Rents are too high. policy Wide community consultation on any development. 1. Consultation on development. 1.Based in Suitable locations: safe with easily accessible town amenities. 2.Access to town present 3.Focus on Brownfield sites guidelines 198 Recommended response No Simple Refer to Comment Comment issue action change Steering Group Avoiding greenfield sites to preserve landscapes and wildlife habitats. Avoid coalescence of outlying areas. Bude needs to maintain and protect its green land, so am pleased to see a focus on Focus on Brownfield sites Policy 4 brownfield sites. I agree with this policy and, as with all others in this document, would like the BSTC to 1.Use of “encourage” as well as encourage as well as support. Support seems to me to be a passive activity and I “support” Covered in would like to see a more proactive engagement in all these issues. Also we should 2.Renewable energy within Policy 5 specify the use of renewable energy in housing schemes. housing schemes Is affordable under £100K, I would think that is about the limit which one on the Clarify and Express what is meant yes minuend wage will be able to afford. by the term “affordable” There should be enough ground o each property to enable two cars to be parked 1.Two cars spaces per house 1.Policy 5 Take out no 3 . It is not needed?! 2.Tenure blind should be removed Policy 23 - Proposals to maintain and enhance the facilities at Bude Sea Pool will be Bude Sea Pool – include in Policy 22 (or encouraged and supported to ensure its continued success as a vital facility and narrative and own policy thereabouts) attraction for both local residents and visitors alike. It should be made clear to people that when you say "affordable" it doesn't mean 1.Clarify and Express what is affordable to the buyers but to the builders. We also need flats or single-person meant by the term “affordable” yes dwellings that are rentable for people on very low incomes and who live alone. 2.Include flats This policy will only work if infrastructure is in place to support the growing population. We are already seeing the reduction in support for sporting activities & Infrastructure support Policy 5 local transport. Support affordable housing however inspections should be frequent and strict. Most Beyond people in affordable housing look after their properties sadly some do not and Maintenance of affordable houses scope of devalue the properties which people have bought plan The term "affordable" should be just that. Such housing needs to be affordable to Clarify and Express what is meant yes local young couples, single people and young families on "local" wages. by the term “affordable” The policy is fine however developers appear to be able to plead non financial Beyond Enforcement of affordable housing viability, difficult to ensure is valid and then do not have to provide any affordable scope of proportion housing within the development. plan 199 Recommended response No Simple Refer to Comment Comment issue action change Steering Group Suffcient infra structure must be in place before the houses are occupied - ie schools, Infrastructure support Policy 5 medical centres, transport and roads . I think developers contibutions should also be used to fund facilities such as the sea CIL / 106 pool Community contributions mention within plan developers promise to build affordable housing and then when they've built their Beyond Enforcement of affordable housing luxury homes say sorry we can't afford to build the others scope of proportion plan There is a definite need for more affordable and social housing to enable young Confirmation of need yes families to remain within the Bude area. It would be nice if the "Afordable" housing takes into account the low wages that Clarify and Express what is meant yes "local" families have to live on. by the term “affordable” Whereas, affordable homes may boost the economy by allowing less fortunate people to purchase a home, I feel that mixed tenure does not help people who pay Feeling that mixed tenure schemes yes more for a property having to mix with affordable housing buyers, without going into won’t work detail, it does'nt work. I would like to see the inclusion of reference to contribution to infrastructure require Infrastructure support Policy 5 to support increased housing capacity, in particular schools and doctors All the above seem very laudable and necessary. We need to keep our young people housed adequately and not living in "squats" . jobs are hard enough to come by, Confirms yes poorly paid and we need to give hope . Any affordable housing should be restricted for sale to established residents (or Clarify and Express what is meant children of) of Bude/Stratton ONLY and should have a 'sell on' profit limit attached, by the term “affordable” – yes thus keeping it as an affordable residence. strengthen limits Where there is new development of affordable housing, every effort should be made to provide sufficient infrastructure, such as adequate road structure where access Infrastructure support Policy 5 links in to existing routes. It should also ensure that sufficient school places, doctors' surgeries, NHS dentists, shopping facilities, leisure facilities etc are in place. Steps should be taken to make sure those living in affordable housing developments Inherent in Exclusion issues are not excluded or segregated from the rest of the Bude-Stratton community. blind 200 Recommended response No Simple Refer to Comment Comment issue action change Steering Group tenure schemes I can't see anything about ensuring the infrastructure is also developed to meet the Infrastructure support Policy 5 newcomers needs eg schools, doctors etc. Possibly – if Housing and employment cannot be viewed independently particularly in a rural a sentence coastal community like Bude - therefore a sentence should be included that housing can be Links to employment development of more than x dwellings need to also include how provision will be constructed made for jobs for people in the new dwellings. to that effect Words are in the vernacular A lot of words but little substance. Many buzz words. Cynical about meaning of policy of other planning policies Bude needs affordable housing, but not before the infrstructure is updated Infrastructure support Policy 5 1.enforcent is probably how rigidly will these be adhered to? 1.Enforcement of policy beyond the will brown or green field sites be used? 2.Focus on Brownfield sites scope of the plan 2.Policy 4 people with a local tie to bude and Stratton should only be considered for housing 1.Local emphasis on low cost and more low cost housing for 18 + housing 1.Contained 2.yes 2. low cost housing for young in policy 2 people Inherent in Developer contributions spent I would like to see developer contributions spent locally. CIL and 106 locally agreements 201 Recommended response No Simple Refer to Comment Comment issue action change Steering Group 1. Possibly – Whilst affordable housing is important this must be balanced with availability of jobs if a sentence 1.Home and jobs link 2.Inherent for these people. Bude cannot support lots of young families who live in benefits. can be 2.Homes needed for retirees and in policy Homes for retirees and working families are of importance too- those families who constructed working families meaning contribute to the community and can afford to use the ships etc in town. to that effect There are many requests for affordable housing but when it is available ie. Behind the Must link to Strand it isn't taken up. Is there take up for affordable available housing? evidence of need I'm all for providing affordable housing, however it is disgraceful that housing in Cornwall is allocated to those from outside the local area. It not only ruins the character of Bude, but also takes away oppurtunities for young people in our area to Affordable Housing should be for Policy 2 be able to afford their own place. I will struggle to find myself supporting the local need provision of affordable housing in the future if much of it was to be essentially given away to City Councils at the other end of the country like those in the Bovis estate.
