    FOREWORD I am pleased to introduce this 10-plan year which is a road map on how the Nairobi - Thika Superhighway Transport Corridor (NTTC) is geared to develop. This is the first comprehensive spatial plan covering the NTTC, which is within Ruiru and Juja Sub-Counties and it has been prepared at a time when Kiambu County is grappling with the challenges of tackling rapid urbanisation. I am happy to note that, this plan has been prepared in a participatory manner taking into account the contributions of various stakeholders whose role in the implementation of the proposals is fundamental. Kiambu is the third most urbanised County after Nairobi and Mombasa and has witnessed rapid urbanisation in the few decades with people moving into the County to settle, set business, and undertake other development activities. The NTTC has witnessed rapid urbanisation coupled with high population growth and economic activities in the last ten years since the onset of devolved government and the upgrading of the Nairobi-Thika Highway thus changing the corridor’s character. Due to this rapid growth as a County, we are expected to commit more investments to cope with this expansion. More people need to be accommodated in a suitable environment with ease of movement, adequate physical and social infrastructure and employment opportunities. However, most of this urbanisation is happening with little or no planning intervention as characterised by piecemeal subdivision and land-use conversions. Due to the absence of planning tools like the Plan to guide and manage this rapid urbanisation, the current development in these areas is suffering from uncoordinated growth, land use conflict, inadequate basic infrastructure facilities and services, poor housing, and inefficient public transportation system, amongst other challenges.

    REPUBLIC OF KENYA BARINGO COUNTY GOVERNMENT ANNUAL DEVELOPMENT PLAN 2016/17 County Treasury and Economic Planning AUGUST 2015 Annual Development Plan-2016-2017 i FOREWORD The 2016/2017 Baringo County Annual Development Plan (ADP) is formulated in the model of the current Medium Term Expenditure Framework (MTEF). The Plan is prepared in line with the requirements of Section 126 of the Public Finance Management Act 2012, and in accordance with Article 220(2) of the Constitution. The Annual Plan contains the strategic priority development programmes and projects that will be implemented during the financial year 2016/2017. The Budget preparation process in the Medium Term, adopted the Programme Based Budgeting approach, where the sector working groups in the county formulated their respective sectors’ budget proposals, policies and programmes with clear outputs, outcomes as well as performance indicators which are related to the achievement of the programme objectives. This annual plan is therefore framed against a broad fiscal policy and reform measures underpinning the budget for the 2016/17 Financial Year, which outlines expenditure per priority programmes as well as allocation of resources to all sectors of the County economy. Significant proportion of the County’s budget shall be financed through National Government funding while it is expected that the County Government and development partners shall bridge the gaps. The preparation of the annual plan made reference to key County and National Government Policy documents particularly the Baringo County Integrated Development Plan (2013– 2017), the Second Medium Term Plan (2013 – 2017) and Vision 2030, the approved County Programme Based and Budget (PBB) 2015/2016.

    KENYA SCHOOL OF GOVERNMENT Empowering the Public Service BARINGO CAMPUS PROSPECTUS The Kenya School of Government is an ISO 9001:2015 certified institution that provides capacity building programs for the Public Service through training, research, consultancy and advisory services. The School seeks to facilitate acquisition of wider and deeper knowledge about social and economic issues of national, regional and global concern beyond development of skills and competencies in the respective courses and areas of specialization. This goal is achievable through public lectures, seminars, and conferences services to both National and County governments, private sector players as well as those from the Non-Governmental Organizations (NGOs). To deliver on the mandate, the School has strategically located campuses across the country including at Lower Kabete, Baringo, Embu, Matuga, and Mombasa. Baringo Campus is located in Kabarnet town in the Rift Valley from where it serves the Rift Valley, Western and Nyanza regions. The Campus can be accessed through Nakuru (about l40kms) or Eldoret (about 90kms) using public or private transport. From Nakuru to Baringo Campus, vehicles take B4 north-bound road towards Marigat which is about 95 kilometres away. Shortly before Marigat town, Kabarnet town is accessed using the left turn off to drive on through the scenic Tugen Hills for about 38 kilometres. From Eldoret, vehicles take the Eldoret-Iten road through Tambach and across Kerio Valley to Kabarnet town. Baringo Campus is situated in a scenic environment suitable for tourism including Lake Bogoria where visitors can experience boiling geothermal pools, hot springs, steam jets and a section of Kenya’s wild animals including flamingos.

Water shortage is a growing problem in the Nairobi Metropolitan Area because of the water loss reportedly amounting to some 50% of total water supply and expanding population. Water supply plan with target year 2000 was formulated in the “Third Nairobi Water Supply Project". The projected population of Nairobi City would be 3.86 million and corresponding projected water demand would be 752.2 thousand cubic meters per day in 2010. Planned area of piped water supply covers the whole Nairobi City and some part of Ruiru to the north, and Syokimau to the southeast. Local area water supply projects are proposed in Ngong and Ongata Rongai to the southwest and Western Shamba Area to the northwest of Nairobi City. Gravity type water supply system can be applicable to the areas less than 1,700m above sea level in the Nairobi Metropolitan Region (See Figure 11.1-1).
