CHAPTER II.0 General overview Villages Administrative Administrative Municipality Region Units Offices Vrith-Razëm Shkrel Koplik Malësi e Madhe Shkodër Razëm is a hamlet of the mountain village of Vrith, which is only 4 km away (Fig. II-0.1). After the administrative reform in 2015, Vrith became part of Malësi e Madhe, the northernmost of the Albanian municipalities and as such, a border place. This pe- culiar geographic location – mountainous isolation on the one hand, and the constant threat from neighbouring nations on the other – also resulted in the creation and de- velopment of specific social and cultural phenomena. Two examples worth mention- ing are the traditional rhapsodic chants based on the Eposi i Kreshnikëve1 (a cultural heritage of inestimable value) and the celebrated collection of customary laws gath- ered in the Kanun code2. Razëm lies within the Regional Natural Park of Shkrel (established as a protected area in 2014) and is considered the ‘gateway’ to the Western Albanian Alps. Together with the villages of Reç e Bogë, Razëm forms a triad of great interest from the point of view of tourism (Figs. II-0.2 and II-0.3). The Alpine area on which it stands is characterised by a vast network of trails and a series of high-altitude pastures (bjeshkë) with numerous mountain hut settlements 1 The chants of the oral tradition collected in the Epos narrate stories inspired by the wars against the enemies who came from beyond the Serbian border.

The first mission aimed at the promotion of the Italian Innovation La Compagnia dei Parchi (CdP) in Albania and followed the interest of the Albanian Ministry of Tourism, Culture, Youth and Sports, and Albanian Ministry of the Environment Forest and Water Administration to implement a successful strategy for Albanian Park management and development and for sustainable tourism initiatives. The Albanian Authorities expressed the will to support a cooperation project for sustainable tourism based on the experience of La Compagnia dei Parchi and proposed the realization of a common working table in order to explore the way to activate in Albania an innovative tourism product fostering economic local development. On May 24, 2007, according to the recommendations of the Albanian Ministry of Culture, Tourism, Youth and Sports and the Ministry of Environment, Forests and Water Administration and following the positive results of the mission to Albania of Italian experts of “La Compagnia dei Parchi” held on December 2006, was organized the first meeting of the Working Table for the promotion of Sustainable Tourism initiatives in Albania.

    Albania: Beyond the destruction of the nature and the culture of Kelmend - its habitants are asking for help Martine Wolff / NGO for a future in Kelmend The region of Kelmend is a mountain region situated at the extreme North of Albania It is situated between Montenegro for 68 km (66,6%) of its circumference and the villages of Kastrati, Shkrel and Shalë. Its circumference is 102km and total area is 353km2. High mountains (+2000m) constitute 59.7 % of the territory. Many pastures are over 2000m high. Geology characteristics are mainly karstic. They are four valleys, which cover 40,3 % of the territory. They are having the same name as the rivers, Valley of Vermosh 1000 – 1050 m high, Valley of Lepushe 1050 – 1250 m high, Valley of Cemi from Selce having 200 – 1200 m. high, Valley of Cemi from Vukel 200 – 900 m high. The altitude of the mountains surrounding them is 2000 – 2500 m high and covers 59,7 % of the territory. Let us give some precision about the river CEMI which is in danger. Its length 62km 255 km2. Surface of the watershed 368 km2, the median basin height : 1237.6m, its hydrographic network density :1.48 km / km2. This river is formed by two main branches, Cemi of Vukli 17,9 km with 10m3/s and Cemi of Selca, 22,5 km and 4m3/s having a rich flow after joining with an annual average flow rate of 26m/sec. During wet season, the annual average flow is 84% of total flow. During dry period , it has 16% of it.

Employment for urban and rural population has different features as well. In Albania, as in most other countries, it is difficult to distinguish exactly the urban population from the rural one. Even though not always reflecting what is certainly urban or rural, in Albania, the administrative definition based on the law is used also for statistical purposes. However, the present availability of small-area data derived from the 2011 population and housing census covering the entire territory of the country, has made possible an attempt to introduce also in Albania new definitions and classifications of urban and rural areas for statistical purposes.

    CHAPTER 2 People and Plants in Lëpushë Traditional Medicine, Local Foods and Post- communism in a Northern Albanian Village Andrea Pieroni Introduction This is the story of a village and its surrounding alpine settlements in a very remote, mountainous area in upper Kelmend, northern Albania. This story tells of the people who have remained in this place since the fall of the communist regime in 1991, either because it was so special to them that they did not want to leave, or because they could not fi nd the means to migrate, either legally or illegally, to the United States or Western Europe, as most of the other inhabitants of northern Albania have done. It also tells of how the villagers have managed to provide their own healthcare as they continue living in the mountains, sustained by their cows, pigs, potatoes, cabbages and corn, while facing the dramatic collapse of their national economy and their institutionalized health and transport systems. This is the brief story of their traditional medicine (TM) and local foods, of their interactions with their natural environment where they gather wild plants for food and medicines, and of the gender relations prescribed by these traditional practices. It also tells of the dramatic changes this village has had to face since the end of the communist era. This story, like every story, expresses a personal view: it describes what I myself have observed and refl ected on, and is therefore undoubtedly biased by my own subjectivity.
