  • Jews and the Un: the Seeds of Distrust
View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by YorkSpace JEWS AND THE UN: THE SEEDS OF DISTRUST by Howard Adelman Introduction This is a long article. It is long because of the methodological insistence that a detailed case study is necessary to adjudicate many of the issues in ethics generally and in international ethics in particular. The conditions creating the United Nations Special Committee on Palestine (UNSCOP) in 1947 and the deliberations of that Committee until it decided to recommend the partition of Palestine will provide the case-study material. Was “justice” the prevailing criterion when UNSCOP took up the issue of the Palestine question? Certainly, the recommendation was not seen to be just by the Arabs. Further, though most Zionists reluctantly accepted the result as the best they could achieve, this did not mean that they thought it was just. On what basis did the UNSCOP recommend the partition solution? In the opening chapter of his first full volume on justice, Brian Barry (1989) took up the notion of justice “in the simplest possible kind of case: a conflict between two parties over the division of some particular scarce resource.” (p.9) The territory covered by the Palestinian Mandate was certainly a scarce resource, only slightly over 10,000 square miles. And Jerusalem itself was unique. Further, the territory was coveted by many parties for its geo-strategic value as a land bridge between Europe, Asia and Africa, and by its Arab neighbors, for they saw it as part of the natural Arab bequest following the demise of colonialism.

Masterscriptie Staats- en Bestuursrecht Het vrije mandaat: feit of fictie? Beperkingen aan fractieafsplitsingen getoetst aan het vrije mandaat van Tweede Kamerleden Auteur A. (Arie) Vonk Noordegraaf LL.B. Studentnummer 3675386 Begeleider prof. mr.

  • Annex the Iraq Issue - the United Nations Member States Speak
Annex The Iraq Issue - The United Nations Member States Speak The Ambassadors REVIEW presents below excerpts from the statements made before the United Nations Security Council on October 16 and 17, 2002, as recorded by The New York Times. Security Council Members United States of America Ambassador John D. Negroponte “The five weeks since the President came to the United Nations (UN) to discuss the threat posed by Iraq have passed quickly. We have seen signs of emerging Council unity during intensive discussions here and in capitals, involving the highest levels of our respective governments. We have also seen clear signs that Iraq is reverting to form. We have seen Iraq invite inspectors to return ‘without conditions,’ and then immediately place conditions. We have seen requests for clarity from UNMOVIC [United Nations Monitoring, Verification and Inspection Commission] and the IAEA [International Atomic Energy Agency] on practical arrangements met by Iraqi obfuscation and multiple answers, which in fact avoid answering at all. Not surprisingly, in the first test of the so-called ‘new Iraqi cooperation,’ Iraq has shown that they hope to return to the word games, ephemeral commitments and misdirec- tion of the past, while continuing to develop the world’s deadliest weapons… The United States (US) believes that the best way to ensure Iraqi compliance is through one resolution that is firm and unambiguous in its message. We are considering the reactions we have received, and will be placing before the Council in the near future a resolution with clear and immediate requirements— requirements that Iraq would voluntarily meet if it chooses to cooperate….

The Conference’s deliberations reflected the major issues and dilemmas on Israel’s national agenda in the fields of foreign policy, defense, economics, social policy, governance and Jewish peoplehood. The Conference took place during the period prior to the general elections. The traditional Herzliya Address was delivered by Acting Prime Minister Ehud Olmert, and he, like the other prime ministerial candidates, highlighted the principles that would govern his policy. The Conference also took place on the eve of the Palestinian elections that won Hamas the majority needed to establish a Hamas government. This development, along with others, led to the assessment that arose from the sessions on national security and foreign policy that 2006 would be a year of significant developments and critical decisions regarding the strategic threats facing Israel – the strengthening of Hamas and the looming confrontation with Iran over its nuclearization. Much of the rest of the Conference was devoted to the key domestic issues in Israel, particularly the maintenance of economic growth, welfare policy and the rule of law in the present political system.
