DCMF plans cartoon contest to mark World Press Freedom Day DOHA: To mark the World Press Freedom Day on May 3, Doha Centre for Media Freedom (DCMF) will organise its inaugural DCMF World Press Freedom Cartoon Contest. The centre is looking forward to receiving cartoons from artists from all over the world, depicting the theme of Media Freedom. May 3 was declared World Press Freedom Day by the UN General Assembly In 1993, and each year it serves as a reminder of the difficulties faced by journalists and members of the media around the world. Cartoons can often express stories, news and opinions more clearly than words, and at times of conflict, car- toonists and artists are regularly among the first to be silenced. For World Press Freedom Day in 2013, Doha Centre for Media Freedom would like to honor the brav- ery and creativity of courageous cartoonists and journal- ists who use their work to battle against restrictions imposed on the media and society in general. To this end, DCMF has launched its inaugural DCMF World Press Freedom Cartoon Competition, and looks forward to seeing how cartoonists around the world depict issues related to media freedom. The criteria refers to the theme, which is Media Freedom, so the cartoons must capture any major events related to media freedom in 2012-2013. This compe- tition is open to cartoon- ists from all over the world but participants must be aged 18 and over. Each participant can contribute only one car- toon to the competition and any text written on the cartoon should be translated into English or Arabic. Cartoons can be either black and white or in colour and only original work will be accepted. All submissions must include the name, email address, telephone number and a brief biography of the cartoonist and only still cartoons will be accepted, among other criteria marked by DCMF. A jury of five members, including award-winning cartoonists, will be pre- sided over by the Director of Doha Centre for Media Freedom, Jan Keulen. Egypt, which has suffered political and economic instability since president Hosni Mubarak was ousted, is struggling to curb a run on the pound, which at official rates has fallen 9 percent against the dollar this year. Five market participants said dollars were being offered at rate of 7.55 pounds yesterday, compared to 7.45 pounds just a few days ago. The official interbank rate is 6.80 pounds to the dollar. One foreign exchange dealer attributed the recent fall to increased demand from importers as they seek to meet their dollar needs for second-quarter imports. “For amounts of $10,000 or above the rate is 7.55 pounds to the dollar. Lower amounts are at 7.50 pounds. It’s been like that for two days because supply (of dollars) is scarce,” one dealer in the parallel market said. “The supply will be even lower within two or three days because there is lots of demand. If they don’t add to the foreign reserves then the price of the dollar will go up.” Egypt’s foreign reserves dropped to a critical level of $13.5bn at the end of February, barely enough to cover three months of imports, from $13.6bn the month before. Reserves before the uprising in 2011 stood at $36bn. The central bank, which is due to announce its foreign reserve level this week, said that levels have not declined significantly in March even though it used $1.3bn for imports including essential commodities and oil. In order to control the decline in the local currency the central bank introduced weekly dollar auctions in December. At Thursday’s auction the bank sold $38.4m to banks at a cut-off price of 6.7931 pounds to the dollar. Through the auctions the government is rationing its supply of dollars and giving priority to importers of essential goods, leaving other importers to meet their hard currency needs via the parallel market. Dollars are available but at rising prices, said one executive at an Egyptian company that imports goods from abroad. The recent jump in prices is an indication of a black market that is drying up due to higher demand than supply, one banker said. To draw in more investors, the central bank reopened a scheme this month that guaran- tees foreign investors in Egyptian stocks and government bonds will be able to recover their hard currency when they sell despite the shortages in the country. Egypt is trying to cut its budget deficit in order to secure a $4.8bn International Monetary Fund loan to help its ailing economy and address its foreign exchange crisis. Dana Gas collects $73.7m from Egypt and Kurdistan

DUBAI: Dana Gas has collected a total of $73.7m in receivables from its operations in Egypt and the Kurdistan region of Iraq in 2013, the United Arab Emirates-based company said yesterday. Delays getting paid for supplies of natural gas to Egypt and Kurdistan forced the company to restructure its debt late last year, after it failed to pay a $920m Islamic bond on maturity in October. The overdue payments collected so far this year are equal to about 12.5 percent of the $589m total outstanding receivables still owed to Dana at the end of 2012. “We are pleased to see that our strategy and efforts for address- ing our receivables position in Egypt and the Kurdistan Region of Iraq is yielding results,” Rashid Al Jarwan, Acting Chief Executive Officer of Dana Gas, said. Dana collected around $163m receivables from Egypt last year. But receivables from gas supplied in Egypt still rose from $228m at the end of 2011 to around $236m at the end of 2012, according to Dana’s latest results. Egypt paid Dana $41.3m in January for gas supplied but not paid for, largely due to political upheaval in the North African country since 2011. Talks with Egyptian authorities for the swift repayment of the rest are ongoing, Dana said in the statement to the Abu Dhabi stock exchange. Kurdistan Regional Government (KRG) debts to Dana for fuel supplied stood at around $353m at the end of 2012, up from around $240m at the end of 2011. Dana collected $32.4m of that in January, following a $48m payment by the KRG to Dana in December 2012, it said. The Sharjah-based energy firm said yesterday that it was on track to complete the refinancing of the sukuk in the second quarter of 2013. It postponed a shareholder vote on restructuring the sukuk to April 23, after a meet- ing on March 24 failed to meet the required quorum. The company also said it was on track with its Zora gas project, which is 33km off the coast of Sharjah, and would begin drilling in the third quarter.
