If it is reproduced, the ASPJ requests a courtesy line. he spring of 2018 marked the 75th anniversary of the execution of the first high-value individual (HVI)/target of opportunity (TOO) operation by air- power in history. On 18 April 1943, 18 Army Air Corps P-38 Lightning fight Ters took off from an airfield on Henderson Island in the south Pacific Ocean, slated to target Adm Isoroku Yamamoto, the commander of the Japanese Imperial Navy. Based on the successful intercept of the admiral’s itinerary via the codebreakers working at Station HYPO (also known as Fleet Radio Unit Pacific) in Hawaii, the US knew of Yamamoto’s plans to visit the Japanese base at Bougainville Island in Papua, New Guinea. The US fighters, maintaining radio silence and flying low over the ocean to evade Japanese radar, successfully ambushed the two Japanese bomb ers and six escort fighters, shooting down both bombers, one of which held the ad miral. With the loss of only one plane, the US managed to eliminate one of the top military commanders in the Japanese military and score a huge propaganda vic tory. -

Hornfischer, author of Neptune’s Inferno: The U.S. Navy at Guadalcanal (Bantam Books, 2011) In the age of sail, before the days of mineral- burning warships, our ships of the line moved with the wind, unconstrained by the scarcity of consumables beyond those required by their crews to subsist. A hundred years later, in the nuclear age, our naval leaders enjoyed similar freedom from time to time, driving ships powered by the near-limitless capacity of nuclear propulsion. In between, however, was another era entirely. World War II, as increasingly again now, was a time when all naval commanders had to reckon with the 1 restrictions imposed by the scarcity of fuel, both in supply and in transport. The operating radius of their ships, and their time on station, were thus constrained. “If an enemy lay beyond that radius, the fleet might as well be chained to a post,” a maritime historian has written. During the Guadalcanal campaign, from August to November 1942, scarcity of fuel was a factor in every type of operation. In the skies, our fighter pilots fought air-to-air, above and around their own base, giving them a tactical advantage over the Japanese, who were fighting at the outer limit of their range. On the ground, our Marines needed fuel for their vehicles, and, occasionally, chemical recreation. They discovered that torpedo fuel, transported and stored in convenient five-gallon cans, could be mixed with papayas, limes and fruit juice. -

Source: Wikipedia at http://tinyurl.com/nowc5hg. n the morning of December 7, 1941, Imperial Japanese Navy (IJN) aircraft set out on one of the most famous operations in military Ohistory: a surprise air attack on the US naval base at Pearl Harbor, Hawai`i. The attack was devised and fashioned by Admiral Yamamoto, whose entire military career seems to have been leading to this very moment. Yamamoto was a naval officer who appreciated and under- stood the strategic and technological advantages of naval aviation. This essay will explore Yamamoto’s military career in the context of Imperial Japan’s aggressive expansion into Asia beginning in the 1890s and abruptly ending with Japan’s formal surrender on September 2, 1945, to the US and its Allies. In 1901, he passed the Impe- rial Naval Academy entrance exams with the objective of becoming a naval officer. Yamamoto genuinely respected the West—an attitude not shared by his academy peers. The IJN was significantly influenced by the British Royal Navy (RN), but for utilitarian reasons: mastery of technology, strategy, and tactics. -

Naval Shipbuilding Expansion: The World War II Surface Combatant Experience Dr. Norbert Doerry1 (FL), Dr. Philip Koenig1, P.E. (FL) 1. Naval Sea Systems Command, Washington, D.C. From the demise of the Soviet Union in 1991 to the present day, the U.S. Navy has exercised uncontested control of the high seas. In the absence of peer naval competition, the surface combatant force was re-oriented towards land attack and near-shore operations in support of power projection. This historically unprecedented strategic situation appears to be nearing its end with the rapid growth and reach of the new 21st century Chinese navy and the reinvigoration of the Russian fleet. In response, U.S. Navy strategic planning has been re-balanced towards naval warfare against growing peer competitors, and the naval shipbuilding program is being ramped up. The last time this took place was in the run-up to World War II. What can we learn from that experience, so that the currently planned buildup can be as effective as possible? This paper offers an introductory examination of how the U.S. planned, designed, and built the surface combatant fleet during the interwar period (1920-1941), with a focus on destroyers. After accounting for differences in warship complexity and the industrial and shipbuilding capabilities of the United States of the 1930’s and 1940’s as compared to today, lessons for today’s surface combatant designers and program managers are identified and discussed. Recommendations are made for further work. KEY WORDS nuclear, industrial-scale war can no longer be dismissed. -

Kan Specialist in Asian Security Affairs July 6, 2010 Congressional Research Service 7-5700 www.crs.gov RL32496 CRS Report for Congress Prepared for Members and Committees of Congress U.S.-China Military Contacts: Issues for Congress Summary This CRS report, updated as warranted, discusses policy issues regarding military-to-military (mil-to-mil) contacts with the People’s Republic of China (PRC) and provides a record of major contacts and crises since 1993. The United States suspended military contacts with China and imposed sanctions on arms sales in response to the Tiananmen Crackdown in 1989. In 1993, the Clinton Administration re-engaged with the top PRC leadership, including China’s military, the People’s Liberation Army (PLA). Renewed military exchanges with the PLA have not regained the closeness reached in the 1980s, when U.S.-PRC strategic cooperation against the Soviet Union included U.S. arms sales to China. Improvements and deteriorations in overall bilateral relations have affected military contacts, which were close in 1997-1998 and 2000, but marred by the 1995-1996 Taiwan Strait crisis, mistaken NATO bombing of a PRC embassy in 1999, the EP- 3 aircraft collision crisis in 2001, and aggressive naval confrontations (including in 2009). In 2001, President Bush continued the policy of engagement with China, but the Pentagon skeptically reviewed and cautiously resumed mil-to-mil contacts. Secretary of Defense Donald Rumsfeld, in 2002, resumed the Defense Consultative Talks (DCT) with the PLA (first held in 1997) and, in 2003, hosted General Cao Gangchuan, a Vice Chairman of the Central Military Commission (CMC) and Defense Minister.
