BID INVITATIONS FOR SUPPLIES, SERVICES AND DISPOSALS DEPARTMENT: LIMPOPO PROVINCIAL TREASURY NOTICE TO ALL SUPPLIERS OF GOVERNMENT IN LIMPOPO The National Treasury has released the revised Preferential Procurement Regulations on the 8th June 2011, which have been aligned with the aims of the Broad-based Black Economic Empowerment Act and its associated Codes of Good Practice. The revised regulations are also in line with government’s Industrial Policy Action Plan. These regulations can be found on the Limpopo Provincial Treasury website on this link: http://www.limtreasury.gov.za or National Treasury website at http://www.treasury.gov.za/divisions/sf/sc/PPPFA/1-34350%208-6%20NatTreas.pdf The main changes contained in the revised regulations are as follows: a) Previously bidders scored a maximum of 80 or 90 points for price, and 20 or 10 points for black ownership and for promoting specified RDP goals. The points for price will remain unchanged, while bidders will now score up to 20 or 10 points for their B-BBEE status level of contribution. b) All bidders will have to submit BEE rating certificates, issued by either verification agencies accredited by the South African Accreditation System (SANAS), registered auditors approved by the Independent Regulatory Board for Auditors (IRBA), or approved Accountants. c) Previously, the threshold value for the distinction between the 80/20 and 90/10 preference point system was R500 000. This has now been increased to R1 million to stimulate the development of small enterprises. It is worth noting that the National Treasury threshold values for both quotations and competitive bidding remain unchanged until further notice. d) To promote uniformity throughout the public sector procurement system, the revised regulations will also be applicable to schedule 2, 3B and 3D public entities, which were previously exempted. NB: The new regulations become effective from 7 December 2011 to allow enterprises to become BEE rated. All suppliers are therefore requested to comply before December 2011 to be considered for business with government. They should submit such certificates to the government institutions that they are doing business with before the 7 December 2011. Retrospective observations of the processes of recordings the nurses performed on the RtHC (ṉ=36) were carried out to collect data. A checklist was used to aid the observations. Furthermore, face-to-face interviews were administered on participant nurses in collaboration with document review. The results of this paper revealed considerable omissions on the administration and management of the RtHC instrument. Crucial information was also incorrectly recorded while some was never recorded at all. Clinic managers should continuously monitor the nurses on the administration and management of the RtHC to ensure quality. Key words:

    MAYOR’S FOREWORD The year 2012 is special because it marks the centenary of the African National Congress which is the ruling party in the country and the majority party in our municipality. We acknowledge the fact that there are still challenges of poverty, inequality, unemployment, and underdevelopment even after 18 years in a democracy. This acknowledgement is informed by the challenges that were raised by the communities during Community Based Planning, IDP Analysis Phase, and prioritization of needs of the IDP/Budget process. As a municipality we have taken note of the State of the Nation Address, State of the Province Address, and the Budget of the Waterberg District in terms of infrastructure development in order to stimulate the economy of our municipality. In his State of the Nation Address, the State President has said that, “Firstly, we plan to develop and integrate rail, road and water infrastructure, centred around two main areas in Limpopo: the Waterberg in the Western part of the province and Steelpoort in the CLLR. T. A. MASHAMAITE eastern part. These efforts are intended to unlock the enormous mineral belt of coal, platinum, palladium, chrome and other minerals, in order to facilitate increased mining as well as stepped-up beneficiation of minerals.” This address calls for us as a municipality to capacitate our Local Economic Development section to be able to plan ahead for these developments which are intended to stimulate our economy. We re-commit ourselves as a municipality to work towards a clean audit report in 2014. We once more thank you for your support and wish all citizens well.

When a group of Voortrekkers from Natal under Frans Joubert had settled there, a man called Scholtz shot an elephant at dusk and on returning next morning found that the tusks had been removed. The river flowing through the poort was then called Steelpoort River (‘steel’ meaning steal). Restitution is one of three main elements in South Africa’s land reform program, which began in the mid 1990s and is still ongoing. There is a dearth of research on how the government has pursued restitution in northern Limpopo. Little is known about how claims for restitution have been completed; how and why those involved – ranging from white farmers and restitution claimants to government officials – have negotiated the program; or what will be the outcomes of restitution in the research area. Geographers, moreover, have contributed very little to the literature on restitution as a whole. Using qualitative research methods conducted during nine months of fieldwork in northern Limpopo, and examining the program with concepts of place, territory and class in mind, this dissertation addresses some of the shortcomings of the restitution literature. It details three main findings. First, that the government has pursued imaginative, innovative, yet ultimately authoritarian solutions to the challenge of transferring expensive commercial farmland to the rightful owners. The government has drawn upon ii the resources and technical expertise of white-owned agribusinesses, whose interest in restitution, although still unclear, is certainly driven by a desire to profit from the situation.

    CAPITAL EXPENDITURE PROJECT LISTING 1 January 1993 to 31 December 2019 NEDBANK GROUP ECONOMIC UNIT 11 February 2020 NOTES: Definition: The schedule is a listing of capital projects announced in the Republic of South Africa. It includes: • Only projects valued at R20 million or more. • Projects of an expansionary nature, i.e. capex which allows for an increase in the level of output, rather than pure replacement investment which involves the replacement of worn-out or outdated capital goods necessary for the continued operation and the maintenance of current output levels. The exceptions are: • investment in equipment or machinery which reduces the harmful effects of pollution, and • technological upgrading of equipment and machinery. • Projects funded by both the private and public sectors. • Projects reflecting direct foreign involvement. The listing is compiled on a sectoral basis, conforming to the Standard Industrial Classification. Limitations: Any analysis of the data needs to take account of the limitations outlined below: • The schedule highlights significant areas of investment expenditure and not the absolute total value of all capital investment undertaken in the country. It serves as a rough guide to the general direction in which investment is moving and as an indication of the level of confidence in the economy. • The full extent of replacement capital expenditure is not captured as mainly expansionary capital expenditure are published and recorded. • In certain sectors a reliable indication of investment activity is not possible as typical investments are not large enough to be included in the schedule, even though the total capital expenditure in the sector may be substantial.
