    JEMEAA - VIEW How the Israel Defense Forces Might Confront Hezbollah DR. EHUD EILAM The inevitability of another war between Israel and the Hezbollah terrorist organization seems nearly certain; however, at present, neither belligerent in this longstanding feud desires immediate conflict.1 The two sides confronted each other in Lebanon in the 1980s and in the 1990s, until the Israel Defense Forces (IDF) withdraw from that country in 2000, concluding a campaign that had come to be known as the “Israeli Vietnam.” In 2006, war erupted between the two combatants again, lasting a mere 34 days.2 That war ended in a draw. Since then, the two sides have been preparing for another round. In recent years, the IDF has been adapting to fight hybrid forces such as Hez- bollah and Hamas, instead of focusing on the militaries of Arab states like Syria and Egypt. This transformation has been a challenging process, although overall the risk of state- on- state war is much lower for Israel in comparison with the era of high intensity wars (1948–1982). Even a coalition of hybrid forces together with the Syrian military in its current strength does not pose an existential threat to Israel, in contrast to the danger of an alliance between Arab states from the 1950s to the 1970s. However the IDF still must be ready for major combat.3 Since 2012, Israel has carried out hundreds of sorties in Syria, aiming to reduce as much as possible the delivery of weapons to Hezbollah in Lebanon.4 Israel avoided directly attacking Hezbollah in Lebanon, although some in Israel sup- port a preemptive strike against the terrorist organization.5 There is a low proba- bility that Israel will conduct a massive surprise offensive against Hezbollah due to its cost and the uncertainty of the outcome.

    Challenges of the Israeli Defense Industry in the Global Security Market Asher Tishler and Gil Pinchas The size, development, and ownership structure of the Israeli defense industry depend on Israel’s defense needs, geopolitical changes in the Middle East, the size and power of the Israeli economy, and various aspects of Israeli society. Developments in the global defense industries and market also have a direct impact on the industry in Israel. While most of the world’s large defense companies are privately owned, a number of large Israeli defense companies are owned fully or partially by the government (Israel Aerospace Industries [IAI] and Rafael Advanced Weapons Systems, for example). Furthermore, the Israeli government is the Israeli defense industry’s main customer, procuring various platforms and many types of weapons systems for the different branches of the IDF. This procurement is usually an essential condition for exporting Israeli military weapon systems and platforms to other countries around the world. The long- term close relationship between Israel’s defense companies and its defense establishment has furthered the development of high-quality, effective, and unique weapons systems tailored to the IDF’s needs, and has greatly contributed to improving production processes for these systems by both reducing development and production times and cutting production costs.1 The technological development of the Israeli defense industry took place simultaneously with similar developments in the global defense industry in a wide variety of technological spheres. Cordesman & Nerguizian: The Arab-Israeli Military Balance 6/29/10 Page 2 Introduction The Arab-Israeli military balance has steadily evolved in recent years to put more and more emphasis on irregular or asymmetric warfare, and the use of military force for political and ideological leverage – both inside the countries involved and in dealing with their neighbors. Most of this focus is driven by the steady strengthening of Hezbollah, and Hamas in Gaza, but it also includes a nascent nuclear arms race between Israel and Iran in which Israel seems to be strengthening both its long-range nuclear and conventional attack capabilities and is clearly strengthening its missile defense capabilities. At the same time, the conventional arms race has continued to narrow down to two countries. While Egyptian, Jordanian and Lebanese military development should not be ignored, the overall balance continues to center on evolving Israeli-Syrian confrontation and brinksmanship in the region. These shifts do not mean the conventional balance has lost its importance. The fact that Israel is at peace with Egypt and Jordan, and has a significant conventional superiority over Syria, has both been a major factor in stabilizing the peace process and deterring conventional clashes and wars.
