1.0 INTRODUCTION AND BACKGROUND

1.1 Background Hydrock Consultants Ltd has prepared this Transport Assessment (TA) on behalf of City & Country Bedminster Ltd in support of a revised planning application for the development proposals known as Factory No. 1 in Bedminster, Bristol. Currently the site is a mix of office and retail, with a NIA of 7,574sqm and 983sqm respectively. The office is currently vacant however 7 out of 9 retail units are occupied. In 2016 permission was granted under references 15/04726/F and 15/04731/F for the redevelopment of the site to provide a total of 247 dwellings, to be referred to from here on as the 2016 scheme. This application seeks to amend the 2016 scheme to provide an additional 24 dwellings, with a revised total of 271 dwellings in a mix of 1, 2 and 3-bedroom apartments. This TA serves to demonstrate that the minor amendments continue to be acceptable in terms of transportation, highway safety and access, and that it is compliant with relevant national and local planning policies. The TA has been prepared in accordance with industry standard best practice. It sets out the transport matters relating to the development site (existing conditions) and provides details of the development proposals including a review of accessibility and connectivity, an assessment of the traffic predicted to be generated by the development and the corresponding traffic impact on the surrounding local highway network. A Full Travel Plan (FTP) has been prepared in support of the scheme, which identifies measures and initiatives to encourage travel to and from the site by sustainable modes of travel. The FTP is submitted as a standalone document, and is based upon the FTP submitted and approved under the 2016 scheme.

1.2 Summary The preparation of this TA has been conducted in accordance with government guidance and best practice, following the position of the TA approved as part of applications 15/04726/F and 15/04731/F – the 2016 scheme.

The transport impacts of the development have been considered and appropriate mitigation measures are proposed through a series of measures/initiatives outlined in the associated Travel Plan document.

Accordingly, this TA puts forward an informed argument as to why it is considered that there would be no material highways or transportation matters that would preclude the local planning authority from approving this planning application.

2.0 SITE DESCRIPTION AND EXISTING CONDITIONS

2.1 Site Location The site is located on the southern edge of Bristol City Centre, within Bedminster Town Centre. The A38 runs in a south westerly direction from the City Centre, passing the site’s south-east frontage where it is locally known as East Street. The pedestrianised Lombard Street borders the south-west edge of the site, where Regent House fronts the highway. An existing vehicular access is located on St Johns Road to the north of the site. The indicative site location is shown in Figure 2.1 below.

2.2 Existing Site Use The site can be broken down into three elements. Regent House is the largest, with a NIA of 5,178sqm, and is currently vacant office space, formerly occupied by Lloyds TSB Bank Plc. Consort House is also currently vacant office space, totalling 2,396sqm. Imperial Arcade is made up of nine retail units, totalling 983sqm. A car park is formed to the rear of the site with space for 197 cars. Part of the site is separated from the main site by Lombard Street. This part of the site was formerly used as vehicle parking.

2.3 Permitted Site Use Applications 15/04726/F and 15/04731/F were made during 2015 and approved in 2016. Together they formed redevelopment proposals for 247 dwellings. Given the large reduction in trips

resulting from the change of use from office to residential, these applications were approved with no highways objections. This forms a material consideration in the current planning application.

2.4 Local Highway Network A38 – East Street/Bedminster Parade - The A38 runs in a south westerly direction from the City Centre, passing the sites south east frontage where it is locally known as East Street. To the south of the site the A38 follows a bend in the road and becomes Dalby Street. At this point East Street continues straight ahead and becomes pedestrianised. To the north west of the site it is known as Bedminster Parade. East Street - From the A38 to the B3120, East Street becomes a Pedestrian Zone between 7am and 7pm, except for buses and loading by lorry. This 350m section makes up a key retail area within Bedminster Town Centre. Lombard Street - This borders the south west edge of the site, where Regent House fronts the highway. The southern section of Lombard Street is pedestrianised with bollards and full height kerbs. There are currently a number of trees, benches and cycle stands. To the north of the pedestrianised section of Lombard Street the road becomes open to traffic and either turns west and is known as Catherine Mead Street or continues straight for a further 40m as Lombard Street before turning north and becoming St Johns Road.

Strategic Road Network The provides a link from the city to the north of Bristol and the . The M32 is located approximately 3km north of the application site. The M4 motorway can be accessed via the M32 via Junction 20, and is aligned east to west providing for journeys to London and Wales. J19 of the M4 is located approximately 9.5km north of the application site. The can be accessed at J19 (Gordano) approximately 9km west of the application site. The M5 is aligned north to south and provides for journeys to the North and the Southwest.

2.5 Existing Vehicular Access The existing vehicular access has a wide bell-mouth on the northern side of the site, leading to gates set back approximately 10m from the give way line. This provides access to the parking courtyard with 197 spaces and the rear of the retail units for servicing.

2.6 Existing Local Car Parking

On-street car parking Given the town centre nature, the local streets have limited on-street parking which is made up of bays restricted to 1 hour stays between 8am and 6pm, Monday to Saturday. Residents’ parking schemes (RPS) have been implemented in the vicinity of the site, with Southville becoming operational in November 2015 to the east of the site and Bedminster East surrounding the site becoming operational in October 2015. It is understood that residents of Factory No. 1 will not be eligible for permits. Given the level of car parking spaces on-site and the

highly sustainable nature of the area, there is not expected to be a demand for permits and so this does not pose an issue. Furthermore, the introduction of the RPS is viewed as a positive factor with regards to the development, as it will remove local residents concern of potential for overspill car parking from the development impacting on local roads.

Car parks Due to the central location of the site, there are a number of public car parks located in close proximity to the site. An NCP surface level car park is located on the A38 Dalby Avenue to the south of the site. The car park has a capacity of 170 spaces and is open Monday to Saturday. To the south of the site and accessed from Hereford Street, surface car parking is available for 52 vehicles operated by BCC. The car park is open 24 hours a day, seven days a week. A third surface car park is located off Little Paradise to the south west of the site. The car park has space for 56 vehicles and is open 24 hours a day, seven days a week.

2.7 Highway Safety The latest available three-year personal injury accident (PIA) collision data has reviewed. The three-year period runs from 1 January 2014 to 31st December 2016. The extent covers the following areas: the junction of St Johns Road and Coronation Road to the junction of Catherine Mead Street and Dean Lane via Lombard Street; East Street between Warden Road and Bedminster Parade; and a section of Dalby Avenue opposite Lombard Street. The extent is shown in Figure 2.2 below.

Road/Location Description St Johns Road An accident involving a car and a motor cycle Two accidents at this junction were recorded. The first involved a cycle and car, with the Dean collision taking placing during the turning movement from Catherine Mead Street. The Lane/Catherine second was a nose to tail collision between two cars on the northern Dean Lane arm of the Mead Street junction. East Street Two accidents took place on the high street section of East Street. The first involved a cycle (restricted and a car. No trends or accident clusters have been observed, and it is considered that there are no existing highway defects that would be exacerbated by the development proposals. This review follows the overlapping review period of May 2012-April 2015 undertaken as part of the 2016 scheme, which reached the same conclusions and was agreed by BCC.

2.8 Committed Development The following two committed development schemes are considered to be relevant to the application: MetroBus – Public transport provision on Bedminster Parade is due to be upgraded as part of the MetroBus scheme. The BCC drawing included as Appendix A shows the current plans for the upgrades in this location. This is likely to have a large positive effect on the sustainable transport options within the area, linking it to a high-quality bus rapid transit system. St Catherine’s Place – A hybrid application for a mixed-use development comprising two phases approximately 200m south of the site; Phase 1 (Full) 45 resident dwellings and 401sqm of flexible commercial space (uses A1-A5, B1 and D1) and Phase 2 (Out) 143 dwellings and 401sqm of flexible commercial space (uses A1-A5, B1 and D1). It was granted permission under BCC Reference 13/05616/P. The consented St Catherine’s Place development is just one phase of a much larger regeneration scheme. The wider scheme is expected to come forward however as yet it does not have any planning status and is not considered as a ‘committed development’. These developments will increase the local offering in the area, accommodating an increased number of residents and generating a higher visitor footfall arising from improved retail offerings.

It is therefore deemed together these developments will prove beneficial in terms of creating a sustainable neighbourhood.

3.0 ACCESSIBILITY TO THE SITE BY NON-CAR MODES OF TRAVEL

3.1 Existing Local Services and Facilities Manual for Streets (paragraph 4.4.1) states that ‘walkable neighbourhoods’ are typically characterised by having a range of facilities within 10 minutes (up to 800m) walking distance of residential areas which residents may access comfortably on foot. The now expired PPG13 – Transport (paragraph 74) stated that walking offers the greatest potential to replace short car trips, particularly for journeys under 2km. Whilst PPG13 has been superseded by the National Planning Policy Framework (NPPF), the NPPF contains no guidance on walking or cycling distances and therefore reference to PPG13 is still considered appropriate in this regard. The distances to a range of services and facilities (taken from the centre of the site and provided as actual walking distances), as outlined below, are within the recommended distance that Manual for Streets states is ‘walkable’, and well within the 2km distance that PPG13 indicated has the potential for walking to replace short car trips:

3.2 Pedestrian Accessibility The site is in a central location, with a high level of pedestrian movements observed to travel past the site currently. As a result, there are currently high quality shared and segregated footway/cycleway routes with clear markings and signing throughout the local area, with tactile paving/dropped kerbing provided to assist visually and mobility impaired users where required.

Further improvements are planned as part of the MetroBus scheme to improve the urban realm around the Bedminster Parade bus stops. The 2011 Travel to work modal split census data also provides an indication of the level of provision and accessibility for pedestrians. The Bristol 039E super output area (lower level) makes up the Southville ward, in which the site is located. This area reported that 47.4% of residents’ travel to work on foot, more than four times the national figure of 10.7% and more than double the Bristol City figure of 19.3%. This gives a clear indication that walking is a popular mode that is currently adequately accommodated. In addition to the above destination points, the site layout has been designed with the pedestrian in mind, allowing high permeability throughout the site for access to all areas. There are no public rights of way in the immediate vicinity of the site and it is not expected that those further away will be affected by the development proposals.

3.3 Cycle Accessibility PPG13 (paragraph 77) states that cycling has the potential for substituting short car trips, particularly those under 5km. Factory No.1 is located centrally so that the whole of the city Centre falls within a 2km distance, as shown in Appendix C. In 2008 Bristol was chosen as England’s first cycling city, with funding being awarded by the DfT to improve and introduce cycling facilities to encourage cycling in the city. Across the city, new on-road cycle lanes, traffic-free routes, parking stands and ‘soft measures’ have been introduced which has seen cycling levels double between the 2001 and 2011 Censuses. A high number of cycle routes and facilities exist in the immediate vicinity of the site. These include: Malago Greenway – a largely off-road route that links central Bristol with Imperial Trade Park in Hengrove, passing close to the site at the end of Catherine Mead Street. National Cycle Route 33 (NCN33) can be accessed via the Malago Greenway on Spike Island. NCN33 is a long-distance route starting in Bristol and crossing and Devon to reach the English Channel in Seaton. In the context of the site, NCN33 provides cyclists with a facility to travel to the south east of Bristol. Sustrans National Cycle Route 3 (NCN3) can be accessed in Queens Square 800m north of the site via the Malago Greenway. NCN3 is a long-distance route connecting Bristol and Cornwall, and much of the route is traffic free. In the context of the site, NCN3 provides cyclists with a facility to travel to the south of Bristol. Sustrans (NCN4) can be accessed in Queens Square 800m north of the site via the Malago Greenway. NCN4 is a long-distance route between London and Fishguard and passes through Bristol and Bath. Much of the route is traffic free, and provides cyclists with a facility to travel to the east of Bristol or Bath, and to the north of Bristol. Sustrans National Cycle Route 41 (NCN41) can be accessed 2km west of the site via NCN33, located adjacent to Cumberland Road. NCN41 is a traffic free long-distance route that connects Bristol, Gloucester, Stratford-upon-Avon and Rugby. In the context of the site, the route provides for journeys to the west of Bristol and connects with Portishead.

A number of other traffic free cycle routes are in close proximity to the site, including Wapping Wharf Railway Path Route, Canons Marsh (Floating Harbour), Portway Cycle path, Seaside Promenade, Queens Square, to name a few. Together these provide a high-quality network from the site across the city and beyond, and cycling is therefore considered a very attractive and realistic option for residents of and visitors to the development.

3.4 Public Transport

MetroBus BCC has been successful in developing a number of major transport schemes in the region. In the immediate vicinity of the site are the two MetroBus services; which run between the North Fringe and Hengrove (M1), Ashton Vale and Temple Meads (M2), and Emersons Green to city centre (M3). These routes are largely constructed and a due to open in 2018. The MetroBus services offer high capacity public transport that uses a combination of segregated busways and bus lanes to give priority to a fleet of modern buses. The service can therefore offer reduced journey times and increased reliability and is expected to transform public transport across the West of England. The delivery of MetroBus will represent a significant improvement to the sustainable travel options for the residents and visitors of the site. M3 runs along East Street, stopping at Bedminster Parade. The route is expected to be operational in 2018, which will allow residents to start using the services as soon as they take occupancy allowing sustainable transport habits to be formed from the start of occupation. The scheme will connect areas close to the development site in the City Centre, including Broadmead, Cabot Circus and Temple Meads, to Hengrove in the south, and to major employment and retail centres including Aztec West, UWE and Cribbs Causeway to the north. A plan showing the proposed works to the bus interchange on Bedminster Parade is attached as Appendix A.

Bus The bus stops nearest to the site are located approximately 50m west from the centre of the site on Catherine Mead Street, served by the 24. This provides a local service between Long Ashton and Southmead Hospital. A well served Bus Interchange is located on Bedminster Parade, approximately 200m from the centre of the site. As part of MetroBus these stops are to be upgraded. Currently the stops are served by the 75 and 76 which are high frequency services that run along the showcase bus route between Hengrove Park and Cribbs Causeway. The A1 service also uses the stop, offering frequent connections to and . Further details of these services are provided in Table 3.2 below. The bus timetables are provided in Appendix D.

Rail Bedminster Railway Station is located 400m by foot to the south of the site. It provides access to an hourly local rail service between Bristol Parkway and Weston-super-Mare, including Bristol Temple Meads. Bristol Temple Meads is approximately 2km to the north east of the site (accessible by foot, cycle, and bus therefore, in addition to train), and is the major rail hub for the South West. Direct trains include Cross Country’s services to Birmingham and Exeter and First Great Western services to Cardiff and Paddington.

3.5 Accessibility Summary Due to the site being centrally located, it is considered that residents will be able to benefit from the diverse range of both motorised and non-motorised sustainable travel options that are already available, and are already set to improve as the city continues to develop.

The site has a high level of pedestrian permeability within Bristol, and will offer great potential for commuting trips to be made on foot. Similarly, the generous provision of cycle routes and high- quality cycling infrastructure that has developed as part of Bristol’s recognition as England’s first cycling city, will provide opportunities for trips to be made by cycling, both commuting and leisure based.

There are a number of bus services and facilities located within walking/cycling distance of the development site. High frequency bus services will encourage an uptake of bus use by residents from the outset.

With the arrival of MetroBus future residents will have access to a high quality rapid public transport system, providing direct routes to key destinations quickly, comfortably and sustainably.

Consequently, it is considered that there are ample opportunities for residents of the proposed development to be able to travel by sustainable modes of transport.

4.0 DEVELOPMENT PROPOSALS

4.1 The Planning Application This Transport Assessment has been prepared in support of a revised application for the redevelopment of the application site to provide 271 dwellings. This application follows the 2016 scheme (approval granted under 15/04726/F and 15/04731/F), which together approved the provision of a total of 247 dwellings. A breakdown by bedrooms is provided in Table 4.1 below: Table 4.1: Housing Breakdown No. of Bedrooms per dwelling 271 Dwelling Scheme 1 Bedroom 97 2 Bedrooms 165 3 Bedrooms 9 Total 271 The ground floor of Regent house will retain 525sqm GIA of office space and the ground floor of consort house will provide 27sqm GIA of retail in addition to retaining its existing provision. The development also includes four dwellings that are separated from the main site by Lombard Street. These are included in the dwelling totals above. These dwellings have their own shared pedestrian access point onto Lombard Street which also provides access to cycle parking and share the use of the main car park. On the ground floor, below these dwellings, will be two retail units comprising 320sqm floor space. The proposed site layout plans are included as Appendix E.

4.2 Proposed Access Strategy

Vehicular Access The site will have a single point of vehicular access from the highway leading to its car park. This access will be located in the existing position of the current access from St John’s Road, with minor amendments to the existing radii to ensure its safe operation. Following GA approved under the 2016 scheme, the detailed design of this junction is provided Appendix F. Swept path analysis, using the profile of a large refuse vehicle, has also been undertaken to demonstrate the appropriateness of the access arrangement. This can be seen on drawing reference 151248/AT08 included as Appendix G. It should be noted that 151248/AT08 is for tracking purposes only, and that minor amendments to the base outline have not been updated from the 2016 scheme. The tracking constraints used remain appropriate.

Pedestrian and Cycle Access Pedestrian access points will be located off St John’s Road, Lombard Street and East Street to ensure the site is well integrated into the local pedestrian network.

4.3 Internal Layout The internal car park design has been developed in accordance with the principles set out in the Manual for Streets. The alignment of the proposed internal road will ensure that vehicle speeds

do not exceed 20mph, thus providing a safe environment for pedestrians, cyclists and other vehicles. The internal roads have been designed to accommodate the needs of delivery and servicing vehicles and vehicle swept path analysis has been undertaken which demonstrates the suitability for these vehicles to access and egress the site in a forward gear. This is shown on drawings 151248/AT08 and 151248/AT01, included as Appendix G and Appendix H. As above, it should be noted that 151248/AT08 is for tracking purposes only, and that minor amendments to the base outline have not been updated from the 2016 scheme. The tracking constraints used remain appropriate.

4.4 Servicing A Servicing Management Strategy will be in place to ensure safe servicing, including both retail deliveries and the collection of waste and recycling. Where required the strategy will dictate the central collection/distribution points if they would otherwise be beyond the turning areas. Delivery vehicles will enter the site and perform a turn as shown on 151248/AT01 (Appendix H). This will allow easy access to delivery vehicles for the retail units, with good transported a short distance from the turning area to the rear of the stores. As shown in Appendix E, refuse storage points are located in a number of discreet locations throughout the site in order to minimise the distance residents will be required to carry their waste. The refuse vehicle will be able to turn in the location shown on 151248/AT08 (Appendix G), where upon completing the turn its rear end will match up with the collection point with no more reversing required. The Servicing Management Strategy will dictate that a management company for the residential development will be responsible for moving the bins on collection day from each of the storage areas to the collection area.

4.5 Parking Strategy Bristol City Council’s parking standards are contained within Appendix 2 of the Site Allocations and Development Management Policies document, adopted July 2014.

Car Parking Provision The car parking standards for residential developments can be seen below in Table 4.2.

For schemes where ten or more car parking spaces are proposed, one electric vehicle charging point should be provided for every five spaces. For individual dwellings with a driveway or garage, passive provision of an electric vehicle charging point should be made so that a charging point can be added in the future. This could take the form of a 13 amp socket within a garage for example.

Disabled people: From a threshold of 10 dwellings (where parking is communal) – 5% of the parking standard to be provided in addition – minimum of one space

Parking spaces should have the minimum dimensions of 4.8m by 2.4m for perpendicular bays or 2.4m by 6.6m for parallel spaces. The maximum number of car parking spaces is therefore 333 spaces, including 5% provision for disabled people. As 130 car parking spaces (of which 5% are disabled spaces) have been provided this is deemed to be policy compliant. This is also a reduction on the current level of parking, which is 197. This reduction is in line with Bristol City Council’s sustainability aims as described in BCS10 and confirmed by the pre-application response to the 2016 applications, which stated that a car-free development would be acceptable. In line with the parking standards, 5% of the total parking spaces to be provided will be disabled bays, and 20% will have electric vehicle charging points. The car parking at the application site will therefore be provided in accordance with the standards contained within the documents identified above.

Cycle Parking Provision Safe & secure cycle parking facilities will be considered as an integral part of the scheme, located as close as possible to dwellings, and positioned so that they do not obstruct walls and access ways. The residential cycle parking at the application site will therefore be provided in accordance with the standards contained within the relevant policies identified above and can be seen below in Table 4.3.

Table 4.3 Cycle Parking Policy Standards: Bristol City Council’s Site Allocation and Development Management Policies Proposals should demonstrate how sufficient and appropriate storage space will be provided to meet the following standard: Studio or 1 bedroom dwellings: 1 space per dwelling 2 or 3 bedroom dwellings: 2 spaces per dwelling 4 or more bedroom dwellings: 3 spaces per dwelling Visitors: From a threshold of 10 dwellings – one space per 10 units (minimum of two spaces) Based on these standards the scheme requires a minimum of 445 cycle parking spaces for residents and 27 for visitors – a total minimum of 472 spaces. A total of 481 cycle parking spaces will be provided, of which 27 will be for visitors. All stands will be located in secure and covered areas distributed at various points across the site, as shown on in Appendix E.

Motorcycle Parking Bristol City Council’s Site Allocation and Development Management Policies state that: Provision for Motorcycles Motorcycles are a distinctive mode of travel throughout the city. For all developments provision should be made for motorcycle parking spaces equal to 5% of the car parking standard. Space should conform with the standard dimension and security requirements. Developments making specific provision for motorcycles should have regard to the need for security and incorporate appropriate proprietary anti-theft or tampering measures. 1 motorcycle space = 2.5m by 1.5m

Motorcycle parking conforming to the standard space dimensions will be accommodated within the car park layout. This is made up of a dedicated area to accommodate seven motorcycles.

4.6 Construction Traffic The purpose of a CTMP is to identify appropriate measures to reduce any interruption and / or delay to existing vehicle traffic so as to ensure that the impacts of construction traffic in the vicinity of the site and on the surrounding highway network are kept to a minimum. A detailed Construction Traffic Management Plan (CTMP) has been submitted to and approved by the authorities as part of the discharge of condition 7 of the 2016 consent. The approved CTMP is still considered appropriate and will continue for the current proposals.

5.0 PEAK HOUR TRAFFIC GENERATION

5.1 Preface This section identifies the likely vehicular impact of the development proposal upon the local highway network, offsetting the existing lawful office use against the proposed residential use. A comparison has also been drawn against the recently approved residential development proposal. The typical peak network hours of 08:00-09:00 and 17:00-18:00 for the AM and PM respectively have been assessed, assuming full occupation.

5.2 Trip Generation

Existing Office Use The office is currently vacant and so the potential trip rates have been formulated using The Trip Rate Information Computer System (TRICS) version 7.2.1. The TRICS database is an industry accepted tool for predicting the likely number of trips from a proposed development by comparing the site with existing developments of a similar size and characteristic within the UK. The TRICS category ‘02A – Employment, Office’ has been selected as appropriate for generating a robust trip rate. Furthermore, the database has been filtered in order to achieve the most representative sites. This includes the removal of sites in London and Ireland from the database, and the selection of ‘Town Centre’ and ‘Edge of Town Centre’ within the location type category. The search was also limited to sites between 5,000 and 10,000sqm. Table 5.1 below shows the trip rates obtained from TRICS for the existing office use of 7,574sqm. These trip rates were agreed with BCC as part of the applications granted permission in 2016.

It should be noted that the above analysis is considered robust because, on further inspection, the car parking provision for those sites included within the site selection provide far fewer car parking spaces than Regent House currently accommodates. Trip rates for those sites are therefore likely to be less than Regent House would have generated in practice.

Proposed Trip Generation

Proposed Residential A second TRICS assessment has been undertaken to determine the trips associated with the residential proposals. The TRICS category ‘03C – Residential, Flats Privately Owned’ has been selected as appropriate for generating a robust trip rate. Furthermore, the database has been filtered in order to achieve

the most representative sites. This includes the removal of sites in London and Ireland from the database, and the selection of ‘Town Centre’ and ‘Edge of Town Centre’ within the location type category. The trip rates associated with the proposed number of units are provided in Table 5.2. These trip rates were agreed with BCC as part of the applications granted permission in 2016.

Proposed Creative Cluster – retained office space As part of the Core Scheme, 525sqm GIA of office space will be retained at ground floor in Regen House for use as a ‘creative cluster’ of workspaces. Table 5.3 Below shows the potential trip generation of this element, based on the office trip rates use for the sites existing use.

6.0 TRAFFIC IMPACT ANALYSIS

A comparison of the respective trip generation analysis (proposed minus existing trip generation) is provided in Table 6.1.

Within the overall decrease is a change in the main direction of flow, which results in a slight increase in AM departures and PM arrivals. However, this will be outweighed by the large reduction in daily trips, and total trips for each peak hour. It is therefore considered that the trip generation of the development will have a positive impact on the local highway network in trip generation and capacity terms, when compared with the existing site in its current use as an office. Having examined these trip generation figures and the likely route options the view has been formed that further detailed capacity analysis and route assignment will be unnecessary.

8.0 SUMMARY AND CONCLUSIONS

8.1 Summary Hydrock Consultants Ltd has prepared this Transport Assessment (TA) on behalf of City & Country Bedminster Ltd in support of a revised planning application for the development proposals known as Factory No. 1 in Bedminster, Bristol. Permission is sought for 271 dwellings, following the 2016 scheme for 247 dwellings being approved under reference 15/04726/F and 15/04731/F. This TA has been produced to provide the necessary information for the local authority to consider the merits of the development in terms of accessibility, highway safety and the impact of the development traffic on the local highway network. The TA is supported by an Interim Residential Travel Plan which is submitted as a separate document.

8.2 Conclusions In reviewing the details of the accident data, it is considered that there are no over-riding safety issues, particularly in the vicinity of the site, that would be exacerbated by the proposed development. The site is considered to be in a highly sustainable location, as confirmed by BCC’s previous pre- application advice. The reduced provision of car parking is considered to be in line with BCC Policy and the previous pre-application advice. This is expected to lead to a reduction in vehicular traffic on the local highway network, which is backed up by the trip rates taken from the TRICS database, which show a marked reduction in both daily and peak trips when compared with the extant use. In the context of both the site’s previous use as an office and its consented use for residential dwellings it is therefore considered that the development will not have a ‘severe’ impact upon local highway network. To summarise, in light of the assessment work and analysis within the TA, it is considered that the development would not have a material detrimental impact upon the operation and functioning of the local highway network, and in terms of accessibility, the application site is situated in a location that would give rise to residents and visitors being able to walk, cycle and use public transport to travel to and from the site. Consequently, it is considered that there are no significant highways and transportation matters that should preclude the Local Planning Authority from approving this planning application.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus departures). Within each of these main columns are three sub-columns. These display the number of survey days where count data is included (per time period), the average value of the selected trip rate calculation parameter (per time period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals (whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip rates are then rounded to 3 decimal places.
