The Experiences of Development Practitioners and Challenges in Community Engagement in Laos School of Geography, Environment, and Earth Sciences Victoria University of Wellington New Zealand The Experiences of Development Practitioners and Challenges in Community Engagement in Laos Phothong Chanthavilay Thesis submitted to Victoria University of Wellington in partial fulfilment of the requirements for the degree of Master of Development Studies 2018 Abstract Poverty alleviation is a top priority of the global development agenda. Laos is still on the list of Least Developed Countries as measured by the United Nations. Poverty in the Lao context is socially and culturally unique. The Government of Laos works collaboratively with development partners and non-governmental organisations to overcome poverty through development programmes throughout the country. However, the universal development and poverty definitions, including the development and poverty interventions which are influenced by such definitions, do not necessarily match the local contexts and practices. This thesis examines development practice and community engagement in the Lao context through exploring experiences and perspectives of development practitioners who have worked in and engaged with community development in Laos. The thesis adopts a qualitative approach, drawing upon a social constructivist epistemology and a postcolonial framework. Semi-structured interviews, a form of qualitative methodologies, were employed for data collection. The interviews involved thirteen participants from both governmental and non-governmental organisations, and included both local development workers and expatriates. The focus of interviews was to investigate experiences of and opinions about their development practice and community engagement in Laos. The findings reveal that development practice in Laos requires sufficient time to understand and learn about communities and their actual problems. Development discourses have conceptualised understandings associated with development and this has shaped how governments, donors, development partners, policymakers and development practitioners perceive mainstream development. The conceptualisation was mainly influenced by Western ideologies and was undeniably a legacy of I colonialism. Participatory development approaches have been recommended by all research participants as one of the most effective approaches to bring about success and long-term sustainability. The findings also suggest that participation is required from the beginning of the development process, including in problem analysis, planning, monitoring and evaluating stages. In short, a sense of belonging and ownership needs to be present throughout the entire process of development. Furthermore, it is important for development practitioners to thoughtfully recognise and reflect critically on their roles as to whether they are insiders or outsiders when working on the ground. This can determine development outcomes. This research recommends local people be employed more to work as part of development projects in their own communities. By using these approaches, community development can be more effective and meaningful in a sustainable manner and truly respond to the real needs of communities. This can also contribute to a new phase of participatory development practice.     Revolution, Reform and Regionalism in Southeast Asia Geographically, Cambodia, Laos and Vietnam are situated in the fastest growing region in the world, positioned alongside the dynamic economies of neighboring China and Thailand. Revolution, Reform and Regionalism in Southeast Asia compares the postwar political economies of these three countries in the context of their individual and collective impact on recent efforts at regional integration. Based on research carried out over three decades, Ronald Bruce St John highlights the different paths to reform taken by these countries and the effect this has had on regional plans for economic development. Through its comparative analysis of the reforms implemented by Cam- bodia, Laos and Vietnam over the last 30 years, the book draws attention to parallel themes of continuity and change. The elephant symbolizes the ancient kingdom of Lan Xang, and is sacred to the Lao people, who believe it will bring prosperity to their country. Bordered by China to the north, Vietnam to the east, Cambodia to the south, Thailand to the west, and Myanmar (formerly Burma) to the northwest, Laos is a rough and mountainous land interwoven with forests and plateaus. The Mekong River, which runs through the length of Laos and supplies water to the fertile plains of the river basin, is both symbolically and practically, the lifeline of the Lao people, who number nearly 6 million. According to Wayne Johnson, Chief for the Iowa Bureau of Refugee Services, and a former Peace Corps Volunteer, “the river has deep meaning for the ethnic Lao who are Buddhist because of the intrinsic connection of water with the Buddhist religion, a connection that does not exist for the portion of the population who are non-ethnically Lao and who are animists.” Formally known as the Kingdom of Laos, and now known as Lao People’s Democratic Republic, Laos was, in previous centuries, periodically independent and periodically part of the Khmer (Cambodian), Mongol, Vietnamese, and Thai (Siamese) empires. Lao, Thai, and Khmer (but not Vietnamese) share a common heritage evident today in similar religion, music, food, and dance traditions as well as language and dress.

    A New Method of Classification for Tai Textiles Patricia Cheesman Textiles, as part of Southeast Asian traditional clothing and material culture, feature as ethnic identification markers in anthropological studies. Textile scholars struggle with the extremely complex variety of textiles of the Tai peoples and presume that each Tai ethnic group has its own unique dress and textile style. This method of classification assumes what Leach calls “an academic fiction … that in a normal ethnographic situation one ordinarily finds distinct tribes distributed about the map in an orderly fashion with clear-cut boundaries between them” (Leach 1964: 290). Instead, we find different ethnic Tai groups living in the same region wearing the same clothing and the same ethnic group in different regions wearing different clothing. For example: the textiles of the Tai Phuan peoples in Vientiane are different to those of the Tai Phuan in Xiang Khoang or Nam Nguem or Sukhothai. At the same time, the Lao and Tai Lue living in the same region in northern Vietnam weave and wear the same textiles. Some may try to explain the phenomena by calling it “stylistic influence”, but the reality is much more profound. The complete repertoire of a people’s style of dress can be exchanged for another and the common element is geography, not ethnicity. The subject of this paper is to bring to light forty years of in-depth research on Tai textiles and clothing in the Lao People’s Democratic Republic (Laos), Thailand and Vietnam to demonstrate that clothing and the historical transformation of practices of social production of textiles are best classified not by ethnicity, but by geographical provenance.

Morton* EXECUTIVE SUMMARY • Since the early 2000s an expanding coalition of ethnic minorities in Thailand, initially based in the North, has formed under the global banner of “Indigenous Peoples” (hereafter referred to as IPs) to push for state recognition of their distinct identities and rights as well as to empower themselves to address their particular strengths and problems. • Those claiming IP status in Thailand are pursuing equal rather than special rights relative to other, more full-fledged members of Thai society. They have been lobbying for the passage of a state law governing the “Council of Indigenous Peoples in Thailand” (CIPT), a new, independent quasi-state organ comprised of IP representatives with the central mandate to advise the state on IP-related policies and plans. • While the Thai government remains steadfast in its official position of non-recognition with respect to IPs in Thailand, especially towards their claim of being “indigenous”, the IP movement has nevertheless continued to develop and expand beyond the North to different parts of the country. • In recent years the IP movement has shifted its campaign strategy from an earlier focus on public demonstrations to that of lobbying relevant state agencies. The movement has further devoted its limited time and resources to developing the internal administrative structure of their flagship organization, the “Council of Indigenous Peoples in Thailand”. * Micah F. Nahhas, PhD Survey Unit, Department of Linguistics School of Graduate Studies Payap University/SIL International Chiang Mai, Thailand Mpi is a language spoken mainly in only two villages in Thailand, and possibly in one location in China, as well. Currently, Mpi does not have vernacular literature, and may not have sufficient language vitality to warrant the development of such literature. Since there are only two Mpi villages in Thailand, and they are surrounded by Northern Thai communities, it is reasonable to be concerned about the vitality of the Mpi language. The purposes of this study were to assess the need for vernacular literature development among the Mpi of Northern Thailand and to determine which (if any) Mpi varieties should be developed. This assessment focused on language vitality and bilingualism in Northern Thai. Additionally, lexicostatistics were used to measure lexical similarity between Mpi varieties. The Khmuic language family is a Sub-branch of the Austroasiatic linguistic family that is dispersed throughout Southeast Asia. Since the early 1970s, five major bibliographies on Khmuic languages have been produced. Most of these focus on Khmu, the largest Khmuic language group. Smalley (1973) wrote the first major Khmuic bibliography that gives readers a mid-twentieth century snapshot of Khmu. This work was an expansion of Smalley’s earlier listings of major Khmu works found in Outline of Khmuˀ structure (Smalley 1961a).

Researchers – often implicitly – assume that either there is little variation across human populations, or that these “standard subjects” are as representative of the species as any other population. Are these assumptions justified? Here, our review of the comparative database from across the behavioral sciences suggests both that there is substantial variability in experimental results across populations and that WEIRD subjects are particularly unusual compared with the rest of the species – frequent outliers. The domains reviewed include visual perception, fairness, cooperation, spatial reasoning, categorization and inferential induction, moral reasoning, reasoning styles, self-concepts and related motivations, and the heritability of IQ. The findings suggest that members of WEIRD societies, including young children, are among the least representative populations one could find for generalizing about humans. Many of these findings involve domains that are associated with fundamental aspects of psychology, motivation, and behavior – hence, there are no obvious a priori grounds for claiming that a particular behavioral phenomenon is universal based on sampling from a single subpopulation.

Argüello, Ph.D. Date Division of Social Work iv Abstract of THE EFFECTS OF RELIGION/ SPIRITUALITY IN MIEN AMERICANS AND THEIR PERCEPTION OF MENTAL HEALTH by Nai Saelee This clinical study explored through research, how Mien American’s religion/spirituality effect their perception of mental health in Sacramento. This study utilized a quantitative survey design that allowed participants to respond to questionnaire items in a Likert scale format. A total of 58 (n=58) participants were selected via nonprobability snowball sampling and asked to respond to multiple survey questions regarding their demographics, mien background, religious/spiritual affiliations, mental health perception/utilization, and perception of religion/spirituality relating to mental health. Data analysis showed associations between Mien American’s identify their mien background and how Mien Americans identify their religion/spirituality beliefs.
