OPENING STATEMENT OF HON. ED WHITFIELD, A REPRESENT- ATIVE IN CONGRESS FROM THE COMMONWEALTH OF KEN- TUCKY Mr. WHITFIELD. I would like to call this hearing to order this morning. I might say that this is the 17th day of hearings that we have had on energy in America. Frequently, President Obama in his speeches talks about Amer- ica having only 2 percent of the world’s proven oil reserves. Today, we are going to discuss how Canada took action to increase its proven reserves several-fold by allowing the development of oil sands in Alberta. We know that in Canada and in the U.S., there have many groups that have opposed additional oil production in both countries, but Canada faced that situation and as a result, as I have indicated, dramatically increased their proven oil reserves. As a result of that, those of us in America, many of us, are going to continue to advocate for the Keystone XL Pipeline Expansion project that could bring an additional 700,000 barrels of oil a day to Midwestern and Gulf Coast refineries from Canada. Although new production capacity in Estonia and China has come online recently, efforts in other places are on indefinite hiatus or are well behind schedule relative to what was anticipated just a few years ago.     1 ALLAN A. WARRAK Allan Alexander Warrack was born on May 24, 1937 in Calgary, Alberta and was raised in Langdon, southeast of the city. He attended Olds Agricultural College before going on to the University of Alberta where he received a B Sc degree in agricultural sciences in 1961. He then attended Iowa State University where he obtained MS and PhD degrees in 1963 and 1967, respectively. He began teaching at the University of Alberta and, in 1971, ran for provincial office in the riding of Three Hills. He defeated the Social Credit incumbent by eight votes and was part of the victory that brought the Progressive Conservative party to power ending 36 years of Social Credit rule. The new Premier, Peter Lougheed, appointed him to the Executive Council of Alberta and Minister of Lands and Forests. Warrack ran for a second term in office, in 1975, and readily defeated three other candidates, and was appointed Minister of Utilities and Telephones. Warrack retired from provincial politics at dissolution of the Legislative Assembly in 1979. He returned to the University of Alberta where he initially taught agricultural economics and later business economics in the Faculty of Business. He moved up the academic ranks and became a tenured professor as well as serving for five years as University of Alberta Vice-President Administration and Finance. Warrack also served as Associate Dean of the Master of Public Management Program. He is the recipient of a number of awards including the Province of Alberta Centennial Medal (2005) and the University of Alberta Alumni Honour Award (2009).

Major changes in the creation of stories have always been depending on technical constraints: epic was the main poetic genre of orality, novel the main literary genre fostered by literacy, and TV series are the main audiovisual genre. TV series are composed by a superimposition of semiotic levels (images, sounds, and texts); accordingly, they require a competent audience that is committed to a united hermeneutic effort. Twin Peaks, the TV series created by David Lynch and Mark Frost, is a complex narrative enthusiastically analyzed by an active fan base on online forums. Literariness and Narrativity By the 1920s, both Roman Jakobson and Viktor Šklovskij proposed the concepts of literariness and the poetic function of language, which characterized poetic texts among other forms of verbal communication. According to the definition of literariness, every text—not only a work of art—could possess it, as long as it’s defamiliarized to some degree. The contemporary concept of narrativity allows a further enlargement of the poetic field to messages elaborated on and transmitted by media other than paper or electronic texts, and not entirely made of words, so gaining audiovisual narratives full citizenship of poetic creation.
