It provides information useful to the Mayor and the City Council in crafting the 2009/2010 Policy Budget priorities. It is anticipated that the City Council will adopt a list of 2009/2010 Policy Budget priorities at its June 18, 2008 meeting, which identifies City Council’s service priorities given resource constraints. It is important to consider the General Fund forecast, the budget policy considerations, and significant budget issues when developing policy priorities for the upcoming biennium. These items provide the context for informed decisions. In addition, since we are again facing resource constraints, I ask that City Council consider providing guidance on service reductions and/or resource increases to help offset the expenses associated with any new or enhanced spending initiatives. An updated General Fund Forecast is provided reflecting the revised revenue estimates and expenditure estimates for 2009 through 2012. As noted in the 2008 Budget Update Process and confirmed in the 2007 Year End Close Report, the City’s combined Working Capital Reserve and General Fund Balance is short of the minimum standard of 10% of annual General Fund revenue. To balance the 2008 Budget, $3.5 million of the 2007 carryover was used. Preliminary resources and expenditures detailed in the Tentative Tax Budget indicate that this structural deficit will continue in 2009.

Royal, III Charitable Bingo Operations Director New Bingo Rules At the December 7, 2017 open meeting of the Texas Lottery Commission, the Commission voted to adopt amendments (rule changes) to 16 TAC §§402.400 (General Licensing Provisions), 402.401 (Temporary License), 402.402 (Registry of Bingo Workers), 402.404 (License and Registration Fees), 402.405 (Temporary Authorization), 402.407 (Unit Manager), 402.410 (Amendments of a License – General Provisions), 402.411 (License Renewal), 402.413 (Military Service Members, Military Veterans, and Military Spouses), 402.420 (Qualifications and Requirements for Conductor’s License), 402.424 (Amendments of a License by Electronic Mail, Telephone or Facsimile), 402.422 (Amendment to a Regular License to Conduct Charitable Bingo), and 402.603 (Bond or Other Security) of the Commission’s charitable bingo rules. The purpose of the rule changes is to implement the statutory changes required by the newly-enacted legislation of H.B. 2578, S.B. 549, and S.B. 2065 from the Regular Session of the 85th Texas Legislature. Competti and Conrad Rosenberg Contrary to popular belief, bingo cannot be categorized as a low-stakes game played by middle-aged and elderly women. It is, rather, a billion-dollar industry whose popularity permeates all aspects of American society, and the abuses of which often go undetected or unremedied. Despite bingo’s popularity as a charity fundraiser and its reputa­ tion as a harmless pastime, it has been the object of abuse by a number of sources: Illegal parlors resort to tricks to circumvent the law or openly defy it. Racketeers are thought to control bingo games- legal and illegal- in a number of urban areas. Skimming and other scams are practiced by both organized groups and shady independent operators. Some bingo players have devised elaborate cheating schemes. Gambling in America. Final Report of the Commission on the Review of the National Policy Toward Gambling. Although the report was written over 20 years ago, its observations and conclusions are still essentially valid, if not possibly even a bit understated in light of the recent growth of the gambling business in the United States. 1. Introduction The subject of exempt organizations conducting gaming activities, ostensib­ ly to raise funds for charitable uses, has been the focus of a significant amount of interest. The April 1992 Pennsylvania Crime Commission Report entitled, Racketeering and Organized Crime in the Bingo Industry, at page iv, explains why, in its view, bingo may attract a criminal element: Promoters have infiltrated this industry and have very little to fear from law enforcement because of their low profile and be­ cause of the benign way in which society views Bingo.

This information pack has been produced to accompany a one-day workshop of the same name taught by Sue Kerry and held at Birmingham Museum and Art Gallery Collections Centre on 29th November 2007. The workshop is one of three produced in collaboration between DATS and the V&A, funded by the Renaissance Subject Specialist Network Implementation Grant Programme, administered by the MLA. The purpose of the workshops is to enable participants to improve the documentation and interpretation of collections and make them accessible to the widest audience. Participants will have the chance to study objects at first hand to help increase their confidence in identifying textile materials and techniques. This information pack is intended as a means of sharing the knowledge communicated in the workshops with colleagues and the public.
