Statens bolagsinnehav Statsrådets publikationer 2021:40 Utgivare Statsrådet Språk svenska Sidantal 75 Referat Enligt i 46 § i grundlagen ska statsrådet lämna en berättelse till riksdagen om regeringens verksamhet, skötseln av statsfinanserna och om hur budgeten har följts samt om regeringens åtgärder med anledning av riksdagens beslut. Närmare bestämmelser om regeringens årsberättelse finns i 9 a § i lagen om statsrådet (175/2003) och i 17 och 18 § i lagen om statsbudgeten (423/1988). I 18 § i lagen om statsbudgeten förutsätts det att de redogörelser för statsfinanserna och skötseln av statsfinanserna samt resultat av statens verksamhet som tas in i regeringens årsberättelse ska ge riktiga och tillräckliga uppgifter om hur budgeten följts och om statens intäkter och kostnader, om statens ekonomiska ställning och resultat (rättvisande bild). På författningsnivå fastställs årsberättelsens innehåll i synnerhet i förordningen om statsbudgeten (1243/1992). Valtion yhtiöomistus Valtioneuvoston julkaisuja 2021:40 Julkaisija Valtioneuvosto Kieli ruotsi Sivumäärä 75 Tiivistelmä Valtioneuvosto antaa eduskunnalle hallituksen vuosikertomuksen perustuslain 46 §:ssä säädettynä kertomuksena hallituksen toiminnasta, valtiontalouden hoidosta ja talousarvion noudattamisesta sekä niistä toimista, joihin hallitus on eduskunnan päätösten johdosta ryhtynyt. Hallituksen vuosikertomuksesta säädetään tarkemmin valtioneuvostosta annetun lain (175/2003) 9 a §:ssä sekä valtion talousarviosta annetun lain (423/1988) 17 ja 18 §:ssä. Talousarviolain 18 §:ssä edellytetään, että hallituksen vuosikertomukseen otettavien valtiontalouden ja valtion taloudenhoidon sekä toiminnan tuloksellisuuden kuvausten tulee antaa oikeat ja riittävät tiedot talousarvion noudattamisesta, valtion tuotoista ja kuluista, valtion taloudellisesta asemasta sekä tuloksellisuudesta (oikea ja riittävä kuva). Säädöstasolla kertomuksen sisältöä määrittävät erityisesti myös valtion talousarviosta annetun asetuksen (1243/1992) vaatimukset. Hallituksen vuosikertomus vuodelta 2020 muodostuu viidestä osasta: • Hallituksen vuosikertomus • liite 1 Ministeriöiden tuloksellisuuden kuvaukset • liite 2 Tilinpäätöslaskelmat • liite 3 Toimenpiteet     MINISTRY OF FINANCE VM/2012/02.02.00.00/2018 4 April 2019 Distribution as listed GENERAL GOVERNMENT FISCAL PLAN 2020–2023 The General Government Fiscal Plan also includes Finland’s Stability Programme, and it meets the EU’s requirement for a medium-term fiscal plan. In accordance with Article 4 of Regulation 473/13, the General Government Fiscal Plan is based on independent macroeconomic and fiscal forecasts produced by the Economics Department of the Ministry of Finance. Specific information relating to the Stability Programme is presented in Appendix 5. The General Government Fiscal Plan 2020–2023 does not contain new policy lines; it is based on current legislation and it takes into account the impacts of decisions made by Prime Minister Sipilä’s Government on expenditure and revenue levels in the coming years. The Government has today, following preparatory consideration of the matter in the Ministerial Finance Committee and pursuant to section 2 of the Decree on the General Government Fiscal Plan (120/2014), section 1 of the Budget Decree (1243/1992) and the Government’s decision issued on 24 April 2003 on the principles of formulating central government spending limits proposals, budget proposals and operating and financial plans, issued the following General Government Fiscal Plan and the central government spending limits decision included within it as well as a limit for local government expenditure set by central government measures: 1. Economic challenges and the economic policy line Finland’s economy and public finances have strengthened significantly in recent years. The general government deficit has declined and the debt ratio is decreasing.

The gas transmission network will be unbundled from Gasum by 2020 using ownership unbundling model. The unbundled new TSO will be the Finnish gas transmission system operator responsible for gas transmission infrastructure and gas market services.
