Performance Anxiety: The nature of performance management in the NHS under New Labour Shana Vijayan Thesis submitted for the degree of Doctor of Philosophy Department of Science and Technology Studies University College London 0 Declaration I, Shana Vijayan, confirm that the work presented in this thesis is my own. Where information has been derived from other sources, I confirm that this has been indicated in the thesis. 1 Abstract This thesis explores both the proliferation and prominence of ‘performance’ in the NHS, focusing on the New Labour years from 1997-2010. The research’s main objective was to understand how performance policy impacts the work-place experience: to understand the nature of work undertaken by performance managers, the tools used and the effect of these techniques. The secondary objective was to understand the goals of performance management. The introduction and rise of performance saw a change in expert authority. A new set of professionals had arrived in the NHS: regulators, auditors and performance managers. This thesis looks at the performance managers’ body of expertise, drawing upon several forms of qualitative research. The primary research tool used was institutional ethnography, which included focused interviews, a case study and experiences and notes gathered during a period based as a participant in NHS organisations. Documentary analysis carried out in the first phase of this thesis revealed that the principal rhetoric employed by politicians concerned the function of performance management in reducing risk and harm to patients. However, further research based on interviews and ethnography suggests that performance was experienced as a process of rationalisation and stigma, with risk rarely mentioned in the same way as in policy documents. -

2018: A YEAR IN REVIEW, 2019: THE YEAR AHEAD Foreword from Rt Hon Patricia Hewitt, Senior Adviser, FTI Consulting 2018 was the most unpredictable and tumultuous year in politics … since 2017. Which was the most unpredictable and tumultuous year in politics … since 2016. And there’s no sign of let-up as we move into 2019. The unresolved questions of Brexit - how? when? whether at all? - will inevitably dominate the coming year. Even if Theresa May brings back from Brussels a new political declaration sufficiently compelling to command a majority in Parliament - a highly unlikely prospect at the time of writing - the end of March will mean the start of a fresh, complex round of negotiations on a future trade deal, conducted under the shadow of the Irish backstop. For most people, that would be preferable to the collapse of Mrs May’s deal and, almost inevitably, the collapse of her government and a subsequent constitutional crisis. Faced with the choice between revoking Article 50 or leaving the European Union (EU) without a deal, the Commons could well produce a majority for a new referendum. Under the pressure of a leadership contest, the personal and political rancour in the Conservative Party could finally break apart Europe’s hitherto most successful party of government. A no-confidence vote that would be defeated today could command enough votes from the Brexiteers’ kamikaze tendency to force another General Election. And Labour - with most of its moderates MPs replaced by Corbynistas in last-minute candidate selections - could win on a ‘cake and eat it’ manifesto of a Brexit that would end free movement but provide frictionless trade (Irish backstop, anyone?). -

The purpose of the policy case studies is to explore differences in approaches to policymaking around childhood taken by the governments of the four UK nations over the past 30 years. The subjects of the case studies (Young People Leaving Care and Child Poverty) have been selected because they exemplify some of the differences in the drivers of policy development across the four UK nations. -

The countries included in the study are Canada, Germany, Sweden, the United Kingdom and the Untied States. Since a main objective of means-tested benefits is to mitigate and alleviate poverty, the comparisons and evaluations presented in the study are based on the adequacy of benefits, that is, the extent to which provisions are provided at levels sufficient to allow recipients to escape pov- erty. The long time frame of the study also gives an opportunity to relate to the ongoing theo- retical discussion about potential differences in the development of means-tested benefits and social insurance entitlements. Here, two questions are addressed: the extent to which the development of means-tested benefits describes a different pattern than social insurance provi- sions, and the extent to which means-tested benefits are more prone to cutbacks than social insurance entitlements. The empirical analyses combine institutional information on the level of means-tested benefits with micro-level income data from the Luxembourg Income Study. Over the whole period covered, the development of means-tested benefits resembles more than diverges form that observed in the area of social insurance. -
