(0.01/2) Jeremy Corbyn will on Friday pledge to create a Bank of the North to stimulate a "high skilled, high tech, low carbon economy". The Labour leader is speaking in Sunderland, a region that surprised many Remain campaigners by voting for Brexit. Corbyn is expected to say: “Under my leadership, a Labour Government will create a ‘Bank of the North’ so that no community in the North is left behind.” “This would help to deliver infrastructure, manufacturing and new industries backed up by a publicly-owned National Investment Bank and regional banks.” “Our plan is to build a high skilled, high tech, low carbon economy which has the potential to unlock 100,000 additional secure jobs across the North East. " Corbyn's promise of a Bank of the North isn't the first such scheme. The Coalition Government set up the state-owned British Business Bank to increase finance available to small businesses, and the UK Green Investment Bank to finance investment in environmentally-friendly development. In July, the shadow Chancellor John McDonnell pledged to create a national investment bank worth £500bn, of which £350bn would be publicly funded. Corbyn's rival, Owen Smith, has also committed to a national investment bank. The Labour leadership contest has more than six weeks to run. But the view of most is that it's over already. Betfair punters give Owen Smith just a 12 per cent chance of beating Jeremy Corbyn. Most pundits take a similar view. In my column this week, I write that Corbyn is almost certain to win. He has garnered 187 constituency party nominations (a reliable indicator in 2015) to Smith's 27. But the latter's team argue that they have cause for hope. Private polling, a source told me, shows Corbyn below 50 per cent for the first time (having lost six points in the last few weeks) with a significant number undecided. Such reports should always be treated with caution. Andy Burnham's team claimed private polling showed him four points behind Corbyn last August (compared to YouGov's 32). Corbyn finished 41 points ahead. But Smith's supporters have also been buoyed by new data from Saving Labour. The anti-Corbyn group says it has recruited 70,000 registered supporters (out of an estimated 140,000) and 50,000 trade unionists (out of an estimated 70,000). Their assumption is that almost all will vote for Smith, putting him level with Corbyn among the former group and ahead among the latter. They also argue that CLP nominations overstate Corbyn's lead among members (the group he performed worst among last time - winning 50 per cent). On PoliticalBetting, the usually reliable Don Brind argues that the race is "too close to call". But Corbyn allies remain confident of victory, with some predicting that he could win by a larger margin than in 2015 (60- 40). Neither side believes the expected addition of 130,000 new members will make a significant difference (a court judgement is due at 3pm tomorrow), a large number having already signed up as registered supporters. The best historical predictor of Labour leadership elections has been YouGov polling (which showed Ed Miliband ahead in 2010 and Corbyn ahead in 2015). Corbyn led Smith by 22 points in the last survey, conducted in mid-July, but this was before the latter's adoption as the challenger. Greece, via the Piraeus port, can indeed become China’s gateway into Europe to the benefit of China and Greece,” Pitsiorlas told Xinhua News Agency. The deal to sell the operation of Piraeus port to COSCO was signed by Athens in April, becoming the second major privatization for the country since last year. The Chinese state-owned company COSCO will pay an annual fee to the Greece for running the port. It already operates the container terminal in Piraeus under a 35-year concession it acquired in 2009. The firm is investing €230 million to build a second container terminal at the port, which it plans to turn into a logistics hub for Chinese exports to Europe. 5 Heroism, despair in killer Heidelberg fire "I could hear granny calling me. She was screaming, but there was nothing I could do. The flames were too big. There was so much smoke. I could hear her, but I couldn't see her," whispered granddaughter Thobile Ngobese. Ngobese along with her grandmother, Ntombizenzani, were among 29 women from Zonkisizwe near Vosloorus who were cutting grass to sell for thatch when a fire, apparently lit as a break by farmers on land bordering the Suikerbosrand Nature Reserve, near Heildelberg raged out of control. The women were unaware of the danger they were in. Many of them, according to survivors, believed the fire would pass them by. Anton Mabunda, the group's leader, said the fire had come out of nowhere. "We saw it in the distance. It was up on the mountain. We thought it was far away enough, but then the winds began blowing. The fire was suddenly next to us. When we realised the danger it was too late. The fire was roaring and people were screaming. " The panicked women ran off in different directions. Many tripped and fell as they tried to outrun the fire. Others, running towards a nearby road, were engulfed by the flames as sparks set fire to the thick grass in front of them. Only one died on the scene. Of the nine who were critically injured, five took an agonising week to die in hospital. Those who lived survived after they were rescued by several men who were walking along the reserve's fence. They repeatedly rushed into the flames and smoke to pull as many of the women as possible onto a rocky outcrop. But for Maggy Ndela, Joyce Skanane, Thembi Nene, Sibongile Khumalo, Bonangani Ngcobo and Ngobese help arrived too late. All six were the sole breadwinners for their families, eking out a meagre living selling cut thatch. Ngcobo had only been cutting grass for a month. Her son, Lihle Ngcobo, said: "Our family has been battling. None of us work. My mother was doing this to support us. I do not know what we are going to do. How we are going to bury her? " He only realised his mother was among the fatally injured when, after arriving on the scene, he heard her call out his name from the back of an ambulance. Ngcobo said it was the last thing she said. Injured Nonhlanhla Dlomo is currently fighting for her life in hospital. She sustained thirddegree burns after she tried to rescue her mother, Skanane, from the flames. Skanane's sister, Yunus, who was with her at the time, watched her burn to death. "The flames were everywhere. She was so close. I just couldn't reach her," Yunus said.

6 DA's Karoo deals force out ANC in four municipalities The DA, Karoo Gemeenskap Party, Karoo Democratic Force and the Karoo Ontwikkelings Party will hold a joint press conference in Cape Town on Friday to announce details of the deal. The DA has agreed to give control of three municipalities to the smaller parties in exchange for running Beaufort West, where the deal will see controversial ANC leader Truman Prince unseated as mayor. The Karoo Gemeenskap Party will get the mayoral position in Prince Albert and the Karoo Ontwikkelings Party will occupy the mayor's seat in Laingsburg. Karoo Democratic Force leader Noel Constable said his party would get the mayoral position at the Central Karoo District municipality with the Karoo Gemeenskap Party filling the jobs of deputy mayor and speaker. Constable said the three small parties agreed to a "Karoo initiative" which allowed them to negotiate as a unit. "We negotiated for the three parties. We are quite happy because in Beaufort West we also asked to chair the technical service portfolio, so we will be hands on when it comes to service delivery," he said. He said the grouping rejected the ANC's coalition offer because its proposals served a certain faction in the party. The Gemeenskap Party's Goliath Lottering declined to comment on the details of the agreement until it was officially signed today. "There is an agreement ... it includes all four municipalities. We are busy planning, but after tomorrow we will be ready to talk," he said. DA provincial chairman Anton Bredell could not be reached for comment. The ANC and the Active United Front have formed a coalition to lead Bitou municipality in Plettenberg Bay. 7 Public Protector wannabes grilled Goodman was the sixth candidate of 14 who were to be interviewed for the position yesterday. All 14 faced a grilling from the parliamentary ad-hoc group tasked with finding a suitable replacement for advocate Thuli Madonsela. After being asked about her suspension as executive manager of the National Gambling Board, Goodman explained that her suspension came after she had complained about a fellow employee. Goodman had failed to disclose to the committee that she is on suspension for calling her boss biased during an altercation. When asked why she had not disclosed this and had actually indicated that she had a clear working record, Goodman said she had meant it in light of her previous jobs. She has also had very public spats with the two previous public protectors. DA MP Glynnis Breytenbach questioned how she could return to the office without causing "mayhem", and EFF MP Floyd Shivambu said she had dragged the public protector's name through the mud. He said the idea of her becoming public protector was unthinkable. In 2012 Goodman asked parliament to investigate Thuli Madonsela and the chief executive of the office of the public protector, Themba Mthethwa. The latter was accused of forging Goodman's signature to pay himself a performance bonus, according to a report by Corruption Watch. Although Goodman opened a case of fraud with the police, Madonsela allegedly wanted Goodman to withdraw the charges "because of the embarrassment the publicity would cause". Another candidate, Judge Siraj Desai, lost his cool when MPs wasted no time in addressing the "Mumbai incident" in which he was accused of rape on a working visit to the city in 2004. DA MP Werner Horn said: "You were found not guilty. I know there's an indication the complainant or accuser in the matter withdrew her charge or complaint. "What I want a comment on (is) it was fairly widely established and recorded at the time. At first there was a point-blank denial of any intercourse on your part while later your defence turned around consensual sex. " Horn asked how "such a vastly different version of the facts of this event must not lead us to find that you were not at the time completely honest". Desai objected to Horn's question by saying that he had never been found "not guilty" on the charge, since it had been withdrawn under oath by his accuser. Questioned by Shivambu, Desai admitted that he had reacted emotionally to Horn's line of questioning. The interview process ran late into last night.

8 Now humbled ANC wants new poll rules ANC secretary-general Gwede Mantashe said on Thursday in Centurion, near Pretoria, that the electoral system, and how the allocation of seats between parties was calculated, would be part of the discussion as the ruling party reflected on the election results. The ANC is reeling after losing outright control of some of the most important municipalities and metros to opposition parties. Its support has fallen from 62% of the national vote in 2011 to 54% now. Although the ANC polled most votes across the country, it has been forced to seek coalitions in three important metros in Gauteng after losing Nelson Mandela Bay, in Eastern Cape, to the DA. Mantashe said the party had noticed a "strange phenomenon" in that it received fewer council seats allocated by proportional representation even though it won significant majorities in the wards. "In wards in which we got significant majorities, we ended up with fewer proportional representation seats than normal. Is that meant to give smaller parties a voice? We will have to debate that," he said. He said the ANC took most of the wards in Nelson Mandela Bay and Johannesburg but was allocated fewer seats than opposition parties that had won fewer wards. The ANC began a four-day meeting of its national executive committee yesterday unsure of whether it will be in charge of the the Johannesburg, Tshwane and Ekurhuleni metros, and of other smaller municipalities in which it commanded less than 50% of the vote. "We have to find out what are the implications of these 27 [hung] councils. We will look back at 1994 and see whether we are in decline. What do we need to do to arrest that decline? "The essence of the meeting is to say how do we interpret that message [from the electorate]. " Mantashe said the ANC would look into the proportional representation system, the merits of which should be open to discussion. The Times understands that the reconsideration of the electoral system, including proportional representation, was proposed by ANC-aligned mayors three years ago when Pravin Gordhan was minister of local government. Party members yesterday said they had hoped that a review of the Electoral Act and of proportional representation would have been completed before this year. "We have noted that the proportional representation system is becoming a threat to our majority but we did not move fast enough to deal with it," said a senior party member who is also a member of the SA Local Government Association. "We hope the [ANC] national executive committee will now look into it seriously and find a balance that is fair to us all. " Struggle veterans and ordinary members of the ANC continue to call for a "clean-out" of the leadership and a change in how the party responds to voters' needs. Youth league provincial secretary Thanduxolo Sabelo said: "Younger people should take over the ANC. We believe in a generational mix and in organisation renewal. " He said the top six of the ANC should be dominated by young people. ANC veteran Frank Chikane yesterday revealed that he had given party leaders a document titled "The Soul of the ANC is Under Attack" before the elections. The Chikane document warned of a downward turn in the party's fortunes and a "loss of confidence" that, if not curbed, would lead to the ANC losing metros or major cities in one to five years, then some provinces and, in the next nine to 14 years, being defeated in a national election.

10 Cape solar shocker: Global energy firm quits SA over ‘wavering’ government German manufacturer SMA Solar Technology has also taken a swipe at Eskom for "shocking statements" about the independent power producer programme, which has effectively been shelved by Eskom CEO Brian Molefe. The factory closure is a major blow to various local initiatives to promote green energy, particularly in the Western Cape, which is setting up a green technology special economic zone. Ironically the factory to be closed was officially opened by Deputy Minister of Trade and Industry Mzwandile Masina. The DTI now stands accused of paying lip service to growing the green economy. News of the closure prompted harsh words yesterday from Economic Opportunities MEC Alan Winde who has been championing a provincial green energy hub. In a strongly worded letter to Trade and Industry Minister Rob Davies, SMA yesterday slammed the government's lack of commitment to their renewable energy independent power producer procurement programme (REIPP). "SMA and its shareholders fail to see a commitment from the South African government to create a sustainable business environment and promote foreign direct investment," said Thorsten Ronge, general manager of SMA's sub-Sahara division. "Wavering support for the renewable industry . and REIPP initiatives, recent shocking Eskom statements pertaining to the off-take of renewable energy and a local content policy with many loopholes utilised by competitors in the bidding process (for energy generation projects) do not contribute to a sustainable, predictable business environment and justifying costs for a factory in South Africa," he said. The procurement programme was set up in 2010 by the Department of Energy, the Treasury and the Development Bank of Southern Africa to stimulate the growth of a green energy industry, which could supplement Eskom's faltering supply. A key aspect of the programme is the signing of power purchase agreements aimed at attracting investors by enhancing project "bankability". Eskom claims the purchase agreements increase the cost of power and are a financial drain. Eskom last month sent shock waves through the local market when it announced it would no longer sign power purchase agreements with independent power producers, despite several major projects in the pipeline. The decision was all the more surprising given that the renewable energy programme has attracted R193bn in private investment in five years, and has been hailed as a major success. However the programme does not enjoy the support of Molefe, who has regularly expressed reservations - including his belief that the programme would force Eskom to buy obsolete renewable technology. "We will be like somebody who has an old phone, while everybody else has an iPhone," he was quoted as saying. Responding to The Times queries on Thursday, SMA said it would transfer its South African production to Germany and China "in order to increase the utilisation of the existing plants". "SMA must adapt to new market conditions and consolidate the production capabilities to optimise the cost structure," the company said in a statement. The Cape Town facility employs eight full-time staff, but the company will retain a sales and service team. SMA Solar Technology claims to be the global market leader for solar inverters, with subsidiaries in 20 countries. Recently it was reported the SMA Group's sales increased by 15.1% to à494.1-million year on year. Winde told The Times the move was "a big blow" to South Africa's green energy brand. "These are global leaders, and when they are making these kinds of decisions it affects our brand. " He said Molefe's stance on independent power producers contradicted the government's national development plan, thereby creating business uncertainty. "We want to create manufacturing capability and we know that we need to be competitive in the energy space, but we are not facilitating it properly," Winde said. Eskom spokesperson Khulu Phasiwe said Molefe's stance on renewable energy had been misconstrued, and that the Department of Energy and Eskom were fully committed to renewable energy as per the government's roll-out plan. Eskom had signed with 64 independent power producers, who were already adding 2145MW of power to the national grid. "There has been a lot of . misunderstanding about what Brian Molefe has been saying about renewable energy," Phasiwe said. He said Molefe had merely indicated he was eager to conduct further research on renewable energy to see if it could be stored more efficiently. While Trump's critics seethed at the potential meaning behind his statement, his campaign launched a statement which insisted the remark was about “unification” of “Second Amendment people,” blaming the angry frenzy on a “dishonest media” which was quick to report a false narrative. But less than 24 hours after the remarks were made, CNN reported that the Secret Service had confirmed to reporter Jim Sciutto that the agency had taken part in multiple conversations with Trump following his comments. But Trump has insisted that no such conversation ever happened, and accused CNN of making up the report. A federal official familiar with the matter also told Reuters that there had been no formal conversations between the Secret Service and the Trump campaign regarding the Tuesday statements. 15 Lions establish model for Boks The overriding advantage of playing finals rugby is that even if you don't manage to win the contest, you learn valuable lessons. It will make the Lions a stronger outfit in years to come. If we use the champion Hurricanes as a case study, the manner in which they played against the Lions in the final was in direct contrast to how they approached the Super rugby decider against the Highlanders last year. Chris Boyd's charges defeated the Lions in exactly the same way in which they were beaten the year before. The Hurricanes evidently learned from their mistakes. He reiterated this view at a press conference on Wednesday, when he said he would prefer that American sprinter Gatlin be banned for life. The 2004 Olympic gold medalist has tested positive for banned substances twice – in 2001 and 2006 – but has been allowed to continue competing after serving suspensions. Speaking to journalists ahead of the first Olympic track-and-field event, Coe backed International Olympic Committee (IOC) president Thomas Bach in calling for lifetime bans on athletes that violate doping rules. The IAAF will be “open” to discussing a zero-tolerance doping policy, he said, stressing that he “would like to see life bans, but that’s not been possible,” referring to Gatlin’s case. 27 There's no place to hide in Sevens rugby Five teams have strong hopes of winning the gold medal, and five others could beat them in any match. It will be, in my admittedly biased opinion, the highlight of the Games because the sport is so "volatile", the result so uncertain, often until the very final act of the match. I remember being concerned that Sevens' Olympic inclusion might actually undermine it. I was fortunate enough to work with during the maturation phase of our Sevens strategy from 2008 to 2012, and Rio 2016 was a variable we considered both a threat and an opportunity. The appeal of an Olympic medal meant that superstars from the major rugby nations might have swept in for the week of the Olympics, soaked up the spotlight, and then left again, leaving behind a version of the sport that was, by the arithmetic of casual observers, "lessened" by their transient appearance in it. Were that to happen, it would undermine the efforts made by Sevens teams in the intervening four years - it would be analogous to pulling your luxury sports car out of the garage for a weekend once every four years, then locking it away and hoping your four-door family sedan turned heads the same way. The only way to prevent this, we knew back then, was for Sevens to evolve enough that it became so specialised that the addition of even the best players from XVs would do little to the performance of teams. Sevens had to be too distinct to allow "rugby-hopping" to occur. My strong impression is that this has, in fact, happened. Or is happening. Yes, certain teams, including South Africa, have strengthened their squads with the targeted addition of international players, but anyone who thought they could throw XVs superstars onto a field of Sevens players and dominate has been exposed. The Blitzboks under Neil Powell formulated a calendar that gave them access to certain players in certain "windows" so they could adapt to the speed and technical nuances of the game. But even this process has "failed" more than it succeeded, and of the 10 or so players who came into the Blitzbok training environment, one, perhaps two, will make the final cut. Quade Cooper couldn't make the switch for Australia, and Sonny Bill Williams has been patchy for New Zealand, who have also added the Ioane brothers, and Liam Messam, but still rely heavily on their historical Sevens specialists. I'm now confident that Sevens requires a set of skills specific enough that any team that suddenly picks players, however stellar their reputation in XVs rugby, would be worse off. The transition is so difficult because Sevens is not simply a version of rugby lacking forward packs. Decision-making at rucks is at a premium because so much more space has to be covered per player. Agility and lateral mobility are more forensically examined (something that has affected Williams in particular), as are basic skills like passing to both sides and one-on-one tackling. The lack of space in XVs allows players with limitations to "hide", whereas such inadequacies are exposed in Sevens. This doesn't even consider the physical demands of Sevens - the ratio of sprints and fast running to rest is completely different, and few XVs players can handle it without a period of some adaptation. None of this is to say that Sevens is the finished article - no doubt the best XVs internationals would make exceptional Sevens players, given sufficient cross-over time. But the specialisation of Sevens is an encouraging sign, and the respect and recognition given to the Sevens specialists is growing, rightly, in proportion to the technical and tactical evolution of the sport. That this coincides with the commercial growth of Sevens, the expansion of the Series to 10 tournaments, means that Rio will be a leap forward, and the only threat now, at least to a South African observer, is that the sport evolves so quickly it leaves us behind.

30 LLDA shuts recycling firm, raises whip on firms polluting Laguna Lake LOS BAÑOS, Laguna — Industries violating environmental laws make up the next target of the Laguna Lake Development Authority (LLDA) as it steps up its drive to rehabilitate Laguna Lake. On Thursday , the LLDA shut down Azzion Recycling Solutions Inc., a recycling and waste treatment facility inside the Golden Mile industrial park in Carmona town in Cavite province. Nereus Acosta, LLDA general manager, issued the cease and desist order (CDO) against the company found to be discharging wastes into the Carmona River, a tributary of Laguna Lake. In a telephone interview, Maureen Tolentino, LLDA information officer, said two teams from the agency monitored the company on Aug. 2 and witnessed the company’s personnel disposing wastewater through its drainage system. “We have also received complaints from residents across the Carmona River about an obnoxious smell coming from the company [premises]. Some of residents claimed falling ill,” Tolentino said. The company specializes in the treatment of hazardous wastes, chemicals and computer scrap. It was registered in the Securities and Exchange Commission in 2010 and was accredited to transport and treat hazardous wastes by the Department of Environment and Natural Resources, according to its website. The Philippine Daily Inquirer tried to seek comments on Thursday , from the company through the mobile phone listed on its website but calls were left unanswered. Companies located around the lake and its tributaries are now the targets of the LLDA, after the agency on Tuesday began demolishing illegal fish pens and other structures there. 34 Escape attempt eyed in Parañaque jail blast An apparent grenade explosion killed 10 inmates and injured the warden of the Parañaque City Jail Thursday evening, in what could have been an attempted jailbreak gone awry, the city’s police chief said Friday morning. In an interview with the Inquirer, Senior Supt. Jose Carumba, Parañaque police chief, said that they are investigating whether or not the 10 inmates who died in the blast had actually tried to escape from prison by first seeking a dialogue with the warden, Supt. Gerald Bantag, regarding their scheduled cell transfer. Carumba said the 10 prisoners, eight of whom were imprisoned of drug- related crimes and the other two for robbery and homicide, had set a meeting with Bantag at 8 p.m. Thursday inside the warden’s office. According to Bantag, he was brushing his teeth inside the adjacent bathroom when he noticed a “commotion” among the inmates who were waiting in the receiving area. “Bantag said he heard a gunshot which prompted him to grab his 9-mm pistol. He said the inmates kept firing at him, so he kept firing back as he tried to make his way out of his office. It was then that the grenade exploded,” said Carumba. Eight of the inmates—Waren Manampen, Ronald Domdom, Rodel Domdom, Danilo Pineda, Joseph Villasor, Oliver Sarreal, Jeremy Flores and Jonathan Ilas–died on the spot, said Carumba. 39 39 GoAir offloads 'unruly' passenger from Mumbai-Lucknow flight New Delhi: A woman passenger, who was to travel in business class, was on Thursday offloaded by GoAir from a Mumbai-Lucknow flight with the airline saying she was "unruly". Representational Pic While the identity of the passenger could not be ascertained, reports said that she claimed to be a celebrity. In recent times, there have been instances of behaviour of passengers causing problems to airlines. The latest incident, involving a business class passenger, happened before take off of the GoAir flight G8 387 from Mumbai to Lucknow. According to the airline, an "unruly business class passenger was offloaded" from the flight. "While boarding was in progress, a female passenger at the aerobridge threw her hand bag on another passenger. She then entered the aircraft by pushing the passengers in front of her. Passengers complained about the unruly behaviour to in-flight staff, who tried to convince her to calm down," it said in a release. However, GoAir said the passenger started abusing the airline staff and since the flight was being held up, the Captain decided to deplane the passenger. The carrier also said after long persuasion, the passenger agreed to deplane and was accommodated in the next flight. CISF was also informed about the incident. Last month, an IndiGo flight from Dubai to Kozhikode made an emergency landing at the Mumbai airport following alleged unruly behaviour of a passenger, who was offloaded along with his brother travelling in the same flight.

41 Power plant explosion in China kills over 20 — RT News The incident took place in Dangyang, in the central province of Hubei on Thursday afternoon at around 15:20 local time (07:20GMT). The injured have been taken to the hospital and three are reported to be in critical conditions. Local authorities say that the blast was caused by a high pressure steam tube that broke at the plant, according to CCTV. A huge plume of smoke could be seen rising from the facility into the air. Earlier reports said the affected site was actually a chemical plant. However, the South China Morning Post later reported that it was a coal- based power plant, citing local media. In addition to generating electricity, the power company, founded in 2002, was involved in the sale of slag and ash, as well as petroleum products. Chinese industrial facilities have a poor safety record, as a number of accidents have been reported before. Chemical blasts in the port city of Tianjin killed more than 170 people in August of 2015. However, as some really smart military man once said–I’m sure it wasn’t General Custer–it is nearly always a mistake to underestimate the enemy. And, trust me, violent criminals are definitely the enemy. In fact, what they are is human predators. The toughest thing for most honest citizens to understand is the thinking of the career criminal. I suggest we think about the various animal films that we’ve all seen on TV. Specifically, give some thought to those films of lions taking a particular antelope out of a large herd. They make their selection by looking for an old or weak animal that can’t keep up with the rest or with a critter that just isn’t paying attention. These four-legged predators rarely make mistakes and seem to eat pretty well. The human predator is really no different. He or she is looking for people that appear weaker than he or she is. The human predator is also willing to consider a potential victim that simply is not paying attention. It really doesn’t matter what you think of yourself, or your ability, it all hinges upon how the crook perceives you. And, just like the lion, once the human predator has made their selection, they move with great speed and viciousness. Most of us have spent a lifetime thinking of our home as a safe haven, a sanctuary. It is the one place in this world that we can relax and just be ourselves. Just like the unsuspecting antelope at the water hole, we can let our guard down at home. But, all you have to do is ask a home-invasion survivor just how safe that home really is. Understanding the mind of a criminal, we begin to realize that his perception of reality is what is important to consider. You have a nice home and two fairly new cars because you and your spouse both work to try to make ends meet each month. You have a mortgage, car payments and bills to pay. You have to be careful about your discretionary spending. But, to the crook you are rich, and that can make you a target. Fortunately, some crooks use poor judgment in selecting their prey. When this happens, you may have a little more warning about the attack, or find a loophole in his attack that gives you a bit of an advantage. But that is too much like betting on luck. It is far better to place your bets on your highly trained skills to get you through such a crisis. So a smart exercise is to start looking at yourself and your habits from the eyes of a criminal. Try to imagine how such a person would perceive you and your family. By so doing, you gain important information about what to look for and how to respond to it. What you want to emulate is that big porcupine the young lion decided to jump on in one of those nature films. That lion learned really quick that he had bitten off way more than he could chew. It’s nearly always a mistake to go through life like that young, dumb antelope, oblivious to everything. Instead, be a sheep dog. Or, better yet, be a honey badger. Hoa Haka Nana'ia -- "hidden or stolen friend" in the island's native language -- is one of the star exhibits in London's British Museum, seen by tourists from around the world. But campaigners say it belongs along with other sacred sculptures on the remote Chilean island in the Pacific, from where it was taken a century ago. The London moai, as the famous Easter Island Statues are known locally, stands 2.5 meters (8.2 feet) high and weighs around four tonnes. It is thought to have been sculpted around the 13th century. Like other moai, it was believed to be inhabited by a "mana," or spirit, that protected local tribes. A new documentary about the statues says that "one way to recover the mana to restore wellbeing to the island is to bring the spirit of the Moai Hoa Kaka Nana'ia back to its native land. " The film's producer Paula Rossetti told AFP that she and director Leo Pakarati have gathered more than 500 signatures for a petition urging the Chilean government to make a formal demand for the moai's return. Britain faces numerous such requests from other countries for the return of cultural artifacts allegedly stolen over the centuries by British explorers. Hoa Haka Nana'ia is one of 4,000 objects campaigners say were stolen from Easter Island and are now held in collections around the world. "It will be difficult to get them back," Rossetti admitted.

A total of 30 people have been taken to hospital, while three firefighters have been injured. The incident took place in Silver Spring, a suburb in the north of Washington DC. Emergency workers conducted “numerous rescues,” but their efforts were hampered by power lines and natural gas, which were fueling the fire, Montgomery County Fire and EMS spokesman Pete Piringer said. The first reports of the fire came in just before midnight local time (04:00GMT) Around 20 to 25 of the building’s occupants were evacuated by medics, according to Montgomery County Fire Captain Oscar Garcia. The Ukrainian security forces at the border with Crimea are ready " for any turn of events, " the aide to the Ukrainian border service, Oleg Slobodyan, told journalists at the briefing. He added that "any tasks are carried out in collaboration with the military and the national police, " as quoted by RIA Novosti. Poroshenko said he has ordered Ukraine's foreign minister to initiate phone conversations with Russia's President Putin, as well as the German, French, and US leaders, and the president of the European Council, Donald Tusk. The Ukrainian president also urged the country’s citizens to refrain from taking trips to Crimea “in connection with the provocations that are being carried out against the country’s people.” The UN Security Council discussed the escalating tensions between Ukraine and Russia at Kiev’s request on Thursday. It comes after Russia’s security service said yesterday it had foiled a terrorist attack in Crimea plotted by Kiev. Russian envoy Vitaly Churkin, who declared himself satisfied with the meeting, said Russia presented all the relevant information to other members of the UNSC. He added, however, that by initiating the gathering Ukraine tried to “distract” attention from problems it has in Eastern Ukraine. "Instead of counting our military, they need to stop the conflict in the Donbass and stop shelling civilians," Churkin added. We are to establish stability and security in the Republic of Crimea,” the statement reads. The Rock Hill chapter of the Alpha Kappa Alpha sorority and the Rock Hill School District teamed up to collect school supply donations at the "Stuff the Bus" drive at Walmart in Newport. A group of volunteers collected the supplies from shoppers and loaded them into boxes on a large school bus parked outside the front of the store. The school district will hand out the supplies to needy children who cannot afford them. As Rock Hill students prepare to return to school in less than two weeks, area organizations and businesses teamed up Saturday to give children a little fun, while providing information about local services and resources to parents at the Back2School Block Party, hosted by the Heart2Heart Foundation, the Rock Hill School District, and the Rock Hill Galleria. Kids and parents competed with other teams in fitness challenges, dance teams performed and families had silly pictures made at a photo booth at the mall. Alpha Kappa Alpha gave out 100 backpacks to children and organizers handed out door prizes to participants. Avid hunter and motivational speaker Josh Carney cycles through a number of birdcalls Saturday afternoon at the Nichols Store in Rock Hill. He's on a nationwide tour promoting hunting safety. On a hot Friday, children in Chester gathered at a park for a "Fun Day," to mark the end of summer before heading to school. The children ate hotdogs, hamburgers, chips, and cupcakes at the event, which is part of the federal Summer Food Service Program that provides free summer lunches to children. The program, which served more than 2,000 Chester County children at 71 sites this summer, also operates in York and Lancaster counties. Hundreds of kindergartners gathered in downtown Rock Hill Thursday for the 13th annual Countdown to Kindergarten, hosted by the York County Culture and Heritage Museums, York County First Steps and the York County school districts. The 5- and 6- year olds sang along with a children's musician, hopped on board a school bus and the York County Library Book Mobile, visited with a dentist and played at the Main Street Children's Museum.

53 Muslim women Britain’s most disadvantaged because of Islamophobia – MPs — RT UK A report by the Women and Equalities Committee discovered Muslim women are three times more likely to be unemployed and looking for work than women generally, and are more than twice as likely to be economically inactive. Muslim women were found to face discrimination because of their religion, despite this being illegal under the Equality Act. The committee suggested Muslim women face a “triple penalty” which hampers their employment prospects – being a woman, being from an ethnic minority and being Muslim. However religion was found to play the biggest part in their economic disadvantage. “ The impact of Islamophobia on Muslim women should not be underestimated, ” MPs wrote. “ They are 71 percent more likely than white Christian women to be unemployed, even when they have the same educational level and language skills. ” Some Muslim women were described as being caught between discrimination in wider society and pressure from their communities to live out traditional values. “ The impact of the very real inequality, discrimination and Islamophobia that Muslim women experience is exacerbated by the pressures that some women feel from parts of their communities to fulfil a more traditional role, ” the committee said. The report also described a “ chill factor ” where Muslim women are put off applying for certain jobs because they fear discrimination or hostile work colleagues. While 69 percent of British working-age women are in employment, among Muslim women the figure stands at just 35 percent. Some 5 percent of women are unemployed and seeking work across the country, while among Muslim women it is 16 percent. In some local authorities Muslim women’s participation in tertiary education is now greater than that of Muslim men, however the proportion who are unemployed and looking for work is still significantly higher among females. MPs have challenged government ministers to come up with a plan to tackle these inequalities before the end of the year. “ We call on the government to introduce a role models and mentoring program aimed at Muslim women to help them realize their potential in employment, ” the report said.

54 Colombia Gets Rid Of Bronx Neighborhood Known For Drugs Colombian authorities started tearing down the Bogota slum called “the Bronx ” Wednesday. Mayor Enrique Peñalosa’s office referred to the Bronx as “ a true epicenter of crime .” It’s infamous for drug trafficking, and the city plans to open new stores in the neighborhood. Sixty- six buildings came tumbling down on the mayor’s orders. The first one destroyed was House of Pique, one of the main crime dens in the neighborhood where, “People were imprisoned and suffered all kinds of torture,” according to the mayor. Authorities set their sights on ridding themselves of the troublesome neighborhood back in May, when they evicted 2,000 people and saved 136 children. Other than drug trafficking , the neighborhood is notorious for underage sex trafficking. Some look at the downfall of the Bronx as something positive, which will bring down crime in the Colombian capital, but others think the neighborhood’s problems will now just spread to other parts of town, according to BBC News. The drug-running culture was so entrenched in the neighborhood that a secretive tunnel connected a store to someone’s home, just for the purpose of efficiently moving drugs. The Colombian government is hoping that there will be a notable decline in drug trafficking and drug consumption as a result of a June ceasefire it struck with Marxist rebel organization the Revolutionary Armed Forces of Colombia (FARC). FARC fighters have long used drug trafficking to fund their over 50-year-long war against the Colombian government. 56 Feds Sued For Illegally Refusing To Sell Oil Leases Western Energy Alliance (WEA), an industry-aligned interest group, sued the Department of the Interior and the Bureau of Land Management (BLM) Thursday for failing to hold quarterly oil and natural gas lease sales on public lands. Though the Mineral Leasing Act requires BLM to hold quarterly oil and natural gas lease sales in each state where lands are available and industry interest exists, the agency has cancelled lease sales and auctions during the Obama administration. Environmental groups have simultaneously organized to lobby the federal government to postpone the sales so as to discourage or delay drilling on the public range. In Texas, only one of the eight legally required lease sales has taken place since 2015. Only two of eight have taken place in Oklahoma, and three of eight in New Mexico and Montana, respectively. BLM has generated $170 million in lease sales, a figure WEA says would increase significantly if BLM followed the legally-prescribed sale schedule. A recent study found that expanding drilling on federal lands could add over $600 billion to the economy. 57 Murder In A Quiet Georgetown Neighborhood If you were anywhere near upper Georgetown in Washington, D. C. Wednesday night — we’re talking early evening around 8 p.m. — then you likely got caught in a complicated and annoying swarm of cop cars and shutdown streets. Rubberneckers didn’t just turn their heads, they fully stopped their cars to see what was going on. What was going on was murder. The call came into police around 6:30 p.m. According to a report in WaPo , police charged Peter Spencer , a 32-year- old man, with fatally stabbing his 71-year-old father, Harrison Spencer. The story says Peter phoned 911 and was charged with first-degree murder. The motive is unclear. WaPo says police said the incident was “domestic in nature.” (Hmmm…no shit?) WTOP reports that Peter Spencer lived in the home. This sentence in the WTOP piece makes no sense whatsoever: “Police arrived in the 1600 block of 33rd Street Northwest Wednesday at 6:30 p.m. and found Harrison suffering from stab wounds and showing no signs of life.” How could Harris be “suffering” and “showing no signs of life?” Residents hanging out at the Volta Park pool Thursday were whispering about it. Colombian President Juan Manuel Santos and his Venezuelan counterpart Nicolas Maduro announced that the frontier would be opened on Saturday. During the first stage only pedestrians will be allowed to cross in five places along the 2,200km (1,370 miles) border. Mr Maduro shut the border on security grounds. Many Colombians were expelled, and bilateral trade has since fallen. The two presidents said that the five crossings would be open daily from 08:00 to 20:00 local time (13:00-01:00 GMT). Venezuelans cross border Growing discontent on the streets Women push past border controls Colombia and Venezuela also agreed to work towards the full reopening of the border, saying they needed first to reach separate agreements on security, commerce and energy. Mr Maduro ordered the border to be closed in August 2015 after former Colombian paramilitaries attacked a Venezuelan military patrol and wounded three soldiers. In July, Venezuela twice opened the border to allow people to cross over to shop for basic foods and medicines. Nearly 200,000 people entered Colombia. Many basic goods are in short supply in Venezuela because of a severe economic crisis in the country. 59 Nigeria reports first polio cases since 2014 The Nigerian government has reported two cases of polio - the country's first in two years. It said two children had been paralysed by the disease in the north-eastern Borno state, a part of Nigeria where Boko Haram militants are active. The development is seen as a major setback for Nigeria, which was on track to be declared polio free in 2017. Polio is an infectious viral disease that usually affects children. It can only be prevented through immunisation. The disease is spread by poor sanitation and contaminated water. A UN immunisation programme in Nigeria has had to contend with rumours that the vaccine was a plot to sterilise Muslims. Polio vaccination centres in the country have also been attacked by Boko Haram Islamist militants.

They have marched on the square in the centre of the capital every Thursday since 1977, fighting for justice for victims of the 1976-83 military regime in the country. Human rights groups say about 30,000 people were killed during that period. Argentine President Mauricio Macri has been criticised for questioning the number of victims of the junta. On Thursday, thousands of people cheered as the Mothers of Plaza de Mayo, arrived at the square in front of the presidential palace. Many members of the group are now in their 80s and required assistance to walk. Hebe de Bonafini, one of the group's leaders, last week faced arrest after refusing to testify in connection with a fraud inquiry. The arrest order was later lifted. Mrs de Bonafini insists the investigation is politically motivated. The latest rally came amid growing criticism of President Macri over his remarks on the number of victims during the junta's rule - known in Argentina as the "dirty war". In an interview to the Buzzfeed website earlier this week, Mr Macri said he had "no idea" whether 30,000 was the right number and that the discussion "does not make any sense". 63 Camps Make Hebrew 'Gender Neutral' B/c Camp Is 'Safe Space' A group of Jewish summer camps is changing the Hebrew language to be more gender neutral. Seven Habonim Dror camps located throughout North America will be implementing a gender neutral version of the Hebrew language, reports the Washington Post. Habonim Dror is a Progressive Labor Zionist Youth Movement dedicated to building a relationship between young North American Jewish people and Israel. “It really reinforces the impact of summer camp as a safe space. Camp has always made it okay to say, ‘I can be myself here,'” Sara Zebovitz, the North America director for Habonim Dror, told the Washington Post. Camp Moshava, a Habonim Dror summer camp in Maryland, re-wrote some of its cheers to be more gender neutral. In the Hebrew language, feminine nouns end in -ot and masculine nouns, including groups with just one man, end in -iom. Now, both are referred to with -imot, a blend of the masculine and feminine endings. Some of the camp’s alumni have spoken out against this change, saying that this teaches the children a made up language they can’t speak anywhere outside of camp. Habonim Dror also created a singular non-binary term; they use -ol to represent a non-binary person, which is based on the Hebrew word “kol,” meaning “all.” In the past couple of years, other Jewish summer camps have implemented policies for their transgender campers. Camp Ramah in the Berkshires had staff training by Keshet, a Jewish organization that advocates for gay people. 65 Trump: This Is The Time to Borrow In an interview with CNBC’s Squawk Box, Donald Trump said the time has come to borrow money to pay for infrastructure projects: QUICK: How do you pay for all that, Mr. Trump? TRUMP: So we need to fix our country. We’ve spent so much money in the Middle East. $4 trillion they’re saying now. That means we spent more than that. But we’ve spent all this money in the Middle East. And by the way, we are now further away from something happening in the Middle East than if we did nothing. Had we done nothing, we would have been in better shape in the Middle East we spent $4 trillion and maybe even 5 — and we are right now much further away, I mean, like not even close, much worse shape than had we done nothing. QUICK: How do we pay for that? And is it going to be public money? Is it private money? And as Wilfred just asked, what level of debt to GDP would you feel comfortable with? TRUMP: Well, you could have combinations of private money you can even privatize certain things. Basically you’re going out and borrowing money on the United States to rebuild your infrastructure. It would be infrastructure money and maybe there’s ways of giving additional, you know, credits to people that buy these bonds. Frankly the interest rate would be so low. TRUMP: Normally you would say you want to reduce your debt. And I would like to reduce debt too as much as anybody. The problem is you have a military problem, you have an infrastructure problem, a tremendous infrastructure problem. And you have other problems. And also, the asset is your rates are so low. What’s going to happen when the rates eventually will go up and you can’t borrow, you absolutely can’t borrow because it’s too expensive? When President Obama leaves office in a little over five months, our national debt we be at or near $20 trillion. It will be effectively twice as much as when he took office. And Trump says this is the time to borrow? When I spoke to Tea Party rallies circa 2012 and 2013, there was fierce opposition to raising the debt ceiling. The very idea of borrowing more money was heresy. And yet many of these Tea Party activists now support Trump hammer and tong. It’s amazing how yesterday’s heresy has become what makes America great again. The crux of Trump’s argument is that we should borrow when interest rates are low. When he says that he’s sounds like one of those mortgage lender commercials. But isn’t this precisely what created the housing bubble in the first place? Let’s say Trump is elected and Congress goes along with his spending plan and the bubble bursts? Do we have yet another bailout? Do Tea Partiers want to elect Trump only to go all the way back to 2008 possibly on an even larger scale? Of course, it’s Thursday and Trump could be of a different mindset by Friday at 4 p.m. But let’s say he would pursue such a fiscal policy if elected President. Combine that with a rejection of free trade (i.e. scrapping NAFTA) and the 2008 financial crisis could look like good times by comparison.

68 Court Upholds Rights Of Adoptive Parents Of Indian Child The Arizona Court of Appeals today upheld the rights of the adoptive parents in a case involving a two- year-old American Indian child whose tribe tried to block the adoption. The girl, known as A. D., was taken from a drug-addicted mother shortly after birth and placed in the custody of a non-Indian foster family. When the foster parents tried to adopt A. D., the Gila River Indian Community tried to block the adoption under the Indian Child Welfare Act. “This decision comes as a great relief,” said Adi Dynar, the Goldwater Institute attorney who argued the case, in a prepared statement. “But it just highlights the problems with the Indian Child Welfare Act. This law creates a separate and unequal legal system for children of Native American ancestry.” The Goldwater Institute has challenged the constitutionality of the ICWA in a federal civil rights case in Arizona federal court, and A. D. is one of the children in that case. The issues with ICWA were also highlighted in the case of another child, Lexi Page, w ho was removed after living with her foster family for years and sent to live with a family in Utah. Even though federal law forbids racial discrimination in all adoptions cases, Indian children are the exception. “They’re the only people it’s legal to discriminate against on the basis of race,” said Dynar. “But it’s important to remember: all Indian children are citizens of the United States, entitled to constitutional protections.” “We’re very grateful that the court has laid this case to rest and ensured that A. 76 Growing call for grouse shooting ban as season opens More than 80,000 people have called for a ban on grouse shooting as the season officially starts. They argue that the sport is directly contributing to a rapid fall in the number of hen harriers, an endangered species of raptors. The birds prey on red grouse chicks as part of their diet. Animal rights activists argue that gamekeepers who manage the moors where the birds are reared kill hen harriers to preserve their grouse stocks. It's thought that there are only three breeding pairs of hen harriers left in England. Countryside groups and the government say that grouse shooting is a legitimate activity that brings significant benefits to the rural economy. They also argue that gamekeeper management helps other moorland bird species. They say that by keeping fox numbers down, other species of birds such as lapwings, curlews and golden plovers are allowed to flourish. The online petition against grouse shooting has been organised by the League Against Cruel Sports (LACS), the wildlife presenter Chris Packham and environmental campaigner Dr Mark Avery. In a statement, the LACS said: "Momentum against grouse shooting is surging amid reports of continued raptor persecution and environmental damage linked to intensively managed grouse moors … the petition looks set to reach 100,000 signatures - which could trigger a debate in parliament. " Jeff Knott, head of nature policy at the RSPB said that the illegal killing of birds of prey "tarred the reputation of every grouse moor estate and every shooter. " "There are also serious concerns about the environmental damage caused by other management practices these moors increasingly rely on, such as the draining and vegetation burning of the natural landscape, and the large scale killing of mountain hares. " The organisation recently pulled out of the governments' Hen Harrier Action Plan which attempted to reach an agreement between parties on both sides of the debate. The Countryside Alliance argues that grouse shooting has huge benefits for the rural economy. "With £100m invested annually in conservation by grouse shoots in England, Wales and Scotland the Glorious Twelfth is indeed a glorious day," they said in a statement, referring to the date that the season opens. "Grouse shooting brings many benefits to the countryside in terms of conservation and the economy. "Landscape-scale conservation means internationally threatened wader species are 3.5 times more likely to raise a chick to fledging on moors managed by gamekeepers and with tens of millions of pounds invested in remote rural communities every year by moorland managers and travelling grouse shooters the Glorious Twelfth is a day for the shooting community to be proud. " There is no sign that the government intends to alter the law. Even weary supporters of relegation- threatened sides have been enlivened by the Foxes' 5,000-1 success last season - so much so that bets on "outside teams" have risen by 300%. So how has the side changed the landscape of the betting industry? The bookies were so confident Leicester City would be also-rans, the odds of 5,000-1 were "plucked out of thin air", according to Prof Leighton Vaughan Williams, the director of the betting research unit at Nottingham Business School. Those odds were greater than the ones offered on the discovery of the Loch Ness monster, the Queen to record a Christmas number one and Simon Cowell to become prime minister. All equally unlikely. Bookmakers like Coral estimated the betting industry lost £20m as a whole over Leicester's title win - with some firms claiming they are "crying out in pain" at paying out millions to punters who backed the ultimate outsider. How Leicester City's lucky punters spent their windfalls But there was no reason for them to lose so much money. According to Prof Vaughan Williams, the problem wasn't the long odds at the start of the season - the largest bet by an individual was just £20 - but the fact the bookies didn't cut the price enough as the season went on. At Christmas - when the Foxes were unbeaten for 10 games in a row - you could still get generous odds of 33-1 with Coral, for example. But whatever errors were made, did the industry suffer? Joe Crilly from William Hill, says although the firm lost "a fair sum" - £2.5m - it "was up there publicity-wise with one of the best moments of all time". Alex Donohue, from Ladbrokes - who paid out £3m to lucky punters, some of whom bagged the biggest-priced single winner in sporting history - also admits Leicester City's story has been good for the betting industry. "A lot of bookmakers were crying poverty around Leicester winning the league, I wouldn't necessarily agree with that," he said. "It has breathed life back into long-term betting and the idea that outsiders can defy the odds. Before, people quite rightly dismissed them. "The blaze of interest and publicity around this was unheard of. I was on the Jeremy Vine show explaining to this massive audience what cashing out means. For someone like me in our industry, that is absolutely unprecedented. " Punters now know that sometimes the seemingly impossible happens - and this season many are prepared to back a rank outsider in the hope lightning will strike twice. Odds of 5,000-1 were offered to tempt people. Now, they don't need tempting. 78 London schoolgirl who travelled to Syria to join IS 'feared dead' One of three schoolgirls who left east London last year to join so-called Islamic State (IS) is believed to have been killed in a Russian air strike in Syria, her family solicitor has said. Kadiza Sultana was 16 when she left Bethnal Green along with two friends. Her family's lawyer, Tasnime Akunjee, told BBC Newsnight they heard a report of her death in Raqqa a few weeks ago. But he said they had not been able to independently confirm it because of the nature of information from Syria. Mr Akunjee said the teenager had grown disillusioned and wanted to leave IS and return to the UK - but had decided not to risk being captured and face a "brutal" punishment from the terror group. He told the programme the family were "obviously devastated". Mr Akunjee added: "There's nothing worse than finding out your sibling or family member's been killed and by all accounts she was a young girl with a very promising future - and it's a great loss to us all really. "Every effort was made from the very beginning to try and avoid this fateful news and despite all efforts it's unfortunate that we find ourselves with the loss of a young life. " Kadiza Sultana and schoolfriends Shamima Begum and Amira Abase, both 15 at the time, flew from Gatwick to Turkey on 17 February 2015 after telling their parents they were going out for the day. The Bethnal Green Academy pupils later entered Syria and were thought to be living in Raqqa, a stronghold for the so-called Islamic State. They had been studying for their GCSEs at the school in Tower Hamlets, east London - where they have been described as "straight-A students". Mr Akunjee said of Kadiza Sultana: "She had expressed a desire to come back. The problem with that was the risk factors around leaving are quite terminal also, in that if ISIS [IS] were able to detect and capture you then their punishment is quite brutal for trying to leave. "In the week where she was thinking of these issues a young Austrian girl had been caught trying to leave ISIS territory and was by all reports beaten to death publicly, so - given that that was circulated in the region as well as outside - I think Kadiza took that as a bad omen and decided not to take the risk. " Asked why she had wanted to leave, Mr Akunjee added: "I think she found out pretty quickly that the propaganda doesn't match up with the reality. " A fourth girl from the school is believed to have travelled to Syria in December 2014. Last year, a solicitor for the families said two of the girls had got married, without identifying which ones. It feels as if there is currently a great deal of industrial unrest in the train sector, with Southern and Eurostar both currently involved in disputes. Are there more strikes than usual at the moment? The Office for National Statistics (ONS) publishes a report each year showing the number of working days lost to labour disputes. In 2015 there was a total of 169,600, well down on the figure of 788,300 the previous year. By far the biggest contributor to that was in the transport, storage, information and communications category, from which 61,700 working days were lost, more than one third of the total. That was the highest level in the sector since 2010. Actually, both years were dwarfed by 2009, when 296,200 days were lost in that category, but that was because the Royal Mail strikes of that year also counted towards the category. The ONS also publishes monthly figures - so far only the figures up to the end of May are available - the numbers for June are due out next Wednesday. In the first five months of the year there were 3,400 days lost to labour disputes, which is considerably fewer than the number lost in just January of 2015. It's also the smallest number of days lost in the first five months of the year since 2011. This is despite RMT members on Southern Trains having been holding one-day strikes since April. The numbers are likely to rise as more figures emerge involving the Southern strikes before they were suspended and the Eurostar strikes if they go ahead, but in the months for which official figures exist so far, it has been a very quiet year for strikes.

Local councils said grant cuts meant it was impossible to protect everything. The union sought information from all UK local authorities with responsibility for youth services on what happened to funding between 2014 and 2016. It received responses from 180 out of a total of 210 authorities and added this to earlier similar research dating back to 2012. The report, A Future at Risk , says an estimated £387m has been cut from youth service budgets since 2010, adding there is "more of the same for youth services in the years to come". "Already we can report that in the year 2016-17 and beyond, there is likely to be at least £26m more cuts in youth service spending, the loss of around 800 more jobs, more than 30 youth centres closed," it says. Unison general secretary Dave Prentis said youth workers were tireless in the support they provide to young people, helping them find work and educational opportunity. He said: "It's youth services which prevent problems happening in the first place by reducing feelings of isolation among young people and helping teenagers to lead positive lives. "But they've been relentlessly cut and undermined at a time when they are needed more than ever. Youth services are heading for collapse. " This was "damaging life chances", he said, especially for poorer youngsters, and he called for the provision of youth services to be required by law. Unison also surveyed its members working in youth services for the report, on how they saw the changes affecting young people and communities on the ground. It reported: "Most strikingly, the overwhelming majority (91%) said the cuts were having a particular impact on young people from poorer backgrounds. "More than half said there were particular problems for young black people, young lesbian, gay, bisexual and transgender people, and young women. "So it appears that the cuts have hit precisely those who often need youth services the most. " One member paints a picture of "increasing isolation and lack of support for young people", while another reports "an increased risk of young people being caught up in gangs". The report said: "Increases in mental health, substance abuse and anti- social behaviour are bound to increase the pressures on statutory services like social care and child and adolescent mental heath services. "These are added burdens which could be avoided - or at least mitigated - if youth services were maintained. " The Local Government Association, which represents local authorities in England and Wales, said: "Councils have faced the largest budget cuts in the public sector since 2010, and despite doing all they can to protect the most vital services, it's impossible to protect everything. " It highlighted that the government was planning to spend £1.1bn on the National Citizen Service over the course of this Parliament. But it added: "While this is a good scheme that provides positive experiences for many children and young people, given the scale of cuts to youth service spending highlighted in this report, it is vital that money to run the NCS should not be at the expense of restoring and supporting local services for young people. 81 The Japanese Olympian who stole Chinese hearts Japan doesn't always have an easy ride on Chinese social media. A history of conflict, ongoing diplomatic spats and a rise in nationalist sentiment have led to several vitriolic attacks on Japanese users. But one Japanese Olympian has become a media darling in China, as the BBC's Yashan Zhao explains. She may have lost her match to a Chinese player, but she has won China's heart. "Don't Cry, Ai-chan" has been trending on China's micro-blogging platform Sina Weibo since Japan's Ai Fukuhara lost the table tennis semi-final 4-0 to China's Li Xiaoxia on Wednesday. Thousands of Chinese fans have been comforting the girl they call "Japanese doll" on social media, or by the affectionate Japanese term "Ai- chan". As a teenager Fukuhara joined the Chinese national table tennis team for training in northern Liaoning province, and speaks with a fluent Chinese Northern dialect. She still has a Chinese coach. On Thursday, Fukuhara thanked her coach on Weibo, saying that she would cheer up. She posted in Mandarin Chinese. "I feel so sorry for Ai Chan," said Weibo user Jinbiao. "She is so tough and strong to continue to compete in the Games as the Chinese table tennis team are too strong to defeat. But she never gives up. And the longer she plays, the better result she gains," Jinbiao said. Many fans said she seemed "vulnerable", recollecting in particular when she burst into tears after losing a competition when she was younger. But she is also considered "cute as a doll" with a sweet voice, a highly sought-after feature in China. But that's not the whole picture. They also adore her because she has a strong connection with China, with Chinese sports fans watching her grow up. Many say the 27-year-old Olympic feels like family when she speaks Mandarin. "Competitive sport is beyond nationality, such as the North and South Korean players taking a selfie together," Langsha Jiang, a sports fan in Sichuan, told the BBC. "Every athlete has a home country but we need to regard him or her as an individual first. " "I don't think Ai's story has anything to do with her nationality. We've seen her growing from the youngest player in Japan team and now she is a leading figure. "Years ago, she was a little girl but soon she may get married. " The BBC's Mariko Oi recalls a similar sentiment towards Fukuhara in Japan Ai Fukuhara has been a familiar face in Japan since she started playing at the age of four. We watched her practice against adults despite being just tall enough to see the top of the table. We watched her cry as she went through tough practices, earning herself a nickname of "Cry Baby Ai-chan" in addition to "table tennis child genius". To many, she is still the cry baby who we watched grow up but her decades- long efforts and devotion to table tennis are highly respected in her homeland. In fact Fukuhara is so popular in China, it's even been suggested she should marry a mainland Chinese man, an unusually warm gesture from Chinese social media towards a Japanese woman. However, Fukuhara already has a boyfriend. He is from Taiwan. "It would be perfect if you had a Chinese boyfriend," said Weibo user Gaoaonan. The Japanese Olympian is active on social media, posting regular updates into her life. About one week ago, Fukuhara posted "the Olympic games will be on soon" on her Weibo account- which has amassed a following of 770,000 people. With Chinese athletes posting pictures showing the condition of Rio's Olympic village, Fukuhara was no exception. She posted on Weibo saying she had fixed a broken toilet on her own, and asked: "Aren't I great? " Users also joked online that Fukuhara had been beaten by a long line of Chinese champions, including Zhang Yining, one of the world's greatest table tennis players who is known in China as the "Big Devil". This time in Rio, Fukuhara was beaten by Li Xiaoxia, Zhang Yining's successor. "Ai make my heart ache…she wasn't born in a good timing," said JK Kekaka on Weibo. But Hector Shi from Shanghai pointed out one potential reason Fukuhara has remained so popular with Chinese table tennis fans: "I don't count on her posing any threat to Chinese team at all. "

83 Who, What, Why: Who was Leonidas of Rhodes? Michael Phelps has the chance to break a 2,000- year-old Olympic record by surpassing the 12 individual titles won by Leonidas of Rhodes. Who was this athlete whose record has taken two millennia to beat, asks Jon Kelly? Phelps has a total of 21 Olympic gold medals, but nine of these have come in relays - in terms of individual titles he is currently tied with the greatest athlete of the ancient world. Leonidas of Rhodes competed in four successive Olympiads in 164BC, 160BC, 156BC and 152BC and in each of these he won three different foot races. An athlete who won three events at a single Olympics was known as a triastes , or tripler. There were only seven triastes and Leonidas is the only one known to have achieved the honour more than once. Remarkably, he was 36 when he did it on the fourth occasion - five years older than Phelps is today. The three events at which he triumphed were the stadion , a sprint of roughly 200m; the diaulos , which was twice the distance of the stadion; and the longer hoplitodromos , or race in armour. Unlike most races, which were run in the nude, the race in armour required competitors to wear heavy battle gear, possibly comprising a helmet, a breastplate, shin armour and a shield made from bronze and wood. "To run all these events one after the other was quite a feat," says Judith Swaddling, senior curator at The British Museum. "He broke through the distinction between sprinters and endurance athletes," says Paul Cartledge, professor of classics at the University of Cambridge. The race in armour had not previously been considered suitable for sprinters (the Olympiads had already been going for a few centuries). "They were running in armour, the temperature would be 40C. The conditions were fantastically unpleasant, requiring completely different muscles and gymnastic skills. " There is very little biographical information about Leonidas, says Cartledge, and no images of him survive. But his name - derived from the Greek word for lion - suggests he was a man of distinction. "He's probably an aristocrat, probably wealthy, probably from an athletic family," Cartledge says. Rhodes had a strong athletic tradition. Another great Olympian from the island was the boxer Diagoras, who launched a dynasty of athletes. "Coming from Rhodes you are a bit on the fringes," Cartledge says. "You probably tried harder than if you were from one of the older cities. " There were no gold, silver or bronze medals in Leonidas's day - races were winner-takes-all with the runner who came first earning a simple olive wreath. After his death "he was worshipped as a local deity" in Rhodes, says Swaddling. He was also venerated in ancient Greek literature. Pausanias described him as "the most famous runner". In the 3rd Century, Philostratus the Athenian wrote in his Gymnastikos that Leonidas's versatility disproved all received wisdom about athletic training and body types. A statue of him in Rhodes displayed the legend: "He had the speed of a God. 84 400-year-old Greenland shark ‘longest-living vertebrate’ Greenland sharks are now the longest-living vertebrates known on Earth, scientists say. Researchers used radiocarbon dating to determine the ages of 28 of the animals, and estimated that one female was about 400 years old. The team found that the sharks grow at just 1cm a year, and reach sexual maturity at about the age of 150. The research is published in the journal Science. Lead author Julius Nielsen, a marine biologist from the University of Copenhagen , said: "We had our expectations that we were dealing with an unusual animal, but I think everyone doing this research was very surprised to learn the sharks were as old as they were. " The former vertebrate record-holder was a bowhead whale estimated to be 211 years old. But if invertebrates are brought into the longevity competition, a 507-year- old clam called Ming holds the title of most aged animal. Greenland sharks are huge beasts, that can grow up to 5m in length. They can be found, swimming slowly, throughout the cold, deep waters of the North Atlantic. With this leisurely pace of life and sluggish growth rate, the sharks were thought to live for a long time. But until now, determining any ages was difficult. For some fish, scientists are able to examine ear bones called otoliths, which when sectioned, show a pattern of concentric rings that scientists can count as they would the rings in a tree. Sharks are harder, but some species, such as the Great White, have calcified tissue that grows in layers on their back bones, that can also be used to age the animals. "But the Greenland shark is a very, very soft shark - it has no hard body parts where growth layers are deposited. So it was believed that the age could not be investigated," Mr Nielsen told the BBC. However the team found a clever way of working out the age. "The Greenland shark's eye lens is composed of a specialised material - and it contains proteins that are metabolically inert," explained Mr Neilson. "Which means after the proteins have been synthesised in the body, they are not renewed any more. So we can isolate the tissue that formed when the shark was a pup, and do radiocarbon dating. " The team looked at 28 sharks, most of which had died after being caught in fishing nets as by-catch. Using this technique, they established that the largest shark - a 5m-long female - was extremely ancient. Because radiocarbon dating does not produce exact dates, they believe that she could have been as "young" as 272 or as old as 512. But she was most likely somewhere in the middle, so about 400 years old. It means she was born between the years of 1501 and 1744, but her most likely date of birth was in the 17th century. "Even with the lowest part of this uncertainty, 272 years, even if that is the maximum age, it should still be considered the longest-living vertebrate," said Mr Nielsen. Conversely, if her age is at the upper end of the scale, she will have out- lived Ming the clam - although her age has a greater probability of lying in the middle. The team believes the animals only reach sexual maturity when they are 4m- long. And with this new, very lengthy age-range, it suggests this does not occur until the animals are about 150 years old. The researchers say this has consequences for future conservation of the animals. Because of their extreme longevity, Greenland sharks may still be recovering from being over-fished before WW2. The sharks' livers were once used for machine oil, and they were killed in great numbers before a synthetic alternative was found and the demand fell. "When you evaluate the size distribution all over the North Atlantic, it is quite rare that you see sexually mature females, and quite rare that you find newborn pups or juveniles," Mr Nielsen explained. "It seems most are sub-adults. That makes sense: if you have had this very high fishing pressure, all the old animals - they are not there any more. And there are not that many to give birth to new ones. "There is, though, still a very large amount of 'teenagers', but it will take another 100 years for them to become sexually active. " Another author of the study, Prof Christopher Ramsey, director of Oxford Radiocarbon Accelerator Unit at the University of Oxford , said that radiocarbon dating could be used to determine the ages of other animals, but was not likely to be chosen as the primary method. "For many animals we have other methods to determine age," he said. "Also, the radiocarbon method is not very precise, and so is only really relevant for very long-lived species. " He added that the statistical method used to determine the sharks' ages was Bayesian statistics. "Bayesian statistics were first worked out by the Rev Bayes in the 18th Century. 85 'Olympic sisterhood': Women athletes bond on social media The Rio Olympics is hosting more than 10,000 athletes, 45% of whom are women, the highest percentage in the games' history, according to the organisers. They may be rivals in the sport arena but outside the competition many women athletes appear to be forging a sisterly bond. Their interaction on social media reveals what the television cameras often do not capture: mutual encouragement and developing friendships - a true Olympic "sisterhood" that seems to go far beyond victories or defeats. Female athletes from a wide array of sports and nationalities have been engaging with each other, even rooting for one another, and sharing hopes and aspirations. US star gymnast Simone Biles, already a three-time world champion and a media sensation, has been showing her sisterly solidarity with her roommate, who is not only her team mate but also her rival for individual gold. "Behind the scenes: facemasks and head wraps," she recently wrote on Twitter alongside a picture of herself and Aly Raisman. ( @Simone_Biles ) Raisman, the US gymnastics team captain, is a two-time Olympic champion who previously won gold in floor exercise, a discipline in which Biles is now wowing the globe. Both of them have taken lots of group pictures with heart icons and flexed biceps emoticons, and are frequently seen hugging and smiling. Raisman was predictably proud when the US won team gold on Wednesday. Tennis stars Serena and Venus Williams are just one of the pairs of female siblings competing in Rio, suggesting that girl power often runs in the family. Tweeting from Rio, before she and her sister were defeated in the doubles tournament, a nostalgic Serena Williams offered a glimpse of her phenomenal career alongside her big sister Venus. "Our first gold" read the title of an Instagram photo showcasing their big smiles on the podium in the 2000 Sydney Games. Brazilian identical twins Bia and Branca Feres, who are competing together in synchronised swimming, like to share everything from their social media account to the pair of identical-looking white kittens they are seen cuddling in one of their Instagram posts . But sisterly camaraderie does not stop at two. Estonian marathon runners Liina, Leila and Lily Luik have been a social media hit with their special hashtag #TrioToRio. They are the first triplets to qualify for the Olympics and they have been a favourite with fans who have joked about how race stewards will tell them apart. They may not be sisters but Canada's 4x100 freestyle Olympic swimming relay team also decided to create a "sisterhood" by showing off their Olympic rings, given to them by Swimming Canada. In smaller delegations, the feeling of camaraderie amongst female athletes has been even more marked. East Timor has only sent three athletes to the Olympics, two of whom are women. Anche Cabral will be competing in the mountain biking and Nelia Martins in the marathon. The two have been busy posting pictures of the themselves making new friends in the Olympic village. 86 McDonald's pressured to serve up global antibiotics ban A new online campaign is putting pressure on fast food giant McDonald's to impose a global ban on products from animals treated with antibiotics. Scientists warn that treating livestock with antibiotics will lead to a rise in drug- resistant superbugs . The charity ShareAction has called on consumers to email McDonald's chief executive Steve Easterbrook. Last week, the fast food chain stopped using poultry treated with antibiotics - but only in its US restaurants. ShareAction has called on McDonald's - the world's biggest fast food chain - to stop using chicken, beef, pork and dairy products that have been given antibiotics in all of its 30,000 stores globally. Medical experts warn that the routine use of antibiotics to promote growth and prevent - rather than treat - illness in farm animals contributes to the rise of drug-resistant "superbug" infections. They are said to kill at least 23,000 Americans a year and represent a significant threat to global public health. Fast food restaurants have become a focal point for change in the food industry by forcing suppliers to change their practices. According to ShareAction, more than 70% of all antibiotics used in the US are given to livestock. In the UK, that figure stands at more than 50% according to the group. "We hope this action will encourage McDonald's to supersize their ambition," said ShareAction chief executive Catherine Howarth. McDonald's told the Reuters news agency that it was too early to set a timeline for phasing out the use of all meat and milk products from animals treated with antibiotics. The company cited varying practices and regulations around the world as one of the difficulties, but added that it "continues to regularly review this issue". Rival fast food groups are also under pressure to take action. On Thursday KFC was the target of a petition from consumer groups that called on the chicken chain to stop using poultry products treated with antibiotics. KFC has already said it will limit the use of human antibiotics in its chicken by next year. However, critics claim the policy still allows for routine use of antibiotics by its chicken suppliers. US burger chain Wendy's plans to stop using chickens raised with antibiotics by 2017 and also plans to set similar goals for pork and beef.

88 88 Smith: 'Futile' to serve in Corbyn shadow cabinet Owen Smith has said he will return to the backbenches rather than serve in Jeremy Corbyn's shadow cabinet, should he lose the Labour leadership contest. Mr Smith said he would be a loyal MP but did not want to engage in "futile" work as Mr Corbyn could not win power. But Mr Corbyn told a hustings event Labour had grown "enormously" since he became leader, backed by people who wanted to see the UK run differently The two also clashed over Brexit but found some agreement on other policies. The hustings in Gateshead, hosted by Sky's Sophy Ridge, was plunged into darkness for a minute as the rivals debated the UK's Trident nuclear weapons system. Former work and pensions spokesman Mr Smith is challenging Mr Corbyn for Labour's top job, after the leader lost a no-confidence vote of his MPs which followed the UK's referendum vote to leave the European Union. Many of his own MPs felt Mr Corbyn, who won a landslide victory to become Labour leader last year, had not campaigned vigorously enough for a "Remain" vote. Mr Smith was among dozens of Labour MPs to resign from Mr Corbyn's front bench in protest at his leadership. At the hustings, Mr Corbyn said he had been "shocked and disappointed" by the referendum result but added: "We now have to face the facts - the country voted for a Leave decision in that referendum. " He said Britain must now ensure workers' rights, human rights, environmental protection and access to European markets were protected. But Mr Smith said he believed Labour had "not fought anywhere near hard enough" to speak up for Europe and that the leadership shown by Mr Corbyn "was not sufficient". To boos from the audience, he told Mr Corbyn: "You never really bought into the idea of the European Union" and said there could be a case for a second referendum, if the deal on offer proved to be a bad one. Mr Corbyn told him: "I think we have to recognise that whatever we feel about it, there's a result from that referendum which we have to work with. " Following discussions about Britain's Trident nuclear weapons, gender inequality, the NHS and economic policy, Mr Corbyn was asked if he would serve in the shadow cabinet, should he lose the leadership contest to Mr Smith. Mr Corbyn said he did not think it was likely Mr Smith would offer me anything. " He pledged to make sure the "political spectrum" within the party was represented in his shadow cabinet. Mr Smith told him "I would absolutely want you to be in the shadow cabinet if I was leader". When asked if that meant he was "going to come back" to the shadow cabinet, Mr Smith replied: "No, I've lost confidence in you. I will serve Labour on the backbenches, because I'm Labour to my bones... But I would serve this party on the backbenches loyally. I won't do what Jeremy Corbyn did and won't vote against this party, my party, 500 times. Mr Corbyn said that was "genuinely disappointing to me" as he had been pleased when Mr Smith became shadow work and pensions secretary last year: "I would've thought you would want to continue that kind of work. " Mr Smith replied: "I do, Jeremy, but I don't want it to be fruitless, futile work. I want it to be work that is leading to a Labour government that allows me to put into practice what I want to preach to the country. I don't want to be engaged in a protest movement talking to itself. " He said Labour was at 26% in the polls, its lowest point since 1982, and Mr Corbyn "cannot lead us back to power". But Mr Corbyn, who was cheered several times during the event, told him: "Since the election last summer our party has grown enormously, 300,000 new members have joined because they want to see this country governed and run in a different way. And that has had an effect, we've had victories in Parliament, we've had election victories in by-elections, council elections and mayoral elections and our party has to adapt to a new way of working, we are now such a large organisation we've got to be and should be and must be involved in every single community in this country. " He said shadow chancellor John McDonnell had put together an economic strategy and analysis and said: "I say to all members of the Parliamentary Labour Party: Let's get on board and get together and put it to the Tories. " The Labour leadership contest result will be announced on 24 September. Labour MPs backed a motion of no-confidence in Mr Corbyn's leadership by 172 to 40 on 28 June, saying he could not win a general election. But Mr Corbyn says he was democratically elected by a majority of Labour members and supporters who he will not "betray" by resigning.

89 Councils want crackdown on illegal tattooists Local councils have called for tougher sentences for illegal tattooists, who they warn are offering cheap prices for their services to children. The Local Government Association (LGA) said the problem was increasing because tattoo equipment was becoming more widely available and cheaper to buy. The LGA warned that unlicensed tattooists can take "dangerous shortcuts with health and safety". They may work in unsterilised studios, using cheap equipment bought online. The LGA has also urged online retailers to provide warnings to children about the dangers of using do-it-yourself tattoo kits, which can be bought for less than £25. It is illegal for anyone under the age of 18 to be tattooed, unless it is performed for medical reasons by a qualified medical practitioner, or someone working under their direction. Unlicensed tattooists, also known as scratchers, often work from home in kitchens or garden sheds and advertise their services on social media. It is illegal to work as a tattooist without registering with the local council. LGA Board member Cllr Morris Bright said tattooists operating under the radar posed "a real danger" to people's health as they often have low hygiene standards which "could put your life at risk". "They can use unsterilised equipment that seriously increases the risk of spreading diseases such as hepatitis or HIV and causing permanent, ugly scarring," he said. "Unregulated tattooists are also associated with bad tattoos, which require expensive work to put right, and because they've been done illegally, you won't have normal customers' rights. "We would also encourage anyone who has visited an unregistered tattooist to seek medical advice from their GP and report the parlour to their local authority. " Council environmental health teams are in charge of carrying out raids and prosecuting illegal tattooists. Those who ignore the law can also be prosecuted under health and safety legislation, which can lead to a £20,000 fine or a jail sentence. In September 2015, Wrexham County Borough Council prosecuted a man for illegally tattooing children in his home for "pocket money prices". He was fined just over £600 for six offences and a court order was issued for the destruction of his tattooing equipment. About 20% of British adults have had a tattoo, according to a You Gov survey in 2015.

90 Gary Lineker's underwear pledge: Tips from men who work in pants Gary Lineker says he has no regrets about sending that now infamous tweet, vowing to present Match of the Day in his underwear if Leicester City won the Premier League. Against the odds, the team won, which means the player-turned-pundit is expected to keep his promise and strip down to his pants for the show on Saturday. "It's been quite fun," Gary told the BBC in May. "I did the tweet knowing categorically that there was zero chance of Leicester continuing on the line they were going to win the league. I was spectacularly wrong, but I'm so glad I was. " To help the former England striker prepare, the BBC News website has spoken to men who work in their pants to get tips for the presenter. "When I first started, I was auditioning in front of five people, standing in my underwear and I got rejected in the beginning," says Oliver Cheshire, a model who has fronted campaigns for Marks and Spencer, Superdry and Calvin Klein, to name just a few. "Obviously it is a little bit embarrassing the first few times, but you get used to it very, very quickly in the fashion industry. "When you are walking down the runway at London Fashion Week, you have got to change clothes so quickly, you don't care really - I'm used to it. " The model, from Select Model Management, says times have changed with the advent of social media. "I think people are more body conscious now," he says. "I see more men in the gym now than ever. " He says it actually more strange when a diver is not wearing a pair of trunks or Speedos, but it may feel strange for Gary who'll look so different to his Match of the Day colleagues. "With diving I guess everyone else is wearing the same thing, so it is a little bit different for Gary. "Gary will feel naked. " Matty's top tips: "I am sure he'll be fine! " "What we wear tends to vary from job to job," says Alexander Nuttall, a dancer with the New English Ballet Theatre and graduate of the Central School of Ballet. "We have five new pieces choreographed this season - there are probably going to be a lot of skimpy outfits coming my way. "I tend to be quite exposed on stage - it makes the artistry more obvious because you are not distracted by outfits. "In reality, in the profession my body is my instrument, so it is not like I am being objectified. We are dressed in choreography. "You get more into the zone and the role. I think it could apply differently to TV because Gary will be the only person in that scenario. " The dancer, who will perform with the company at London's Peacock Theatre in November, says Gary may find it strange at first, but it could be something he eventually becomes comfortable with. 91 Leeds' gas-lit Hyde Park Picture House receives Heritage Lottery Funding The world's only surviving gas-lit cinema and William Morris's former home are among those sharing a £55m National Lottery funding pot. Original features at Hyde Park Picture House in Leeds will be restored and accessibility is to be improved. The 102-year-old cinema is receiving £2.4m from the Heritage Lottery Fund. Kelmscott Manor in west Oxfordshire, which inspired arts and crafts designer Morris, receives £4.7m to help double its opening days and visitor numbers. Hyde Park Picture House opened in November 1914, just after the outbreak of World War One, when it broadcast news bulletins and morale-boosting dramas. It still has nine working gas lights, which are used every day when the cinema is open. General manager Wendy Cook said staff were "delighted" about the grant. "We are so grateful, so happy and every other possible positive descriptive word there is," she said. "We are doing a lot of work to preserve the fabric of the building - the wonderful period features like the gas lighting and the beautiful balcony and plasterwork. "We're making sure this heritage site is preserved for the next 100 years. " She said upgrades were being planned because there are currently no accessible toilets and there is limited access to the cinema. "It means there's a whole section of our community who aren't accessing our films and the events we put on - this is our opportunity to open up to them," Ms Cook added. The cinema's archives, including film programmes dating back to its opening, will also be shared with the public as part of the project. Meanwhile, two of Kelmscott Manor's rooms, which are currently closed, will be opened as exhibition and archive spaces, and historic buildings in the grounds are to be restored as a cafe, learning centre and activity space. The manor's buildings were described by Morris, a writer and social activist as well as a designer, as looking like they had "grown up out of the soil". " A total of 12 projects and places are receiving a share of the HLF funding. These refugees have been implicated in terrorism in a variety of ways — from being charged with terror-related crimes to having traveled overseas and died in combat. The Department of Justice provided the Senate Subcommittee on Immigration and the National Interest information on individuals implicated in terrorism from 2001 to the end of 2014. The subcommittee has also provided The Daily Caller information on more recent terrorists based on publicly available information. Both lists are not exhaustive on the immigration statuses of the individuals implicated in terrorism. According to a criminal complaint , one of the refugees charged with attempting to support terror overseas, Aws Mohammed Younis Al-Jayab, began communicating with people about his intentions to go to fight in Syria the very same month he was admitted into the U. Another refugee, Issa Doreh was sentenced in a trial with four other Somali immigrants for providing support to Islamist Somali terrorist group al Shabaab. He admitted that he tried to send numerous weapons from Kentucky to Iraq to be used against American soldiers,” U. S Attorney David Hale said in a statement. One of the weapons that Hammadi intended to sell to Al-Qaeda in Iraq were Stinger missiles. Abdinassir Mohamud Ibrahim came to the United States as a refugee in 2007 from Somalia. Court documents reveal his family was “famous” in Somalis as through “his clan lineage, Ibrahim was related to known Somali terrorists.” Ibrahim lied in his request for refugee status and claimed he was part of the persecuted Awer clan. One of the terrorists he was related to is a former leader of al Shabaab. Ibrahim was convicted and sentenced to 15 years for conspiring to provide material support to al Shabaab. Not all the refugees originated from the Middle East or Somalia, as eight came from Bosnia.

97 Turkish FM says parliament to approve deal with Israel next week The Turkish parliament is expected to pass legislation next week making it impossible for Turks to bring legal cases against IDF soldiers and officers involved in the 2010 Mavi Marmara incident, thereby paving the way for a full normalization of ties. Turkish Foreign Minister Mevlut Cavusoglu, speaking on Wednesday to journalists in Ankara, said the reconciliation issue will be finalized before the Turkish parliament goes into summer recess at the end of next week. Malki was also scheduled to meet with Turkish President Recep Tayyip Erdogan and Prime Minister Binali Yildirim. The Turkish Foreign Ministry issued a statement saying that the two sides “will discuss the recent developments in the context of the Palestinian cause, and the steps which may be taken in the upcoming period about the development of strong support provided by Turkey for Palestine in every area.” The German Press Agency reported that Yildirim also spoke by phone with Hamas head Khaled Mashaal. The accord agreed upon on June 27 after years of negotiations had a clear sequence stipulating that after the agreement was signed by both countries, it would go to the Turkish parliament, and only after new legislation was passed would ambassadors be exchanged and the ties be formally normalized. The issue was originally supposed to be taken up by the Turkish parliament by mid July, and new ambassadors announced at the end of the month. The 22-year-old Israeli guard will take part in the New Orleans Pelicans’ training camp in late September with the aim of receiving a minimum contract to become his country’s third-ever NBA player. Dawson was part of the Washington Wizards roster in the Las Vegas Summer League last month, but averaged just 4.8 points in 14.0 minutes over four games. The Maccabi Rishon Lezion star was nevertheless offered to join the team’s training camp, but turned it down knowing he had little chance of being handed a contract at the end of it. 99 Belgian Olympic sailor taken ill after racing in polluted Rio bay A Belgian woman who won a bronze medal in the 2012 London games has become the first Olympic competitor to fall ill after sailing the polluted waters of Rio's Guanabara Bay. Evi Van Acker reported feeling sick after Wednesday's races, World Sailing, the sport's governing body, said. Her poor performances have now put her at risk of missing out on a medal in the laser radial class. Her coach told the Belgian VRT network he believed Van Acker contracted a severe intestinal infection while training in Rio de Janeiro last month. "Evi caught a bacteria in early July that causes dysentery," Wil Van Bladel said. "Doctors say this can seriously disrupt energy levels for three months. It became clear yesterday that she lacked energy during tough conditions. She could not use full force for a top condition. The likelihood that she caught it here during contact with the water is very big. " The poor quality of Guanabara Bay was at the forefront of the build-up to the Olympics. An independent study by The Associated Press news agency has shown high levels of viruses in the water as well as bacteria from human sewage. Van Acker was evaluated by the chief medical officer and the Belgian medical team, World Sailing spokesman Darryl Seibel said. He added that this appeared to be an isolated case and Van Acker was the only sailor who had reported feeling ill in the opening days of the regatta. Van Acker had a "serious gastrointestinal infection a few weeks ago", the Belgian Olympic Committee said, adding: "She has not fully recovered. He sails in the 49er class in which the two-man crew is splashed the whole race. That class is also prone to capsizes. The 49er competition begins on Friday. Van Acker, a favorite to return to the podium in Rio, has had consistently weak performances. She was second and 12th on Monday, second and 29th Tuesday and then 16th and 15th in tough conditions on Wednesday. She is 10th overall with four races left before the medals race. Although that would get her into the medals race, she has 47 points, currently 26 points out of medals position. As the games approached, most sailors tried to deflect talk from the foul water to the competition. "That's a shame," Denmark's Allan Norregaard said about Van Acker's illness. "I don't have much comment on that. " Norregaard had been outspoken about the pollution in Guanabara Bay, particularly the amount of rubbish in the water. "It's a lot better now than it was," said Norregaard, who changed subjects and said the weather conditions on some courses were "just not suitable for the games ... It's scandalous. " At a test event a year ago, sailors complained about the stench of sewage flowing into the harbour at the venue, the Marina da Gloria, just yards from where the boats are launched. That problem was fixed earlier this year when a new sewage system was installed to stop brown, untreated sludge from being poured into the small harbour. Mr Seibel said every morning World Sailing's medical and technical officials evaluated the latest water quality testing data provided by the government to make certain conditions acceptable. "The standard our team uses in assessing water quality is the World Health Organisation standard for primary contact (even though sailing is classified as a secondary contact sport)" he said. 100 Cabinet to OK 2017-2018 budget The cabinet on Thursday was set to approve the 2017-2018 budget plan, which included a series of reforms, tax cuts, and a surge in spending. The minister discussed the budget and were expected to approve it after press time. Prime Minister Benjamin Netanyahu lauded the budget, saying before the cabinet debated its particulars that it will “encourage investment, increase competition, and lower the cost of living.” But Bank of Israel Governor Karnit Flug had harsh words for the plan, saying it cut back on important spending in areas such as education, even while pushing aside previous fiscal limits. The budget plan wiped aside the previous respective deficit targets of 2.5 percent and 2%, setting the target at 2.9% for both years. It reduced personal and corporate tax rates, but also cut spending across-the- board. Further, the budget and attending economic arrangements bill included a series of reforms that Finance Minister Moshe Kahlon has been formulating to tackle some of the central problems of Israel’s economy, such as plans to add competition to the credit and banking markets and reduce bureaucracy on imports. Kahlon noted that the 2016 budget was coming in well below its own deficit target of 2.9%, and that the new budget would help drive the economy. “We have a strong and growing economy,” he said. “The upcoming budget has significant engines of growth of billions in social budgets.” Netanyahu said economic growth is critical for Israel to have a strong social policy. “There is no social policy without an economic policy that encourages growth and creates resources,” he said. “Everything else is talk about allocation and reaping the fruit from the tree. We must constantly see to it that the fruit increases, to cultivate the tree; therefore, thanks to the growth of our economic tree, tax revenues are coming in which allow the state to finance all its needs – the social services in education, social welfare, health, security and all other fields.” Lower taxes, he said will both spur investments in new places of employment, and will also lead more people into the workforce. “They do not do so if taxes are high; they do this when taxes are low and the result is increased tax receipts,” he said. The second engine to economic growth, he argues, is reduced government regulation. “Regulation is strangling the economy,” Netanyahu said. “We are opening the economy.” Thirdly, Netanyahu said, the government is encouraging international technology firms to invest in Israel; and the fourth element spurring economic growth is “major investment in public transportation infrastructures. You all travel on the country’s highways, and you see the great change. We will continue it.” At a briefing with diplomatic reporters two weeks ago, Netanyahu said that Israel’s security rests on a strong military and top-tier intelligence. “The problem is this costs a lot of money,” he said, adding that Israel cannot afford this solely with the military assistance it receives from the US. But Flug took a very different approach, insinuating that the spending measures were reckless, that they rely on rosy predictions, and would likely lead to a deepening of the country’s debt burden. If approved, the budget would mark at least the seventh straight year in which the deficit target was raised or missed altogether. Cutting back spending in critical areas might not be worth tax cuts, especially when the economy is performing moderately well. “Such an increase of the deficit during a period in which the economy is close to full employment may make it more difficult for fiscal policy in the future to support economic activity precisely during periods when conditions may be less favorable,” Flug said. While the budget accounted for its spending over the next two years, she continued, it did so through many one-time measures and delays to expenditures, kicking the fiscal problem down the line until 2019. Flug also indicated displeasure at the fact that the increased spending was not being directed toward the areas of the economy that most needed it for long-term growth. “The current budget proposal includes a restriction on education expenditures in both years, such that those expenditures will increase at a lower rate than required to maintain the level of real service in the system,” she said. Investments in preschool education and to affirmative action were of particular importance. Flug also noted that work incentive programs, though effective in getting more people into the labor force, had only limited success in reducing inequality and poverty among marginalized groups. Similar critiques, she said, applied to healthcare and infrastructure. Yesh Atid MK Micky Levy, a former deputy finance minister, slammed the budget as aimless and damaging. “On the one hand he’s reducing income tax in order to increase private consumption, and on the other hand he puts his hand deep in the pocket of the citizens with a row of tax increases – and implements a wide cut of 2% in all the ministries, something that will hurt public services to citizens,” he said.
