REPUBLIC OF KENYA BARINGO COUNTY GOVERNMENT ANNUAL DEVELOPMENT PLAN 2016/17 County Treasury and Economic Planning AUGUST 2015 Annual Development Plan-2016-2017 i FOREWORD The 2016/2017 Baringo County Annual Development Plan (ADP) is formulated in the model of the current Medium Term Expenditure Framework (MTEF). The Plan is prepared in line with the requirements of Section 126 of the Public Finance Management Act 2012, and in accordance with Article 220(2) of the Constitution. The Annual Plan contains the strategic priority development programmes and projects that will be implemented during the financial year 2016/2017. The Budget preparation process in the Medium Term, adopted the Programme Based Budgeting approach, where the sector working groups in the county formulated their respective sectors’ budget proposals, policies and programmes with clear outputs, outcomes as well as performance indicators which are related to the achievement of the programme objectives. This annual plan is therefore framed against a broad fiscal policy and reform measures underpinning the budget for the 2016/17 Financial Year, which outlines expenditure per priority programmes as well as allocation of resources to all sectors of the County economy. Significant proportion of the County’s budget shall be financed through National Government funding while it is expected that the County Government and development partners shall bridge the gaps. The preparation of the annual plan made reference to key County and National Government Policy documents particularly the Baringo County Integrated Development Plan (2013– 2017), the Second Medium Term Plan (2013 – 2017) and Vision 2030, the approved County Programme Based and Budget (PBB) 2015/2016. -

The Government of the Republic of Kenya has applied for financing from the African Development Bank, in various currencies towards the cost of the rehabilitation/upgrading of the Multinational Uganda – Kenya: Kapchorwa – Suam – Kitale & Eldoret Town Bypass roads project. 2. It is intended that part of the proceeds of this loan be applied to make eligible payments under the contract for Lot 2 - Upgrading of Kitale - Endebess - Suam (C45) Road Project. 3. The Kenya National Highways Authority (KeNHA) now invites sealed bids through International Competitive Bidding (ICB) from eligible bidders for the execution of Lot 2 - Upgrading of Kitale - Endebess - Suam (C45) Road Project. 4. The works consist of Construction of a dual carriageway through Kitale Town of four lanes (two lanes each of 3.5m width on either side separated by median Island with 2m shoulder on the outer side and 1m shoulder on the inner side for approximate length of 2Km) and upgrading of the section after Kitale town through Endebess Town to Suam (Border with Uganda) approximately 45Km. 5. Project road starts at the junction with A1 road on the southern part of Kitale town traversing Kitale town on the northerly direction for 3.1Km up to the junction with Kwanza - Kapenguria road. From this Junction, the road takes a westerly direction to Endebess town before shifting into north-Westerly direction up to Suam at Km 45+500 terminating at Suam River bridge. -

Pastoralism: Research, Policy and Practice (2016) 6:6 DOI 10.1186/s13570-016-0053-1 RESEARCH Open Access Value chain analysis of grass seeds in the drylands of Baringo County, Kenya: A producers’ perspective Klerkson Okomboli Lugusa1*, Oliver Vivian Wasonga1, Yazan Ahmed Elhadi1 and Todd Andrew Crane2 Abstract Pastoral households are increasingly practising fodder production in response to forage scarcity associated with land degradation, climate variability and change. Understanding the grass seed value chain is a prerequisite for developing sustainable fodder production and guiding appropriate out-scaling in the drylands. This study investigated the producers’ perspectives on grass seed production, marketing and challenges faced along the grass seed value chain in Marigat Sub- County of Baringo County, Kenya. The results show that the dominant actors were the bulking and processing agents who provided inputs and were a source of grass seed market to the producers. The producers preferred contractual agreements that allowed them to sell their grass seed to markets of their choice. As independent grass seed traders allowed for seed price negotiation, they were popular amongst the producers and thus handled the most volume of seeds marketed. Drought occurrence, inability of existing outlets to purchase grass seed at times, together with low prices offered for producers’ grass seed were found to be among the challenges facing the producers. There is need to strengthen the fodder groups with a possibility of registering them as cooperatives for the purpose of collective bargaining for better grass seed prices. From Nakuru to Baringo Campus, vehicles take B4 north-bound road towards Marigat which is about 95 kilometres away. Shortly before Marigat town, Kabarnet town is accessed using the left turn off to drive on through the scenic Tugen Hills for about 38 kilometres. From Eldoret, vehicles take the Eldoret-Iten road through Tambach and across Kerio Valley to Kabarnet town. Baringo Campus is situated in a scenic environment suitable for tourism including Lake Bogoria where visitors can experience boiling geothermal pools, hot springs, steam jets and a section of Kenya’s wild animals including flamingos. -
