The vitality of our main towns is important to the economy of Airedale. An indicator of this that is often cited is vacancy rates. A lot of emphasis has been given to this nationally through the work of Mary Portas. However, vacancy rates in themselves cannot be used as the sole indicator of the vibrancy of a town centre. There are other indicators that when taken together with vacancy rates, provide a more detailed and informative picture.

For example, the size of shop units. Modern high street chains need larger floor areas than independents, the proximity of ‘out of town’ centres, car parking, the population in and around towns and stalled developments.

The table and graph above show the vacancy rates for the towns of Keighley, Bingley, Shipley and Haworth over the last Five quarters (including the average rate). It is interesting to show that Keighley despite having an average of 13.84% vacancy rate is always busy. The continuing importance of Airedale

These are some of the current and potential future activities at the City Region Level that might affect Airedale and will need to be considered when setting future direction for the Masterplan.

Recommendations

It is recommended that the Board consider this review document as a basis for discussions at a future review meeting, with the aim of providing a general direction of travel for the delivery team as well as re-defining the role of the Airedale Partnership Board over the next few years.

More importantly we should consider whether we continue with the projects as defined in the Masterplan or should we acknowledge that some of them are not in our reach in the future and look at alternatives that are more likely to be achieved. This would require looking at those not achieved and those in the long term 2012-20. We should also consider how we prioritise projects for the future.
