ENQUIRIES AND ANNOUNCEMENTS

125 – Elmwood Edu Fair

Trustee Reid informed trustees that on January 30, 2020, she had the pleasure of attending the Edu Fair at Elmwood High School. Trustee Reid indicated that students from grades 7 and 8 did an amazing presentation. Trustee Reid indicated that the work of the students were amazing and they did their projects without the help of teachers or parents.

126 – Racist Sentiment

Trustee Chen made a comment on the current outbreak of novel coronavirus and the reports about growing racist sentiment against Chinese people and Asian people in general. Trustee Chen indicated that reports highlight the fact that some people do not want to touch the things that Asian people touched. When Asian people cough, they assume they have coronavirus. Kids in schools joke about testing their fellow students who are of Chinese origin. In Ontario, the York Region District School Board thankfully dismissed parents’ petition that asked for more stringent rules on coronavirus towards Chinese students who recently return from China. Trustee Chen indicated that their Board Chair rejected the call and advised that such requests run the risk of demonstrating bias and racism. Trustee Chen indicated that as a newcomer school trustee and a member of colour, she would like to emphasize that racism and xenophobia have no space in the WSD. Trustee Chen also asked the administration to remind all the schools through communications or principal/staff meetings that coronavirus risk in Canada remains low and to

February 3, 2020 dismiss any racist comments that might be made among students. Trustee Chen was hoping that WSD staff are equipped to be able to respond to any racist statements that may arise in schools, especially in the context of the coronavirus.

127 – Parent Council Meetings

Trustee Chen informed trustees that she attended the Parent Council meeting a Dufferin and Earl Grey School and discussed the draft budget.

128 – Pinkham School – Breakfast 2Go

Trustee Chen informed trustees that on January 24, 2020, she went to Pinkham School and helped with the distribution of Breakfast 2Go.

129 – MSBA – Meeting with City Councilor

Trustee Chen informed trustees that on January 22, 2020, she met with the members of School Boards Association and City Councilor Vivian Santos was present as well. Trustee Chen indicated that there were discussions regarding School Resource Officers and safety issues.

131 – Trustee Vacancies

The Chair of the Board informed trustees that the Division received a request from the province to consider postponing the by-election until after the release of the K-12 Education Review report. As a result, the members of the Board requested that the Secretary-Treasurer request additional information/clarification from the Minister on the purpose of the request to postpone the by-election. In the meantime, given the provisions under the Acts, including the Division’s timelines, the Board agreed to proceed with the election unless otherwise directed by the Minister.

Trustee Chen, the Chair of the Committee of the Whole, reported that the Board received reports on Leaves of Absence – Without Salary, Suspension and Division Monthly Attendance/School Monthly Attendance and that there were discussions regarding United Food & Commercial Workers Union (UFCW) Local No. 832 and Board Chairs Meeting with Minister of Education at MSBA Convention.

Trustee Chen reported that the Board moved into closed camera with the Chief Superintendent, Secretary – Treasurer, Chief Human Resources Officer and Board and Community Services Liaison Officer.

Trustee Chen reported that there was a discussion regarding a personnel matter.

1. Building Department – Vehicle Replacement 2020

The 2019/20 budget includes an allocation for Building Department vehicle replacement.

Tenders were advertised for 2 vehicles. A total of three bids were received and it is recommended that BMG Holdings Ltd. be awarded the tender.

BMG Holdings Ltd. $ 64,182.34

Recommendation:

That the tender of BMG Holdings Ltd. to supply 2 vehicles be accepted, for the total amount of $64,182.34, being the tender price, including Provincial Sales Tax excluding Goods & Services Tax, and that the proper officers of the Division be authorized to enter into a contract with BMG Holdings Ltd. for supplying the vehicles.

2. Grant Park High School – Emergency Power Upgrade 2020

The 2019/20 budget includes an allocation for the emergency power upgrade project at Grant Park High School.

Tenders were advertised for the project. A total of six bids were received and it is recommended that More-Lite Electric Ltd. be awarded the tender.

Recommendation:

3. Laura Secord School – Nature Playground Development Phase 2

The Laura Secord School and parent advisory council have submitted a proposal to redevelop the playground at the school. The project will include playground equipment, new fibar for play equipment area, trees and shrubs. This project phase is the second of three (3) phases in redevelopment of the grounds. The project costs for all phases is estimated to be $305,000.00.

Tenders were advertised for the phase 2 project. A total of six bids were received and it is recommended that J. Ross Property Maintenance & Landscaping Ltd. be awarded the tender.

CHILDREN’S HERITAGE FUND COMMITTEE REPORT NO. 1-2020

To the Chair and Members January 28, 2020 Winnipeg Public School Board

The Children’s Heritage Fund Committee Reports as follows:

1. Introduction of New Committee Members The Committee was informed that Trustee Cindy Murdoch and Trustee Jennifer Chen were introduced as the appointed Board representatives to the Children’s Heritage Fund. The Committee was informed that former Trustees Allan Beach and Anthony Ramos have accepted an additional two year term ending December 31, 2021. The Committee was informed that Ms. Cathy Bird has agreed to serve as the parent representative for a two year term ending December 31, 2021.

2. Election of Chair The Committee elected Trustee Jennifer Chen as Chair of the Children’s Heritage Fund Committee for the ensuing year.

3. Approval of Agenda The Committee approved the agenda of January 28, 2020.

4. Terms of Reference, Membership & Guidelines

The Terms of Reference were revised to specify that the Children’s Heritage Fund was established to approve expenditures for the 78 Winnipeg School Division schools. (attached)

The Committee received an update on the Statement of Funds. The Committee was informed that the Pension Fund Investment Committee approved a change to Equity Investments for Children's Heritage Fund from SEI Canadian and Greystone Canadian Equity Fund to Leith Wheeler Equity Fund.

The Committee received the Statement of Funds Available for Distribution for 2020. The CPI (Consumer Price Index) for 2019 is 2.2%.

8. Project Reports The Committee received reports from previously funded projects for information.

9. Charitable Donations

The Committee approved charitable donations totaling $1,135,399.03 and authorized the administration to issue tax receipts.

In accordance with By-Law 891, the Children’s Heritage Fund was established on September 30, 1980 to approve expenditures for the following purposes:

2. ELECTION OF CHAIR The Chair of the Committee will be elected by the Committee at the first meeting of the calendar year.

3. COMMITTEE MEMBERSHIP

The Committee will be comprised of two Board members who will be appointed annually for a one year term at the inaugural meeting of the Board and two former trustees and one representative appointed from among the Chairs of the Board’s Advisory Committees who will be appointed for a two year term. If a member of the Committee who is a former member of the Board is unable to complete the term for any reason whatsoever, at the first regular meeting following notice that the member of the Committee will not be able to complete the term, the Board shall appoint another former trustee to complete the said term.

4. FREQUENCY OF MEETINGS The Committee shall meet as required, up to 3 times per year on a Tuesday at 5:00 p.m.

5. AUTHORITY The Committee conducts itself on behalf of the Board and makes recommendations to the Board for approval.

6. REPORTING The Committee reports directly to the Board of Trustees as per the Procedural By-Law. The Committee, unless otherwise specified, shall report on the matters referred to it within the following time limits: if such committee is appointed more than sixty days before the last meeting of the Board in the current year then such report shall be made within sixty days from the date such committee was appointed; if such committee is appointed less than sixty days from the last meeting of the Board in the current year then such report shall be made no later than the last meeting of the Board for such year.

7. REVIEW OF THE COMMITTEE TERMS OF REFERENCE The Committee will review its Terms of Reference annually and submit any recommended changes to the Board of Trustees for approval.

This project will provide students the Ryan - Administrator Grades opportunity to work collaboratively in every Hughes facet of the theatre process. Students will - Teacher develop acting skills, set making, design period costumes, sound and lighting. Students will develop character outlines to create the cast, and will also have an opportunity to work alongside a professional technician on sound and lighting. The play will be performed at the Forrest Whittaker Theatre on May 5th and 7th. Funding is Fee for Service/Performances, Equipment Rental, Costume supplies.

Students who wish to participate in this Joan - Administrator Grades project will learn how to use software to Fransen, VP design and incorporate cultural design, that - Teacher will encourage improvements to the visual aspects of student assisgnments. The project will also provide opportunities for students to create an artistic community of crafters from diverse backgrounds. Art in any form can supersede language and cultural barriers. Funding is Student Admissions/Registrations, Supplies not available in school.

FINANCE/PERSONNEL COMMITTEE REPORT NO. 1-2020

To the Chair and Members February 3, 2020 Winnipeg Public School Board

The Finance/Personnel Committee reports as follows:

1. 2020/2021 Provincial Funding

On January 30, 2020, the Minister of Education announced that the total funding for public schools for the 2020/2021 school year includes an overall province-wide funding increase of $6.6 million for education.

The Committee was informed that the Province is once again directing school boards to cap increases to their local education property tax at 2% for the 2019/2020 school year and to continue to reduce administrative costs.

2. 2020/2021 Draft Budget

The Committee was informed that the Board of Trustees is considering a stand pat budget of $421,221,700 which results in a 1.44% increase on the property tax levy or $21 a year on the average assessed home value of $225,700 within WSD. The Committee was informed that the draft budget maintains programs and services in WSD.

The Committee also received an overview on programs and services within the WSD that are not mandated by the province. The Committee was informed of the importance of maintaining these programs and services for student.

The Committee reviewed enrolment data over a five-year period from 2014/15 to 2019/20. The Committee was informed that enrolment for 2019/20 school year is 32,743 students which represents a decrease from 2018/19 school year 33,093 students.

The Committee was provided with an infographic of the Draft Budget that will be distributed at the District Advisory Committee meetings for discussion. The Committee was informed that anyone wishing to register to appear as a delegation at a future meeting to contact the Board Office.

3. City of Winnipeg Assessment

The Committee was also provided with the City of Winnipeg portioned assessment as of December 16, 2019 and January 16, 2020. The Committee was informed that the City of Winnipeg will finalize property assessments at the beginning of March, 2019.

SOUTH DISTRICT ADVISORY COMMITTEE REPORT NO. 1-2020

To the Chair and Members Winnipeg Public School Board: February 11, 2020 The South District Advisory Committee reports as follows:

1. 2020/2021 Draft Budget

The Secretary-Treasurer was in attendance to provide an overview of the 2020/2021 Draft Budget. The Committee was informed that on January 30, 2020, the Province of Manitoba announced funding for public education. The Committee was informed that the Manitoba government will increase funding for public schools by more than $6.6 million for the 2020/2021 school year. The Committee was informed that school divisions also raise revenue through local education property taxes. The Committee was informed that the Manitoba government is again requesting that school divisions limit increases to education property taxes to two per cent for the 2020/2021 school year.

The Committee was informed that for the 2020/2021 school year, the Board is proposing a stand pat budget which maintains all programs and services in the WSD.

A Committee member expressed concern that the Spanish program and other language programs would be affected if there was a need to reduce the budget. The Committee was informed that many of the language programs are supported by the fact that WSD provides transportation allotted to these programs. The Committee was encouraged to communicate with their MLA or the Minister of Education regarding programs and services. The Committee was also informed that they can register as a delegate to speak at the board meeting on March 2, 2020.

The Committee was informed that the enrollment has decreased by approximately 350 students this year which has led to a reduction in provincial funding. The Committee was also informed that the province has announced a 15% reduction in administrative positions.

2. Provincial K-12 Education Review

The Committee was informed that the Commission would be releasing the report to the Minister of Education and Training in February 2020. It is anticipated that the report would be publically released in March 2020, which will include recommendations on the key topic areas identified by the Province. School Boards would not have the ability to provide input on the recommendations and would be obligated to implement the recommendations within the timelines established by the Province. The report and recommendations will be shared with parents indicating the next steps to be in compliance with the direction from the Minister of Education.

The Committee was informed that additional information on the Provincial K-12 Education Review can be found on the Manitoba Commission on K-12 Education.

The Committee was informed that the Province of Manitoba had suggested that WSD delay the by-election to fill the trustee vacancies for wards 3 and 4 pending the results of the K-12 Review. The Committee was informed that the Province did not provide clarification on the request to delay the by-election.

The Committee received an overview of the 2020/2021 Draft Budget. The Committee was informed that on January 30, 2020, the Province of Manitoba announced funding for public education. The Committee was informed that the Manitoba government will increase funding for public schools by more than $6.6 million for the 2020/2021 school year. The Committee was informed that school divisions also raise revenue through local education property taxes. The Committee was were informed that the Manitoba government is again requesting that school divisions limit increases to education property taxes to a maximum of two per cent for the 2020/2021 school year.

The Committee was informed that the enrollment has decreased by approximately 350 students which has contributed to a reduction in provincial funding. The Committee was also informed that the province has announced a 15% reduction in administrative positions.

The Committee received an overview on the program and services not mandated by the province. In response to an enquiry, the Committee was informed that the Division offers a full day Program and also provides a half day of program for residents in the Division. The province only funds the half day Kindergarten program.

In response to a student enquiry, the Committee was informed that the special education programs, resources for people with disabilities and Educational Assistants will not be affected for the 2020/2021 school year since the Board is proposing a stand pat budget which maintains all programs and services in the WSD.

2. PROVINCIAL K-12 EDUCATION REVIEW

The Committee was informed that the Commission would be releasing the report to the Minister of Education and Training in February 2020. It is anticipated that the report would be publically released in March 2020, which will include recommendations on the key topic areas identified by the Province. School Boards would not have the ability to provide input on the recommendations and would be obligated to implement the recommendations within the timelines established by the Province. The report and recommendations will be shared with parents indicating the next steps to be in compliance with the direction from the Minister of Education.

Committee members were informed that an update on the recommendations outlined in the report will be provided at the next meeting.

3. NUTRITION IN SCHOOLS

At a meeting held November 20, 2019, the Committee agreed to discuss nutrition in schools.

The Committee was provided with Policy IGAEA – Nutrition which outlines the Division’s responsibility to promote and support nutrition in schools by ensuring that healthy food choices predominate in school cafeterias, breakfast and lunch programs, canteens, vending machines, snack programs, fundraising activities and school-wide events. The policy is in compliance with the Manitoba School Nutrition Handbook.

In response to an enquiry regarding vending machines in schools, Committee members were informed that the Division tenders vending machines in schools including the products available. Committee members suggested that plastic water bottles in schools also be reviewed and eliminated.

The Committee was informed that Sisler High School has a program “Ban the Bottle” and would like to have the vending machines removed from the school. The Committee was informed that some schools are fundraising to support the costs of water filling stations rather than fountains. The Committee was informed that sustainable development is part of the Division’s five-year plan which is also identified as one of the Strategic Priorities.

4. COMPOSTING IN SCHOOLS

At a previous meeting, the Committee agreed to discuss composting in schools.

The Committee was provided with a copy of Education for Sustainable Development Plan for 2019-2021. The Committee was informed that schools in the Division are moving towards composting. The Committee was informed that each school can determine how to compost and that the proper facility is needed to compost.

The Committee was informed that the WSD is one of the leaders in sustainability not only with composting but also with changing to different lightbulbs and changing water taps which leads to saving energy and money.

The Committee was informed that Grant Park High School has a well implemented composting program however the school is experiencing some difficulty in maintaining the program. The Committee was also informed that the compost is used by the horticulture program.

In response to a student enquiry, The Committee was informed that the Division supports climate change and climate action. The Committee was informed that parents are encouraged to contact the school to confirm student participation at a climate event.

5. MUSIC/ARTS/HONOUR CHOIR

At the request of the Committee, the topic of music, arts and honour choir was added to the agenda for discussion.

A student representative expressed concern regarding the availability of volunteers to organize the honour choir. Committee members were informed that consideration will be given to providing additional opportunities next school year.

A By-law of the Board of Trustees of Winnipeg School Division for the purpose of borrowing the sum of TWENTY MILLION SEVEN HUNDRED THIRTEEN THOUSAND TWO HUNDRED DOLLARS ($20,713,200) and of issuing a Debenture and/or Promissory Note (hereinafter called the Security) therefore.

WHEREAS it is deemed necessary and expedient to raise by loan the sum of $20,713,200 on the credit of the said School Division for the purpose of payment for the projects as authorized on Schedule “B” attached.

THEREFORE, pursuant to the provisions of the Public Schools Act, the Board of Trustees of the Winnipeg School Division duly assembled, enact as follows:

1. That it shall be lawful for the said School Trustees to borrow the sum of $20,713,200 by the issue and sale of the Security of the said School Division as set out below.

2. "That the said Security shall be issued at Winnipeg MB and shall be dated the 31st day of March A.D. 2020 and shall be payable to the Minister of Finance, Winnipeg, Manitoba as follows:

The Security shall be so issued that the amount thereby borrowed shall be repayable in twenty (20) equalized consecutive annual instalments of $1,360,271.69 each, including principal and interest at the rate of 2.750% per annum, payable annually on the 31st day of March as per Schedule “A” attached."

3. That the first instalment shall be payable on the 31st day of March A.D. 2021

4. That the Security shall be signed by the Secretary-Treasurer and countersigned by one of the Trustees of the said School Division.

5. That provisions shall be made for the payment of the said Security and such provision shall form part of, and be included in, the annual statements of monies required for the purpose of the School Division.

1. Adult Learning Centres – Technology, Equipment & PD Grants – 2019/2020 – Kaakiyow li moond Likol – Winnipeg Adult Education Centre Off-Campus

An application was submitted to Manitoba Education and Training, Adult Learning and Literacy for Technology, Equipment and Professional Development in the amount of $4,092.00 for the Kaakiyow li moond Likol ALC and $5,504.00 for the Winnipeg Adult Education Centre ALC Off-Campus.

The funding will be used to purchase computer equipment required for the Kaakiyow li moond Likol ALC and the Winnipeg Adult Education Centre ALC programs.

The Division has been advised that Manitoba Education and Training, Adult Learning and Literacy has approved funding in the amount of $4,000 to Kaakiyow li moond Likol ALC and $3,000 to the Winnipeg Adult Education Centre, ALC Off-Campus for the 2019/2020 year.

2. Tender for Office Paper – Supply Offer

Tenders were requested for the supply of office paper for various schools under the jurisdiction of The Winnipeg School Division and other Metropolitan School Divisions on an “as and when requested” basis from March 3, 2020 to December 31, 2020 with a two (2), one (1) year options for renewal by mutual agreement. One tender was received

3. Recognition for Special Accomplishments

In accordance with Board Policy AGAB – Recognition for Special Accomplishments, the following funding has been approved by the Chief Superintendent and is provided for the information of the Board of Trustees.

a) Thirteen students (grades 9-12) from Gordon Bell High School have been selected to perform in Music Fest Canada, to be held in Calgary, Alberta, from May 20-22, 2020 to compete on the National stage.

Funding has been approved by the Chief Superintendent in the amount of $6,500.00 to assist with the registration, travel, accommodations and incidental expenses for thirteen students and two teacher chaperones. Funding was also approved for substitute costs for two teachers for 3.0 days each. Page 53 of 102

b) Jacob Mayer, a student from St. John’s High School, has been selected to represent Manitoba at an International Football Tournament through the Manitoba Selects Football Program. The selection process started in November 2019 and involved students from across Manitoba high schools who competed to make the Selects roster. The tournament will provide him with the opportunity to work with university coaches at the tournament to further develop his football and leadership skills. The tournament was held from February 13-23, 2020 in Corpus Christi, Texas.

Funding has been approved by the Chief Superintendent in the amount of $500.00 to assist with travel expenses and registration fees for one student.

c) The Winnipeg School Division has been advised that Daniel McIntyre Collegiate Institute, Lord Nelson and Sargent Park Schools were recognized by the Dairy Farmers of Manitoba for their tremendous contribution to the health and well-being of their students as demonstrated by having a milk program in their schools for 30 consecutive years.

The School Milk Program was established in Manitoba 36 years ago with the objective of giving students the opportunity to have fresh, cold milk at lunch while at school.

The Dairy Farmers of Manitoba encourages schools that serve milk to register with this organization. After registering for 15 or 30 consecutive years the school would receive a letter of recognition.

Letters of commendation will be sent to the students on behalf of the Board of Trustees in accordance with Policy AGAB – Recognition for Special Accomplishments.

In response to an enquiry and concern on the energy efficiencies on transportation, Committee members were informed that WSD transportation costs are higher than any other school division. Committee members were also informed that the schools/buildings are part of the Power Smart Program.

In response to a parent enquiry regarding the full day kindergarten pilot project, Committee members were informed that the results of the 3-year pilot project will be referred to the Policy/Program Committee for review.

Committee members were informed that the Commission would be releasing the report to the Minister of Education and Training in February 2020. It is anticipated that the report would be publically released in March 2020, which will include recommendations on the key topic areas identified by the Province. SUMMARY OF DISCUSSIONS – Wednesday, February 5, 2020

1. APPROVAL OF AGENDA

The Committee members approved the Agenda of February 5, 2020, as distributed.

2. 2020/2021 DRAFT BUDGET

The Secretary-Treasurer was in attendance to provide an overview of the 2020/2021 Draft Budget. Committee members were informed that on January 30, 2020, the Province of Manitoba announced funding for public education. Committee members were informed that the Manitoba government will increase funding for public schools by more than $6.6 million for the 2020/2021 school year. Committee members were informed that school divisions also raise revenue through local education property taxes. Committee members were informed that the Manitoba government is again requesting that school divisions limit increases to education property taxes to a maximum of two per cent for the 2020/2021 school year.

Committee members were informed that for the 2020/2021 school year, the Board is proposing a stand pat budget which maintains all programs and services in the WSD including those programs and services that are not mandated by the province such as nursery program, therapy services, off campus programs and resource officers.

3. PROVINCIAL K-12 EDUCATION REVIEW

Committee members were informed that the Commission would be releasing the report to the Minister of Education and Training in February 2020. It is anticipated that the report would be publically released in March 2020, which will include recommendations on the key topic areas identified by the Province. School Boards would not have the ability to provide input on the recommendations and would be obligated to implement the recommendations within the timelines established by the Province. The report and recommendations will be shared with parents including next steps to be in compliance with the direction from the Minister of Education.

Committee members were informed that additional information on any submissions made to the Commission can be found on the Manitoba Commission on K-12 Education.

Committee members were informed that the Province of Manitoba had suggested that WSD delay the by-election to fill the trustee vacancies for wards 3 and 4. Committee members were informed that the Province did not provide clarification on the request to delay the by-election.

SUMMARY OF DISCUSSIONS – Tuesday, February 11, 2020

1. TREATY LAND ACKNOWLEDGEMENT

Committee members acknowledged that the meeting is being held on Treaty One Land and the Traditional Homeland of the Metis Nation.

3. 2020/2021 DRAFT BUDGET

The Secretary-Treasurer was in attendance to provide an overview of the 2020/2021 Draft Budget. Committee members were informed that on January 30, 2020, the Province of Manitoba announced funding for public education. Committee members were informed that the Manitoba government will increase funding for public schools by more than $6.6 million for the 2020/2021 school year. Committee members were informed that school divisions also raise revenue through local education property taxes. Committee members were informed that the Manitoba government is again requesting that school divisions limit increases to education property taxes to a maximum of two per cent for the 2020/2021 school year.

Committee members were informed that for the 2020/2021 school year, the Board is proposing a stand pat budget which maintains all programs and services in the WSD.

A Committee member expressed concern that the Spanish program and other language programs would be affected if there was a need to reduce the budget. Committee members were informed that many of the language programs are supported by the fact that WSD provides transportation allotted to these programs. Committee members were encouraged to communicate with their MLA or the Minister of Education regarding programs and services. Committee members were also informed that they can register as a delegate to speak at the board meeting on March 2, 2020.

Committee members were informed that the enrollment has decreased by approximately 350 students this year which has led to a reduction in provincial funding. Committee members were also informed that the province has announced a 15% reduction in administrative positions.

In response to an enquiry, Committee members were informed all programs operating as a daycare are required to obtain a provincial license. Committee members were informed that this matter will be discussed further with WSD Administration.

Committee members were informed that the Province did not provide clarification on the request to delay the by-election.

In response to an enquiry regarding amalgamation, Committee members were informed that amalgamation does not necessarily translate into cost savings. Committee members were informed that school division amalgamation can be a costly process. Committee members were informed that in order for the government to achieve a cost saving, it is anticipated that a review of programs would be forthcoming. Committee members were informed that many of the unique or specialized programs that are currently being offered are funded through the property tax, rather than by the provincial government. Committee members were also informed that many of the diverse programs such as language programs in WSD may not be available and that community voices will be important to sustain these unique programs and services.

Committee members received an overview on the program and services not mandated by the province. In response to an enquiry, Committee members were informed that the Division offers a full day Kindergarten Program and also provides a half day of program for residents in the Division. The province only funds the half day Kindergarten program.

In response to a student enquiry, Committee members were informed that the special education programs, resources for people with disabilities and Educational Assistants will not be affected for the 2020/2021 school year since the Board is proposing a stand pat budget which maintains all programs and services in the WSD.

In response to an enquiry, Committee members were informed that milk is subsidized in the schools as part of a healthy lunch. Committee members were informed that an update on the actual cost of the milk will be provided at the next meeting. Page 96 of 102

5. NUTRITION IN SCHOOLS

At a meeting held November 20, 2019, Committee members agreed to discuss nutrition in schools.

Committee members were provided with Policy IGAEA – Nutrition which outlines the Division’s responsibility to promote and support nutrition in schools by ensuring that healthy food choices predominate in school cafeterias, breakfast and lunch programs, canteens, vending machines, snack programs, fundraising activities and school-wide events. The policy is in compliance with the Manitoba School Nutrition Handbook.

In response to an enquiry regarding vending machines in schools, Committee members were informed that the Division tenders vending machines in schools including the products available. Committee members suggested that plastic water bottles in schools also be reviewed and eliminated.

Committee members were informed that Sisler High School has a program “Ban the Bottle” and would like to have the vending machines removed from the school. Committee members were informed that some schools are fundraising to support the costs of water filling stations rather than fountains. Committee members were informed that sustainable development is part of the Division’s five-year plan which is also identified as one of the Strategic Priorities.

Committee members were informed that that there is some concern with cafeteria options being available for students who do not eat meat and dairy products. Committee members were encouraged to discuss with the school principal. Committee members also requested information on bake sales in schools. Committee members were informed that information will be provided at the next Student Advisory meeting.

6. COMPOSTING IN SCHOOLS

At a previous meeting, Committee members agreed to discuss composting in schools.

Committee members were provided with a copy of Education for Sustainable Development Plan for 2019-2021. Committee members were informed that schools in the Division are moving towards composting. Committee members were informed that each school can determine how to compost and that the proper facility is needed to compost. Page 97 of 102

Committee members were informed that the WSD is one of the leaders in sustainability not only with composting but also with changing to different lightbulbs and changing water taps which leads to saving energy and money.

Committee members were informed that Grant Park High School has a well implemented composting program however the school is experiencing some difficulty in maintaining the program. Committee members were also informed that the compost is used by the horticulture program.

In response to a student enquiry, Committee members were informed that the Division supports climate change and climate action. Committee members were informed that parents are encouraged to contact the school to confirm student participation at a climate event.

7. MUSIC/ARTS/HONOUR CHOIR

At the request of Committee members, the topic of music, arts and honour choir was added to the agenda for discussion.

A student representative expressed concern regarding the availability of volunteers to organize the honour choir. Committee members were informed that consideration will be given to providing additional opportunities next school year.

FRENCH IMMERSION ADVISORY COMMITTEE

SUMMARY OF DISCUSSIONS – Thursday, February 20, 2020

1. TREATY LAND ACKNOWLEDGEMENT

Committee members acknowledged that the meeting is being held on Treaty One Land and the Traditional Homeland of the Metis Nation.

2. APPROVAL OF AGENDA

The Committee members approved the Agenda of February 20, 2020, as distributed.

3. 2020/2021 DRAFT BUDGET

Committee members received an overview of the 2020/2021 Draft Budget. Committee members were informed that on January 30, 2020, the Province of Manitoba announced funding for public education. Committee members were informed that the Manitoba government will increase funding for public schools by more than $6.6 million for the 2020/2021 school year. Committee members were informed that school divisions also raise revenue through local education property taxes. Committee members were informed that the Manitoba government is again requesting that school divisions limit increases to education property taxes to a maximum of two per cent for the 2020/2021 school year.

Committee members were informed that for the 2020/2021 school year, the Board is proposing a stand pat budget which maintains all programs and services in the WSD.

In response to an enquiry regarding the provincial announcement, Committee members were informed that the Division has not received clarification on the province’s 15% administration reduction. Committee members were informed that funding would be reallocated to programs and services. Committee members were informed that an update will be provided at a future meeting.

In response to a concern regarding the funding gap for the French language programs, Committee members were informed that WSD offers dual track and milieu schools. Committee members were informed that additional information regarding the costs will be provided at the next meeting.

Committee members were informed that they can register as a delegate to speak at the Board meeting on March 2, 2020 by registering no later than noon on Thursday, February 27.

4. PROVINCIAL K-12 EDUCATION REVIEW

Committee members were informed that the Commission would be releasing the report to the Minister of Education and Training in February 2020. It is anticipated that the report would be publically released in March 2020, which will include recommendations on the key topic areas identified by the Province. School Boards would not have the ability to provide input on the recommendations and would be obligated to implement the recommendations within the timelines established by the Province. The report and recommendations will be shared with parents indicating the next steps to be in compliance with the direction from the Minister of Education.

Committee members were informed that the Province of Manitoba had suggested that WSD delay the by-election to fill the trustee vacancies for wards 3 and 4 pending results of the K-12 Review. Committee members were informed that the Province did not provide clarification on the request to delay the by-election.

5. BUILD FROM WITHIN

The Director of Indigenous Education was in attendance to provide an overview of the Build from Within Program. Committee members were informed that the Build From Within program is in partnership with the Faculty of Education at University of Winnipeg, and Indspire Canada and other service providers to develop a path for Indigenous High School Students to become teachers.

The primary goal of Build From Within is to recognize and build on Indigenous students’ unique strengths and experiences to create competent and motivated teachers who are passionate about their work and want to contribute back as teachers.

Committee members were informed that the many students are provided with bursaries, scholarships, which helps support some of the barriers. Committee members were informed that the program has two cohorts with approximately 60 students registered in the program. Committee members were also informed that the Build from Within Program is a seven-year program which costs approximately seven million dollars.

Committee members were informed that the program has had great results and the model would potentially work in helping to recruit French Immersion teachers.

6. RECRUITMENT

Committee members were informed that two teams of principals have gone Sudbury and Ottawa to recruitment fairs; this practice has been taking place for a few years. Committee members were informed that last year, recruitment became more competitive as other western provinces were also recruiting and providing incentives such as relocation funding. Committee members were informed that WSD is also looking at providing some incentives to stay competitive. Committee members were also informed that WSD has also been active at local recruitment fairs.

7. LANGUAGE COURSES

Committee members were informed that WSD in partnership with Université de St. Boniface is offering two language courses, one for teachers of French and the other for French Immersion teachers. Committee members were informed that WSD hopes to offer two more courses in the Fall. Committee members were also informed that a mini-fit course is being advertised for the spring session (French Immersion for teachers).

In response to an enquiry regarding the former French Immersion Program offered at École Churchill, Committee members were informed that information will be provided at the next meeting.

Committee members suggested that a strategic plan be developed for French Immersion Program. The strategic plan will be added to the agenda for future discussion.

8. FUNDING

Committee members were informed that WSD and individual schools apply on an annual basis for Revitalization Grants from the Province. Committee members were informed that WSD’s proposals have been approved and many schools will receive these funds for different activities. Committee members were also informed that WSD provides funding for schools to apply for activities that promote French language and culture programming in all schools.

9. IB PROGRAMMING

Committee members were informed that the administration is researching the different aspects to determine why students transfer out of French Immersion program to the International Baccalaureate (IB) and AP programs. Committee members were informed that preliminary research does not indicate that other school divisions in Winnipeg are offering the IB programme. Committee members were informed that this could be due to the cost in training teachers or the limited demand from students. Committee members were informed that the IB programme is a comprehensive and rigorous program of studies that prepares students for examinations administered worldwide in May. Committee members were informed that in Manitoba, IB French Immersion Diploma Program is currently offered at Collège Louis-Riel. Committee members were informed that language acquisition courses are offered in the Kelvin IB Diploma Program.

In response to an enquiry, Committee members were informed that the motion presented to the Board on December 2, 2019 regarding French Immersion Program has been referred to the Policy/Program Committee.

Committee members were informed that at a meeting held December 16, 2019, the Board of Trustees received the French Immersion Advisory Committee Report and Summary of Discussions as information. The Summary of Discussions have been distributed to Committee members the week of December 16th.

Once reviewed by the Board, District Advisory Committee Reports and Summaries of Discussions are posted on the Division’s website under the Family and Community tab.
