    NEWSLETTER October 17, 2017 Three Administrative Service Centres were opened in Amalgamated Territorial Communities with the support of the Programme U-LEAD with Europe Modern ASCs are now operating in Tyachiv ATC, Zakarpattya oblast, Kipti ATC, Chernihiv oblast, and in Hostomel community, Kyiv oblast. The Centres were established with the support of the Programme U-LEAD with Europe: improving the delivery of local administrative services. The ATC residents will have access to a wide range of administrative services provided by different local and state agencies, including the most in-demand ones such as housing subsidies, social services, pension services, registration of residence and removal of residence registration, land services, real estate registration and, as in the case with Tiachiv ASC, even issuance of national ID-cards and passports for travelling abroad. U-LEAD with Europe Programme provided institutional support, renovation of the ASC premises and procurement of software. Furthermore, the ASC employees took part in the Programme’s advanced five-module training and activities for citizen engagement and awareness raising were also organised. Revenues from the administrative services will be credited to the ATC budgets. Abstract: The state of ecological balance of cities is determined by the analysis of the qualitative composition of green space. The lack of green space inventory in small towns in the Kyiv region has prompted the use of express analysis provided by the EOS Land Viewer platform, which allows obtaining an instantaneous distribution of the urban and suburban territories by a number of vegetative indices and in recent years – by scene classification. The purpose of the study is to determine the current state and dynamics of the ratio of vegetation and built-up cover of the territories of small towns in Kyiv region with establishing the rating of towns by eco-balance of territories. The distribution of the territory of small towns by the most common vegetation index NDVI, as well as by S AVI, which is more suitable for areas with vegetation coverage of less than 30%, has been monitored.

The author has analyzed the determining factors of the effectiveness of the government, local government, police, taking into account historical research for the 19th, 20th, and the last years of the 21st century. Archival documents have been used, some of which identify variables related to the Kyiv province, such as road construction, some of which are aimed at merchant’s perception of the attention received by logistics. Other sources emphasize the weaknesses of rural community’s actions regarding the quality of repair of bridges and dams. Finally, there are those who are critical of carriers who provided their services within and outside the province. Emphasis has been placed on the constant presence of police officers who monitored the quality and condition of roads in the settlements. This article is based on archival documents. The Congress and the President were prompted to establish the Commission because of the special problem faced by Jewish sites in the region: The communities that had once cared for the properties were annihilated during the Holocaust.

After all, the oblast consists of 9 single-member districts that translate in 9 seats at the national parliament. When compared with 17 seats allocated to Dnipropetrovsk oblast, 13 – to Kharkiv, 12 to Donetsk, or Lviv oblast, and 11 to Odessa oblast, this does not look impressive. The power struggle in Kyiv oblast might seem of limited strategic importance. Such a conclusion is, however, erroneous as Kyiv oblast has several distinctive features, which makes it central in power competition and power distribution after each election. Firstly, the oblast is adjacent to the ultimate powerhouse of national politics, the city of Kyiv. The nine above-mentioned electoral districts comprise regional town areas which encircle the capital, set its administrative boundaries, contain its growth, limit the city’s capabilities to manage logistics and to provide infrastructural services. In fact, the lack of capacities forced the mayor of Kyiv to initiate the program to create a “Kyiv metropolitan area” which should bring closer housing, transportation, and administration across the city of Kyiv and the oblast emulating the Metropolis of Greater Paris.
