ABSTRACT This study attempts to explain why ALL of South Korean presidents, without exception and notwithstanding their individual major contributions to the process of Korea’s development, have fallen victim to disgraceful downfalls. For the analysis, I employ S.N. Sangmpam’s middle-range theory that establishes a causal link between society-rooted politics and political outcomes. Building on his analytical frameworks that non-Western countries are characterized by over-politicization in politics as a function of social context, I argue that patterned downfalls of all Korean presidents are an institutional outcome of over-politicization in Korean politics, which is itself a function of not fully entrenched capitalist society. In support of my thesis, I test three hypotheses. Hypotheses one and two posit Korea’s tenacious traditional and cultural traits as an internal modifier of capitalism and the nation’s dependent nature of its relationships with the United States and Japan as an external factor that prevented capitalist entrenchment in Korean society.

    MEASURING THE LEVEL OF POLITICAL SYSTEM LITERACY THROUGH THE ELECTION PLEDGES OF SOUTH KOREAN ELECTORAL CANDIDATES Yeon-soo Shim Institute of Humanities and Social Sciences, Honam University, Gwangju, South Korea, 62399 Email: [email protected], [email protected] ABSTRACT I analyze unfamiliar aspects of the political system in the South Korean local elections held on June 13, 2018. In particular, an analysis of the election promises made by the mayoral candidates of Gwangju Metropolitan City and superintendent candidates of the Gwangju Metropolitan Office of Education suggest that they lack political system literacy, a concept that is defined in general and as a means of cultivating democracy in South Korea. The election promises presented to voters are analyzed in terms of political system literacy in relation to current issues in city governance and to problems in public education. One conclusion from this analysis is that better efforts must be made to educate the future leaders of the South Korean political system from an early age to improve their political system literacy. INTRODUCTION For the past two decades the Republic of Korea has employed a democratic political system in a president-centered division of power among the branches and geographical divisions of government, with periodic elections at most levels. Under the current constitution, the revision of which has become a constant topic of debate in Korea, the election for a five-year unrepeatable presidential term usually does not coincide with the four-year election cycles for local officials (province governors, metropolitan mayors, etc.) and members of the unicameral national legislature, with the local and legislative elections alternating in years ending with even numbers.

Why does this phenomenon happen? How can we interpret it at this time? What does this mean for the cities and their residents? In order to answer these questions, this thesis attempts to understand the process of place marketing projects, and analyse how they were politically formed and what their actual effects were for residents. Lawson Copyright by YeunKyung Choo 2015 Abstract In the field of urban cultural policy, hardly any non-Western studies have researched the initial stage of policy design and the role of culture, despite its significance in today’s evolving policy design processes. The purpose of this dissertation study is to explore the role of culture under the influence of policy paradigm shift and to gain a comprehensive understanding of contemporary urban cultural policy design. Based on a complementary set of preexisting models and studies that challenge the limitations of the Multiple Streams Model, this study investigates multiple aspects of the Hub City of Asian Culture (HCAC) project in South Korea. Conducting an in-depth case study by incorporating document analysis, personal interviews, and several timelines, the study provides a thick description on the new urban cultural development model of HCAC. The findings indicate that there is a significant paradigm shift in contemporary urban cultural policy design, and culture has been operationalized as an innovative and autonomous tool to manage the complexity of policy design, situations, and networks. The HCAC policy design adopted multiple culture-driven tools from precedent international cases and strategically integrated them to the policy design and initial implementation processes for the sustainable management of the project.
