Irrespective of the event at hand—from the bombing of the Federal Bureau of Investigation building in Oklahoma in 1995 to 9/11 to the school shootings in Sandy Hook in 2012 to the Covid-19 pan- demic—a steady swell of online support for conspiracy theories has finally risen to the fore. Vast archipelagoes of believers in various theories now exist and propagate their unsubstantiated claims to fellow believers. Where previously there was an effort to string together a narrative of possibilities that involved gov- ernmental secrecy and evil elites, by the 2020 election season all pretensions of a ‘theory’ have been done with. Currently, a movement that calls itself QAnon, which usually thrived in the rabbit holes of the internet, has now emerged into the open, af- fecting elections and choosing representatives. Their stridency in public meetings is matched only by the obduracy of their as- sertions that make them unresponsive to reason and evidence. These include claims such as the ‘lizard people control the world’ or ‘Hillary Clinton is Satan’ or ‘masks against the coro- navirus is the beginning of Shariah law’; any effort to refute is further evidence of another underlying conspiracy. ne-upmanship is as much a game for individuals as countries. So, when Mao Zedong received Nikita Khrushchev, who could not swim, in his swimming pool, the Russian knew at once “it was Mao’s way of putting himself in an advantageous position”. Khrushchev played along for a while, wearing water wings to splash beside Mao while interpreters ran up and down the sides of the pool. Then, having “got sick of it”, he crawled out to sit on the edge dangling his legs in the water. “Now I was on top and he was swimming be- low,” Khrushchev mused, delighted at outwitting the leader of zhongguo, the ‘Middle Kingdom’ or ‘Central Country’, as China called itself. It has been modernising its army and navy so that a world-class fighting force can secure and sustain what it sees as its rightful place in international affairs. Others, too, have noted that China’s political leadership is bursting with self-confidence. It is prepared to take far more foreign policy risks than before. China’s maritime disputes with almost every East and Southeast Asian power have taken on a much higher strategic salience since the 2000s. The military advantage India claims in the latest turn of events in Ladakh must have seemed especially galling, leaving Xi Jinping somewhat in the position of the red-faced Mao after being nimbly upstaged by the seemingly clod-hopping Khrushchev. Or so, the Indian media concluded from the unofficial press conferences, private briefings for the favoured few and whispered confidences that pass for communication under an undemocratically secretive regime. Given the logistics of the inaccessible scene of action, the utter opaqueness of whatever is taking place there, and the way Parliament has been gagged, one cannot blame excitable but fact-starved tele- vision channels too much for letting imagination run wild as they concoct robustly patriotic tales out of thin air. Could this become a full-blown conflict between two large neighbours with well- equipped armed forces who are also nuclear powers? Any resemblance to the CPC and Mao Zedong is purely coincidental. Events, episodes and lessons from the Warring States Period form a compilation that has become essential reading in, and about, China. In 2015, the changes came to be actualised with the raising of new theatre commands and additional elements—Strategic Support Force (cyber and digital warfare) and Joint Logistic Support Force—under the PLA. The India-oriented Western Theatre Command came to be raised on February 1st, 2016. And later that year its commander was a guest in Delhi. After years of endless discussion, debate and committee reports, India announced General Bipin Rawat as the first CDS. In effect beginning the reform process from the top of the pyramid rather than strengthening the basic structure. The appointment has created more loops within the civil-military bureaucratic structure than can be easily understood from the outside. Theatre commands remain a far-off aspiration while the low-hanging joint logistics structure has not been achieved as yet. And it cannot be until India’s armed forces are rational- ised for size, deployment and long-term security challenges.
