Below is the revised meeting dates and times for the Building/Transportation Committee:

The Freedom of Information and Protection of Privacy Act (FIPPA) (Section 23) states that public bodies may refuse to disclose information to an applicant if disclosure could reasonably be expected to reveal advise, opinions, proposals, recommendations, analysis or policy options developed by or for the public body; or information, including the proposed plans, policies or projects of a public body, the disclosure of which could reasonably be expected to result in disclosure of a pending policy or budgetary discussion.

This report is provided for the Board of Trustees ONLY. Trustees are reminded that they are obligated and responsible to protect information that has been entrusted to them.

Any person who willfully disclosures information in contravention of FIPPA is guilty of an offence and liable to a fine of not more than $50,000. An individual who believes that his or her personal information has been used or disclosed in violation of FIPPA may complain to the Manitoba Ombudsman or may choose to take legal action against any individual who releases the information or the Board.

RE: WATER BOTTLE FILLING STATIONS FOR INFORMATION

At a previous meeting, the Building/Transportation Committee requested that administration provide an update on the number of water bottle filling stations installed in schools.

The following schools have water bottle filling stations:

An additional three schools Cecil Rhodes, Sacré-Coeur and River Heights schools will have water filling stations installed during the 2017/18 school year depending on the maintenance demand requirements.

RE: HERITAGE BUILDING GRANT APPLICATION WINNIPEG ADULT EDUCATION CENTRE FOR INFORMATION

At a meeting held March 13, 2017, the Board of Trustees approved a motion that the Winnipeg School Division make application to Manitoba Culture, Heritage and Tourism for a grant under the Designated Heritage Building Grants Program for an amount of up to $35,000 for the purpose of replacing ten windows to the Isbister School Building (Winnipeg Adult Education Centre);

In a letter dated July 5, 2017, the administration received a letter from the Director of Sport, Culture and Heritage, Donna Dul advising that due to the demand in the number of applications submitted to the Designated Heritage Building Grants Program they are unable to fund the window replacement project at Winnipeg Adult Education Centre (Isbister School Building) under the Heritage Building Grant at this time. The Winnipeg School Division has been placed on the mailing list and will be advised regarding the status of the Designated Heritage Building Grants Program for 2017/18 as details become available.

This year saw a heavy demand in the number of applications to the Designated Heritage Building Grants Program. As such, we are unable to fund your heritage building project at this time.

This by no means diminishes the worthiness of your project. Rather, it reflects the high demand on this grant program. Like you, many Manitobans are keenly interested in conserving their heritage buildings.

RE: GREEN ACTION CENTRE FOR INFORMATION

At a meeting held February 6, 2017, the Board of Trustees approved a motion for administration to contact Green Action Centre to conduct a safety audit on the existing transportation routes currently deemed hazardous identified in Policy EEA – Transportation of Pupils, Section Three – Special Situations.

At a meeting held March 23, 2017, administration met with Green Action Centre to discuss routes deemed hazardous identified in Policy EEA – Transportation of Pupils. Green Action Centre agreed to conduct a review and provide a cost estimate.

Recently, representatives from Green Action Centre accompanied the Transportation Department to Greenway, General Wolfe, and Daniel McIntyre Collegiate Schools to review scenarios for School Travel Planning. In addition, Green Action Centre is working with administrators from George V and Munroe ECE Daycare to suggest some alternatives to get the children to school actively and safely.

In January 2017, a Safe Routes to School Committee was formulated to address school transportation safety issues, and to determine the appropriate avenue for addressing these issues.

Recently, the administration was notified that Mr. Jamie Hilland (former Director of Green Action) has been employed by the Province as the Sustainable Transportation Planner at Urban Systems. The Chief Superintendent will be attending a meeting in the near future on the matter of Safe Routes to School. An update will be provided at a future meeting.

RE: RALPH BROWN COMMUNITY GARDEN FOR INFORMATION

At a previous meeting, a delegation appeared before the Board of Trustees to request to utilize satellite classrooms on the Southwest end of Ralph Brown School be used as a community garden. Committee members were informed that a building condition assessment had been completed on the two portables and that they are long past their useful life and would be expensive to repair. The Public Schools Finance Board confirmed that the Division would be responsible for all costs related to the demolition of the portables and remediation of site. The Building Department provided an approximate cost of $35,000 for the removal/demolition of portables. The portables have been removed in Feb/March of 2017.

At this time there has been no further action taken on the development of a community garden. The administration has contacted the program coordinator from North End Elders Inc. on the status of the original request. The Program Coordinator informed the Director of Buildings that she will be meeting with the Board to discuss this incentive further.

In the meantime, the school has agreed to provide the North End Elders Inc. space for three flower beds this year. The program coordinator has requested the possibility of adding additional garden boxes. The administration has provided approval for additional garden boxes based on space available.
