Present: Alun Alesbury (Chair), Heather Baker, Janet Duncton, Thérèse Evans, Barbara Holyome, Diana van der Klugt, Gary Marsh, William Meyer, Robert Mocatta, Vanessa Rowlands, Andrew Shaxson and Ian Philips (ex. officio). Officers: Tim Slaney (Director of Planning), Rob Ainslie (Development Manager), Lucy Howard (Planning Policy Manager), Becky Moutrey (Solicitor), Richard Sandiford (Senior Governance Officer) and Sara Osman (Governance Officer). Also attended by: Heather Lealan (Development Management and Enforcement Lead) and Amy Tyler-Jones (Senior Planning Policy Officer). OPENING REMARKS 194. The Chair welcomed Members to the meeting and informed those present that: Due to the current Coronavirus pandemic full meetings were not able to be held at the Memorial Hall until further notice, hence the meeting of the South Downs National Park Authority was held using the Zoom Cloud Meetings software. The meeting was being webcast by the Authority and would be available for subsequent on-line viewing. Anyone entering the meeting was considered to have given consent to be filmed or recorded, and for the possible use of images and sound recordings for webcasting and/or training purposes. 195. The Senior Governance Officer confirmed the Members of the Planning Committee who were present, that the meeting was quorate and reminded Members of the protocol that would be followed during the online meeting. 196. The Chair reminded those present that: SDNPA Members had a primary responsibility for ensuring that the Authority furthers the National Park Purposes and Duty. ITEM 1: APOLOGIES FOR ABSENCE 197. There were none. ITEM 2: DECLARATION OF INTERESTS 198. The Chair declared a non-prejudicial, public service interest on behalf of all Members as David Coldwell, who was a speaker on item 8, was previously a Member of the SDNPA, and had been a member of the Planning Committee, and was therefore known to the majority of Members of the Committee. Diana van der Klugt was also a Councillor on Horsham District Council where David Coldwell had previously been a Member. 199. Barbara Holyome declared a personal and a non-prejudicial interest in item 9 as the applicants, and some of the speakers, were known to her. She was also a member of the Bramdean Parish Council but had not sat on any meetings which had discussed this item. ITEM 3: MINUTES OF PREVIOUS MEETING HELD ON 12 NOVEMBER 2020 200. The minutes of the previous meeting held on 12 November 2020 were agreed as a correct record and signed by the Chair. ITEM 4: MATTERS ARISING FROM PREVIOUS MINUTES 201. There were none. ITEM 5: UPDATES ON PREVIOUS COMMITTEE DECISIONS 202. The decision has been issued for SDNP/18/06292/OUT - Land North of Buckmore Farm, Petersfield. ITEM 6: URGENT ITEMS 203. There were none. 3 Unconfirmed Planning Committee Meeting Minutes to be approved at the next meeting ITEM 7: SDNP/20/02616/FUL - Dangstein 204. The Case Officer presented the application and referred to the update sheet. 205. The following public speakers addressed the Committee: David Campion spoke against the application representing clients who objected to the proposal; Cllr Steve Williamson spoke against the application representing Rogate Parish Council; Nick Jacobs spoke against the application representing himself; Paddy Cox spoke in support of the application as the agent and the applicant; Dylan Walker spoke in support of the application representing himself; Archie Yellop spoke in support of the application representing himself. 206. The Committee considered the report by the Director of Planning (Report PC20/21-24), the update sheet and the public speaker comments, and requested clarification as follows: Could the Committee approve a temporary permission until 18 November 2022, in order that the renewal of planning permission would be considered at the same time as the other application for this site (SDNP/17/03623/FUL)? How would enforcement of the conditions be monitored? Could condition 3 be amended to require a vehicle log to be kept, in order that Officers could monitor that conditions were being met, rather than relying on local residents to notify the Enforcement team if a breach had occurred? Clarification on the number of vehicle movements permitted in and out of the site. When would forestry work be considered light industrial as opposed to ancillary work, and therefore outside of the constraints of this application? How was woodland management being achieved to ensure any trees that were removed were being replaced? 207. In response to questions, Officers clarified: Members could decide to limit the length of a permission to coincide with the appeal decision.

T is generally thought that there was. very little church building and still less beautifying of churches during the Common­ I wealth, but some interesting observations have been made in the little church of St. Nicholas, West Worldham, which indicate that despite the stirring events going on in the country, village life in West Worldham went on much the same. Cromwell's Parlia­ ment prohibited the use of the Book of Common Prayer in 1645, and four years later Charles I was led to the scaffold. In 1653 the " Barebones Parliament" forbade all religious marriages in church, and yet we find in that year that Mr. Nicholas Mason, of • West Worldham, who in 1650 had been fined £412 for his royalist convictions, in 1653 not only presented a new register to the Church, but embellished the first page with a coloured frontispiece of his coat of arms, and, as the first entries show, had members of his family baptised and married here. A letter from a member of the Mason family to Dr. Fell, a late Vicar of Worldham (1860-1897) enquiring about the West Worldham family of Masons is amongst papers in the church safe, and this letter suggests who might have been responsible, for carrying on the services of the church in the Worldhams, defying Cromwell and his Parliament ; for the letter states that in 1646 a Rev. Nicholas Mason, the Royalist Vicar of . Irchester, in Northants, was ejected from his living, and went to reside with his kinsfolk in West Worldham.

    SELBORNE PRIORY, 1233-1486 By DEIRDRE LE FAYE INTRODUCTION THE Priory of the Blessed Virgin Mary at Selborne in Hampshire (N.G.R. SU 755345) was founded by Bishop Peter des Roches of Winchester in 1233, for fourteen Augustinian canons regular; it was appropriated to Magdalen College, Oxford, in 1484-6, following which the buildings were soon demolished. An initial attempt to write a brief history of the house was made by Gilbert White in The Antiquities of Selborne, published in 1789 as a sequel to his Natural History of Selborne. This, though it is the immediate source of informa­ tion on the Priory, proves on closer inspection to be incomplete in many respects and erroneous in others. White did not carry out much research himself, but relied upon his friend Dr. Chandler, the incumbent of the nearby parishes of East Worldham and West Tisted, to make notes from the documents owned by Magdalen College and from the Winchester episcopal registers. In the eighteenth century, however, Magdalen's docu­ ments relating to Selborne Priory were still uncalendared. It seems also that the Winchester episcopal registers were not fully available to enquirers - White mentions or quotes from the registers of Stratford, Wykeham, Beaufort, Wayneflete and Courtenay, but does not mention those of Pontissara, Woodlock, Sandale, Asserio, Orlton and Edington. His account therefore has an imbalance towards the later years of the Priory's life. The main and by far the best source is the two-volume edition of The Charters of Selborne Priory (Macray 1891, 1894). There are over 600 of these charters, which came into the possession of Magdalen College in 1484 when the Priory was appropriated to the College by William of Wayneflete.

    West Worldham West Worldham (or Little Worldham) 1.0 PARISH Worldham, formerly two parishes: East and West Worldham 2.0 HUNDRED Alton 3.0 NGR 474100 137000 4.0 GEOLOGY Upper Greensand 5.0 SITE CONTEXT (Map 2) West Worldham, East Worldham and Hartley Mauditt are all now part of Worldham CP though they were separate parish centres prior to re-organisation. West Worldham is a relatively small settlement. The parish church stands at 150m AOD on a north-east downhill slope towards Alton, 3.5km distant. 6.0 PLAN TYPE & DESCRIPTION (Maps 3, 4 & 5) Church & manor house 6.1. The parish church is adjacent and almost contiguous with the C18 Manor Farmhouse. The diminutive size of West Worldham (once also known as Little Worldham) is reflected in the various tax assessments listed in Paragraph 14.0. It was not mentioned as a separate holding in Domesday and neither does it appear in the 1665 Hearth Tax returns. Its absence from the First Survey of the 1524 Lay Subsidy suggests that it was usually included with East Worldham (see East Worldham, Paragraph 14.2). 6.1.1 Evidence for settlement shrinkage is not good. The Tithe Map survey (c. 1842) shows a group of three cottages 150m north-east of the church; two of these have been lost. Site inspection revealed low earthworks at the lane sides between the church and Pullens, but they could be the remains of field systems (Paragraph 11.0, Nos 3 & 4). However, these earthworks are also close to the Medieval route to Alton (Paragraph 11.0, Nos 5 & 6) and it would not be surprising if this road attracted settlement at it passed through West Worldham.
