As an Interested & Affected Party, notice is hereby given, that the Mogalakwena Municipality is applying for Environmental Authorisation in terms of Regulation 982 of the EIA Regulations published in Government Notice No. 38282 of 2014 and Section 24(5) read with section 44 of the National Environmental Management Act, 1998 (Act No. 107 of 1998), for the proposed construction of water supply pipelines and associated infrastructure as part of their Water Master Plan. Details are listed below: Project Name: Mogalakwena Municipality Water Master Plan: Phase 2A Bulk Water Supply Zone 1 (Cluster 1 & 5) Project description: The project will consist of the following main components: 1. Cluster 1 (Jakkalskuil/Kromkloof): Proposed construction of approx. 40 reservoirs (sizes between 150m3 and 3 500m3) Water treatment facility covering and area of approx. 5 000m2 Proposed construction of a 40km bulk water pipeline with a diameter of approx. 500mm from the Bakenberg area to the N11 near Tiberius and various other size pipelines (sizes with a diameter between 50mm and 355mm), measuring approx.190km in length, linking boreholes with the treatment facility and bulk pipelines with the reservoirs. The project will assist to supply water for the following areas: Mamatlakala, Lesodi, Makekeng, Skilpadskraal, Rantlakane, Leyden, Kaditshwene, Basterspan, Dikgokgopeng, Lusaka Ngon, Mabuladihlare, Mabula, Harmansdal, Marulaneng, Kabeane, Jakkalskuil, Bohwidi, Van Wykspan, Kromkloof, Galakwenastroom, Paulos, Wydhoek, Nelly, Skrikfontein, Raadslid, Malapila, Vlakfontein, Matebeleng, Diphichi, Ramosesane, Kgopeng & Buffelhoek. 2. Cluster 5 (Thabaleshoba): Proposed construction of approx. 19 reservoirs (sizes between 150m3 and 1 000m3) 1 Water treatment facility covering and area of approx. 5 000m2 Proposed construction of various size pipelines (sizes with a diameter between 110mm and 315mm), measuring approx. 102km in length, linking boreholes with the treatment facility and other pipelines with the reservoirs. The project will assist to supply water for the following areas: Ga-Tlhako, Taueatswala, Rebone, Galakwena, Tipeng, Thabaleshoba, Uitzicht, Vergenoeg, Sodoma, Sethuphulane, Lennes & Preezburg. Location: The project is located in the Mogalakwena Local Municipality area, Waterberg District, Limpopo Province. The majority of pipelines will be constructed next to existing roads, power lines and existing pipelines. Maps indicating the location of the project components are enclosed to this letter. 3. The above act requires an Environmental Impact Assessment (Basic Assessment) for the above activity. Such a study is currently being undertaken by Tekplan Environmental (in order to determine whether the proposed activity will result in any significant environmental impacts). The application will be submitted to the Limpopo Department of Economic Development, Environment and Tourism (DEDET) for approval. 4. The proposed pipelines will cross several streams/rivers and an Application for a Water Use License (General Authorization for stream crossings) in terms of Section 21(c) & (i) of the National Water Act, Act 36 of 1998 will also be submitted to the Department of Water and Sanitation for approval. 5.     MAYOR’S FOREWORD The year 2012 is special because it marks the centenary of the African National Congress which is the ruling party in the country and the majority party in our municipality. We acknowledge the fact that there are still challenges of poverty, inequality, unemployment, and underdevelopment even after 18 years in a democracy. This acknowledgement is informed by the challenges that were raised by the communities during Community Based Planning, IDP Analysis Phase, and prioritization of needs of the IDP/Budget process. As a municipality we have taken note of the State of the Nation Address, State of the Province Address, and the Budget of the Waterberg District in terms of infrastructure development in order to stimulate the economy of our municipality. In his State of the Nation Address, the State President has said that, “Firstly, we plan to develop and integrate rail, road and water infrastructure, centred around two main areas in Limpopo: the Waterberg in the Western part of the province and Steelpoort in the CLLR. T. A. MASHAMAITE eastern part. These efforts are intended to unlock the enormous mineral belt of coal, platinum, palladium, chrome and other minerals, in order to facilitate increased mining as well as stepped-up beneficiation of minerals.” This address calls for us as a municipality to capacitate our Local Economic Development section to be able to plan ahead for these developments which are intended to stimulate our economy.     MOGALAKWENA LOCAL MUNICIPALITY State of Service Delivery in Mogalakwena Local Municipality Presentation to NCOP 29 October 2020 Background and Overview • Mogalakwena Municipality is situated in the western quadrant of the Limpopo Province, within the Waterberg District Municipality, and is bordered by Lepelle Nkumpi Local Municipality to the east, Mookgophong Local Municipality to the south, Lephalale Local Municipality to the west and Blouberg Local Municipality to the north • The total geographical area of the Mogalakwena is approximately 6166.0740 square kilometres • Mogalakwena Local Municipality constitute over 45 % of the Waterberg District Municipality’s total population with 307 682 and 79 396 households • The municipality consists of 3 proclaimed townships and 178 villages and also covers a range of other smaller settlements in the area between Mokopane and Rebone. • Development in Mogalakwena is based on three economic pillars: • tourism, agriculture and mining 2 GOVERNANCE • The municipality is constituted by 32 wards with 63 councillors – 32 ward councillors and, 31 PR councillors – 52 ANC councillors – 13 EFF – 6 DA – 1 COPE – 1 MRA – 1 VF Plus – 1 AZAPO • It should be noted that 1 ANC ward councillor resigned during 2018/19 Financial Year. • By-elections were then held in December 2018.     HANDOVER CEREMONIES FOR JAPANESE GRANT ASSISTANCE PROJECTS IN LIMPOPO On Friday, the 8th of November 2013, two handover ceremonies took place in Limpopo Province. These were to celebrate the completion of new classrooms and the expansion of a drop-in centre, which were funded by the Government of Japan through its Grant Assistance for Grassroots Human Security Projects (GGP). The first handing over ceremony took place at Mapuso Primary School in Mapela and was attended by Mr Shigeki Omura, Second Secretary of the Embassy of Japan, Mr Ndo Mangala, District Senior Manager at the Department of Basic Education, Mr Simon Maringa, Principal of Mapuso Primary School, as well as learners, teachers and community members. Mapela Primary School was founded in 1983 and is situated in a rural area with high rates of unemployment and poverty. In order to assist with improving the educational environment of Mapuso Primary School, the Government of Japan granted R666,600 for the construction of a block with a laboratory, a classroom, a remedial teaching centre, a kitchen and storage room for their feeding scheme, toilets and a wellness centre for OVCs. At the occasion, Mr Omura said that the Government of Japan is “especially keen to assist with improving education in this country, and thereby contribute towards the greater goal of poverty eradication”. He said that it was their wish that the new building will provide Mapuso Primary School with a greater ability to extend knowledge to the youth of its community. The second handover ceremony took place at the Waterberg Welfare Society (WWS) in Vaalwater and was attended by Mr Shigeki Omura, Ms Elizabeth Lekalakala, the Mayor of Modimolle Local Municipality, Ms Mary Stephenson, Chief Executive Officer of WWS, as well members of staff and the community.

The District municipality is bordered by Botswana on the West, and Capricorn and Sekhukhune on the eastern side [2].
