of the programs including the sign grants, equipment grants, litter control or "" program, and most importantly — school outreach and education. NHtB' s commitment to education is demonstrated by its support for the NRRA School Club as well as the 5th Annual School Recycling Conference held in conjunction with the 3311 Annual NRRA Conference and Expo in June. I would like to invite your committee to attend this event at no charge if you can find your way to Manchester NH. I extend this offer because the Conference contains a wealth of information on resource recovery throughout NH, VT and the rest of New England, and I am sure your committee would find it most useful.

As I indicated, and the committee has received on the NHtB brochure, this non-profit organization voluntarily raises funds each year as they have since 1983 to provide direct matching support to communities that want to upgrade and expand or improve their recycling and resource management programs. In 2012, the total contributed to the communities was over $295,000! As I testified, these dollars were matching funds for equipment and materials that then made it possible for smaller transfer facilities to generate revenue they would not be able to access otherwise. No matter which form of resource management a facility chooses, be it single stream, dual stream, or direct source separation, all require infrastructure to be able to meet proper handling guidelines, regulations, and market specifications. This funding by NHtB for recycling improvements in NH for over thirty years has directly benefitted the entire state, and I recommend that it be considered in Vermont and every other state in New England as a viable and beneficial adjunct funding source for all municipal recycling facility budgets. It should in no way be considered the only source but rather one piece of the support network assuming the same model and dedication can be found in Vermont.

I can tell you that at the NHtB Board meeting on Thursday, February 20, 2014, they continued with their mission by voting to authorize funding for equipment and signs in the amount of $ 13,900. It was just another routine Board meeting for them but for me to witness first hand once again their commitment in action was impressive as always. All of their discussion centers on how can they continue to help these towns to do an even better job as they try to further develop the infrastructure needed to properly handle their valuable recyclables and to recover and manage the broad spectrum of resources that are a day-to-day challenge, especially for the rural and smaller population towns.

I have attached for your committee's benefit the outline of the sign program we discussed, along with a separate picture of the Town of Springfield, Vermont, facility sign which would have been free under the NHtB program. This was the pilot sign NRRA worked with the town to develop to test the portability of this template, and the committee can be the judge of its suitability. You can see in some of the pictures of facilities how professional they look and how well these work to help the managers with public appreciation and education.

I have also included pictures that show some of the equipment that has received support in the past, and the application form for the "Blue Bag" clean-up program that is working so well in NH.

NRRA currently manages the day to day administrative work for NHtB, and it would not be an issue to also manage this model in Vermont or any other Northeast state should that occur - whether it be for the start up or on an ongoing basis. It is my considered opinion that if this program can be replicated in Vermont it will only benefit every facility in the state.

I can be reached in Epsom anytime and would welcome the opportunity to return to Montpelier if the committee would find that helpful. NRRA will be working with many Vermont communities on school outreach and education and will continue to try and cross-pollinate at every possible opportunity those programs that work as well as NHtB, whether we find them in NH, Vermont or any other state.

As another option to assist towns in maximizing their ability to get signs for points, NH Signs is pleased to offer New Hampshire the Beautiful (NHTB) signage on recycled Di-bond substrate as an alternative to new product. New substrate will continue to be used for all the larger signs, where double sided signs are produced, or where requested by the customer.

When a customer chooses recycled material, the substrate will be used on single-sided signs for some of the smaller signs produced for customers. The reverse side may have graphics or be of a different color. However, this should not impact the overall aesthetics of the visible side of the sign. The sign will have a label identifying it as recycled.

The decision to move to a recycled substrate is a win-win situation for everyone involved. Often, the same substrate is removed from buildings and canopies, only to end up in landfills. In addition, NH Signs uses the Hewlett Packard 25500 wide-format printer for your graphics. This state-of the-art technology uses HP latex inks which are water- based; this formulation helps reduce the impact of printing on the environment by being very low emission and by not using harmful solvents. Nevertheless, it provides overall durability to outperform other ink technologies.

Please note this recycled sign option is not required. If you wish to get a brand new sign, you may still do so. This new option is offered only as a way to get more signage for the same points. Also, please note that this option is not offered for facility signs. It is only available for the smaller signs listed in the chart below, which shows the points for both new and recycled material signs.

2 Organizing a Community Litter Clean Up

The items listed below are in general order of sequence. Start with the first one and check the boxes as you finish each task; when all the boxes are checked you should be ready to go!

U Identify the project leader or leaders. MAKE SURE THIS PERSON KNOWS THEY ARE RESPONSIBLE FOR THE PROJECT!

U Choose a good date and time for your clean up. This should be a date at least a month away, with two to three months even better. Saturdays are the day you'll get the best turnout.

CI Identify a "headquarters" for the clean-up day--firehouse, grange, town hall, etc. This place should have a large parking lot and shelter for volunteers and workers.

CI Reserve the use of that place for that day. A letter requesting the use of that site is best. ij Contact your local transfer station or waste hauler to make arrangements for collected litter to be disposed of. Most will provide free disposal for such projects.

CI Determine how you'll get the bags of litter from your roadsides to the disposal site.

CI Make a list of the areas you want cleaned and prioritize the list.

CI Identify clubs, service organizations, families, and businesses most likely to help.

CI Contact these groups and ask them to help on your date.

CI Estimate how many individuals will be cleaning and multiply that number by 2 to determine how many BLUE BAGS to order. Town must be registered IN ADVANCE to receive free bags.

CI If possible, map the town or target area and color in the sections as you assign them.

CI Assign someone to deal with refreshments. Coffee and doughnuts? Hot dogs? Sandwiches? Soda? Will you need a grill? Cups, plates, utensils, trash cans? Don't forget clean up!

U Ask local businesses if they will make donations of food and drinks for your clean up day.

U Ask local newspapers and radio stations to publicize the day starting a month in advance.

U Make it easy for interested people to contact you — give phone numbers, email addresses, etc.

3 LITTER-FREE NEW HAMPSHIRE HOW TO GET YOUR "Free" BLUE BAGS

New Hampshire the Beautiful, Inc. is pleased to assist New Hampshire towns, cities and individual groups with litter clean up programs. If your community is not part of the Litter-Free New Hampshire Program, please contact our office to join.

Our Blue Bags come in cases of 150, weigh about 10 lbs/case and need to be picked up at the offices of Northeast Resource Recovery Association (NRRA), 2101 Dover Road, Epsom, NH.

These bags are "Free"; they will be available APRIL 1, 2014. 150 bags/box and the boxes weigh approximately 10 lbs.

LIMIT 10 CASES/TOWN; ONLY TOWNS "REGISTERED" MAY HAVE FREE BAGS!

Individuals representing the town, city or group can pick up the bags only during the weekday hours of 8:00 AM to 4 .00 PM. Please determine how many cases your group needs and 1. call or email, 2. IN ADVANCE, 3. Stacey @ 603-736-4401 or nhtbnrra.net with day, time and amount of bags you will be picking up. Be sure to bring your signed order form with you when you pick up your bags.

DIRECTIONS TO NRRA: From 1-93 North or South - Take Exit 15 E. off 1-93 in Concord. This will turn onto 1-393 East. Continue on 1-393 which merges into Routes 4, 9 & 202 (Dexter Shoe Outlet on the right hand side). Continue on Rte 4 for about 4 miles past Bobcat of NH. NRRA is the driveway after White Mountain Cable on the right.

From East - Take Route 4 West. Approximately 1 mile after the Epsom traffic circle there will be the Jungle Drop Garden Center. We are right across the street on the left. If you see Bobcat of NH you have gone too far.

From West - Take 1-89 South to 1-93 North to Exit 15 E off 1-93 in Concord. This will turn onto 1-393 East. Continue on 1-393 which merges into Routes 4, 9 & 202 (Dexter Shoe Outlet on the right hand side). Continue on Rte 4 for about 4 miles past Bobcat of NH. NRRA is the driveway after White Mountain Cable on the right.
