NATIONAL DROUGHT MANAGEMENT AUTHORITY National Drought Early Warning Bulletin June 2021 1 Drought indicators Rainfall Performance The month of May 2021 marks the cessation of the Long- Rains over most parts of the country except for the western and Coastal regions according to Kenya Metrological Department. During the month of May 2021, most ASAL counties received over 70 percent of average rainfall except Wajir, Garissa, Kilifi, Lamu, Kwale, Taita Taveta and Tana River that received between 25-50 percent of average amounts of rainfall during the month of May as shown in Figure 1. Spatio-temporal rainfall distribution was generally uneven and poor across the ASAL counties. Figure 1 indicates rainfall performance during the month of May as Figure 1.May Rainfall Performance percentage of long term mean(LTM). Rainfall Forecast According to Kenya Metrological Department (KMD), several parts of the country will be generally dry and sunny during the month of June 2021. Counties in Northwestern Region including Turkana, West Pokot and Samburu are likely to be sunny and dry with occasional rainfall expected from the third week of the month. The expected total rainfall is likely to be near the long-term average amounts for June. Counties in the Coastal strip including Tana River, Kilifi, Lamu and Kwale will likely receive occasional rainfall that is expected throughout the month. The expected total rainfall is likely to be below the long-term average amounts for June. However to enjoy the beauty of the park visitors are advised to walk through the forest. WHAT TO TAKE WITH YOU Drinking water, picnic items and camping gear if you intend to stay overnight. Also useful are binoculars, camera, hat, and hiking boots. Visitors should be prepared for wet weather and wear footwear adequate for muddy and uneven trails. PLEASE RESPECT THE WILDLIFE CODE Respect the privacy of the wildlife, this is their habitat. Beware ofthe animals, they are wild and can be unpredictable. Don't crowd the animals or make sudden noises or movements. Don't feed the animals, it upsets their diet and leads to human dependence. Keep quiet, noise disturbs the wildlife and may antagonize your fellow visitors. Never drive off-road, this severely damages the habitat. When viewing wildlife keep to a minimum distance of 20 meters and pull to the side of the road so as to allow others to pass. REPUBLIC OF KENYA BARINGO COUNTY GOVERNMENT ANNUAL DEVELOPMENT PLAN 2016/17 County Treasury and Economic Planning AUGUST 2015 Annual Development Plan-2016-2017 i FOREWORD The 2016/2017 Baringo County Annual Development Plan (ADP) is formulated in the model of the current Medium Term Expenditure Framework (MTEF). The Plan is prepared in line with the requirements of Section 126 of the Public Finance Management Act 2012, and in accordance with Article 220(2) of the Constitution. The Annual Plan contains the strategic priority development programmes and projects that will be implemented during the financial year 2016/2017. The Budget preparation process in the Medium Term, adopted the Programme Based Budgeting approach, where the sector working groups in the county formulated their respective sectors’ budget proposals, policies and programmes with clear outputs, outcomes as well as performance indicators which are related to the achievement of the programme objectives. This annual plan is therefore framed against a broad fiscal policy and reform measures underpinning the budget for the 2016/17 Financial Year, which outlines expenditure per priority programmes as well as allocation of resources to all sectors of the County economy. Significant proportion of the County’s budget shall be financed through National Government funding while it is expected that the County Government and development partners shall bridge the gaps. The preparation of the annual plan made reference to key County and National Government Policy documents particularly the Baringo County Integrated Development Plan (2013– 2017), the Second Medium Term Plan (2013 – 2017) and Vision 2030, the approved County Programme Based and Budget (PBB) 2015/2016.

General Overview Development partners are insisting on the full implementation of the Waki and Kriegler reports to facilitate further development and put an end to impunity. Twenty-five diplomatic missions in Nairobi, including the US, Canada and the European Union countries have piled pressure for the implementation of the report whose key recommendations was the setting up of a special tribunal to try the financiers, perpetrators and instigators of the violence that rocked the country at the beginning of this year. The European Union has threatened aid sanctions should the Waki Report not be implemented. An opinion poll by Strategic Research Limited found that 55.8 per cent of respondents supported the full implementation of the report on post-lection violence. On 19 November, Parliament moved to chart the path of implementing the Waki Report by forming two committees to provide leadership on the controversial findings.

The Campus can be accessed through Nakuru (about l40kms) or Eldoret (about 90kms) using public or private transport. From Nakuru to Baringo Campus, vehicles take B4 north-bound road towards Marigat which is about 95 kilometres away. Shortly before Marigat town, Kabarnet town is accessed using the left turn off to drive on through the scenic Tugen Hills for about 38 kilometres. From Eldoret, vehicles take the Eldoret-Iten road through Tambach and across Kerio Valley to Kabarnet town. Baringo Campus is situated in a scenic environment suitable for tourism including Lake Bogoria where visitors can experience boiling geothermal pools, hot springs, steam jets and a section of Kenya’s wild animals including flamingos.
