United Nations A/70/849–S/2016/398 General Assembly Distr.: General 28 April 2016 Security Council Original: English General Assembly Security Council Seventieth session Seventy-first year Agenda items 35 and 40 Protracted conflicts in the GUAM area and their implications for international peace, security and development The situation in the occupied territories of Azerbaijan Identical letters dated 27 April 2016 from the Chargé d’affaires a.i. of the Permanent Mission of Azerbaijan to the United Nations addressed to the Secretary-General and the President of the Security Council Further to the letter from the Minister of Foreign Affairs of the Republic of Azerbaijan, Elmar Mammadyarov, dated 20 April 2016, on the recent escalation of the situation at the line of contact of the armed forces of Armenia and Azerbaijan and the border between the two States, I would like to draw your attention to the latest gross violation by the armed forces of the Republic of Armenia of the ceasefire agreement of 5 April 2016, reached in Moscow between the Chiefs of the General Staff of the Armed Forces of the Republic of Azerbaijan and the Republic of Armenia, with the assistance of the Chief of the General Staff of the Armed Forces of the Russian Federation. The armed forces of Armenia, while concentrating additional forces and military equipment at the line of contact, starting from 23 April 2016, fired intensively on the positions of the armed forces of Azerbaijan and the civilian settlements near the confrontation line using large-calibre weapons, mortars, grenade launchers and heavy artillery. -

ARMENIAN CRIMES KHOJALY GENOCIDE Over the night of 25-26 February 1992, following massive artillery bombardment, the Armenian armed forces and paramilitary units, with the support of the former USSR’s 366th Motorized Infantry Regiment attacked an Azerbaijani town of Khojaly. Around 2,500 remaining inhabitants attempted to flee the town in order to reach Aghdam, the nearest city under Azerbaijani control. However, their hope was in vain. The Armenian forces and paramilitary units ambushed and slaughtered the fleeing civilians near the villages of Nakhchivanly and Pirjamal. Other civilians, including women and children were either captured by the Armenian soldiers or froze to death in the snowy forest. Only a few were able to reach Aghdam. 1 During the assault both former presidents of Armenia, Serzh Sargsyan and Robert Kocharian, as well as other high-ranking officials (Zori Balayan, Vitaly Balasanyan and etc) of Armenia, participated personally in the Khojaly Genocide. Speaking to foreign journalists, Armenia’s leaders have admitted their participation and shown no remorse. 2 THE VICTIMS OF THE KHOJALY GENOCIDE • 613 people killed, including 63 children; 106 women; 70 elderly; • 8 families completely annihilated; • 25 children lost both parents; • 130 children lost one parent; • 487 wounded; • 1275 taken hostage; • 150 still missing. 3 4 5 6 7 8 9 10 11 KHOJALY GENOCIDE IN INTERNATIONAL MEDIA The Khojaly tragedy was widely covered in the international media despite the information blockade and the large-scale Armenian propaganda effort. Let me take this opportunity to congratulate the EBRD on its 30th anniversary and call your attention to another anniversary, later this year. Republic of Azerbaijan marks 30 years since the country gained its independence after collapse of the Soviet Union. Our success in transition towards a market economy is also the EBRD’s success as we have strong and lasting partnership over 29 years. The EBRD has so far invested 3.1 billion EUR through 177 projects in the country. The value of the current portfolio of projects supported by the EBRD in Azerbaijan is more than 1.15 billion EUR. Since 1990, it has raged on to varying degrees. On the morning of Saturday, September 27, 2020, Azerbaijan and Armenia announced the resumption of fighting. The two sides blamed one another for triggering the fresh round of fighting. Armenian Prime Minister Nikol Pashinyan announced that Azerbaijan had launched a mis- sile and ground attack on the Nagorno-Karabakh region, an Armenian-majority region which declared its indepen- dence from Azerbaijan in 1992. Meanwhile, the Azerbaija- ni president asserted that Armenia had mounted an attack on Azerbaijani regions located along the line of contact be- tween the two countries, which was demarcated after the end of the major war between the two countries in 1994 that left more than 30,000 people dead and led Armenia to occupy almost 20 percent of Azerbaijani territories. This report intends to offer a realistic portrayal of the scope of the Azerbaijani-Armenian conflict, evaluating the extent of its impact on the Middle East and the conflicts raging therein, and the potential opportunities it offers and challenges it poses to the region’s countries. -

Executive summary Excessive abstraction of water is one of the key problems of water management in Azerbaijan, which leads among other problems to drying out of many small rivers as a consequence of massive water intake. Ensuring environmental flows in rivers can protect the proper functioning of aquatic ecosystems, thus, contributing to meeting environmental objectives. -
