For Customs (custody transfer) purposes, the 12-inch and 8-inch segments of the Glacier system between the United States/Canadian border and Cut Bank Station are called Aurora Pipeline. On the southern end of the system (included in the Billings Area Pipeline Zone Response Plan), an 8-inch and a 6-inch line flows northward from Frannie, Wyoming to Billings, Montana. Revision: March 2017 A7-1 ©© TheThe ResponseResponse PaPa Glacier Area Appendix 7: Response Zone Appendix ERAP Major Stations Cut Bank Station: PO Box 1252, Tank Farm Hill, Cut Bank, MT 59427 Description: Cut Bank Station is the originating pump station on the Glacier system. Crude oil is received from Plains Pipeline 12-inch line. Receipts are delivered to pipeline tankage or delivered to foreign tankage at Cut Bank. Custody transfer of materials received from Plains Pipeline is based on Meter 1 at Cut Bank. Driving Directions: On Highway 2, on Humble Road (milepost 256.5), east end of Cut Bank. Turn right going south 0.25 miles. Buffalo Station: West Dry Creek Road, 0.75 miles south of the intersection of Buffalo Canyon Road and West Dry Creek Road, Buffalo, MT Description: Buffalo Station is an injection into the Glacier 12-inch line out of Plains Pipeline tankage, which are two 105,000 bbl tanks. Driving Directions: Take Highway 191(3.35 miles north of Gameil) to gravel road. Take left and head west and then north 1.5 miles and site will be on right side. Pipeline Description The geography of the land along the pipeline can be described as a high mountain plain containing mountainous regions that has significant elevation changes and consists of numerous small drainage areas, creeks, and rivers. While some use of the land is for agriculture purposes, most of the pipeline runs through sparsely populated and undeveloped land. A spill originating from this pipeline is likely to be discovered quickly and response conducted immediately upon discovery. However, this Plan is designed for a worst case scenario, which is a catastrophic tank or pipeline failure under extreme weather conditions during flood conditions. The system is comprised of four major segments that are as follows: • 8"/10” mainline from Canada Border to Billings, MT • 12" mainline from Cut Bank to Billings, MT • 8" mainline from Billings, MT to Byron, WY (Idle pipeline; purged) • 10” Transfer line from Billings to Lockwood The northern Glacier pipeline is included in the Glacier Area Response Zone ICP and the Southern portion of the Glacier Pipeline is included in the Billings Area Pipeline Zone Response Plan The pipeline is constructed of pre-1970, 6, 8, 10 and 12 inch ERW pipe. Various grades of crude oil are handled through pipeline. The grades range from heavy sour to butane.
