The location of the route is shown in Figure 1. Figure 1 Locality map Four possible routes are proposed. Route 1 is the central alternative, running north- eastwards from Steelpoort past Burgersfort, Diphuti and south of Mica to the Foskor 4 substation. Route 2 is a southern diversion to the east of the Drakensberg, running past Hoedspruit, while Route 3 is a southern diversion to the west of the Drakensberg, running close to Ohrigstad.

Steelpoort is a mining town in Sekhukhune District Municipality in the Limpopo province of South Africa. It is located on the border with Mpumalanga province. Mining operations around Steelpoort include the Dwarsrivier chrome mine (30 km from Steelpoort, located in Mpumalanga) owned by Assmang, Tweefontein chrome mine and Tubatse Ferrochrome, owned by Samancor, Two Rivers and Modikwa platinum mines managed by Patrice Motsepe’s African Rainbow Minerals, as well as Mototolo platinum mine and the Lion Ferrochrome smelter, both owned by Xstrata. The name Steelpoort is believed to be derived from a hunting expedition that took place either in the late 19th century or the early 20th century. When a group of Voortrekkers from Natal under Frans Joubert had settled there, a man called Scholtz shot an elephant at dusk and on returning next morning found that the tusks had been removed. The river flowing through the poort was then called Steelpoort River (‘steel’ meaning steal). It includes: • Only projects valued at R20 million or more. • Projects of an expansionary nature, i.e. capex which allows for an increase in the level of output, rather than pure replacement investment which involves the replacement of worn-out or outdated capital goods necessary for the continued operation and the maintenance of current output levels. The exceptions are: • investment in equipment or machinery which reduces the harmful effects of pollution, and • technological upgrading of equipment and machinery. • Projects funded by both the private and public sectors. • Projects reflecting direct foreign involvement. The listing is compiled on a sectoral basis, conforming to the Standard Industrial Classification.
