This document has been prepared by taking into account the pandemic related challenges arising in terms of lockdowns, spiraling inflation, unemployment and laying off, enhanced social protection and above all, stabilization programme of IMF. The government has announced stimulus packages of 1.4 trillion rupees including Construction Industry Package, Kamyab Jawan Programme, and expanded Ehsaas Programme to mitigate multidimensional effects of COVID-19 pandemic. In addition, Inclusive Growth through special initiatives has remained at the heart of government’s development plan so that regional disparities could be addressed to achieve equitable growth. Despite endemic structural macroeconomic imbalances accentuated by the COVID-19 pandemic, the government’s calibrated strategy of balancing between saving lives and protecting livelihood, the Pakistani economy managed to emerge with a sharp recovery during 2020-21. I am happy to mention that, during 2020-21, GDP registered growth of 3.94 percent at the back of agriculture (2.77 percent), industries (3.57 percent), and services (4.43 percent). As a result of GDP growth rate, per capita income has increased from $ 1,361 to $ 1,543. The V-shaped and broad-based economic recovery resulted from record production in the agriculture and industrial sectors, a turnaround of construction industry, and a surge in expatriate remittances. Along with prudent fiscal management and market-based management of exchange rate, the improved macroeconomic performance was also underpinned by government’s determined policy push and economic stimulus packages for agriculture, SMEs, and construction industry. The distinguishing feature of government’s policy was the implementation of internationally acclaimed social protection programmes like Ehsaas and Kamyab Jawan that helped to save lives and incomes of the vulnerable segments of the population. Going forward, it is imperative that, during 2021-22, sustainable macroeconomic policies are pursed keeping in view the downside risks that economy could face. Lockdowns in cities and slowdown business activities is likely to become impediments for supporting growth momentum. The government is determined to continue pursuing a variety of reforms that will improve investment climate as well as reduce the cost of doing business in the country. In particular, the PSDP 2021-22 aims to support prioritized areas of public investment that will crowd-in private investment, strengthen delivery of social services and, under the Regional Equalization Programme, implement a comprehensive agenda for balanced growth and employment opportunities in the less developed areas of the country. Given fiscal constraints, support for the most vulnerable under Ehsaas, SBP’s targeted monetary stimulus of loan deferment, payment of electricity bills of distressed industry helped economy rebound and surpass the growth target by 1.8 percentage points as it touched 3.9 percent backed by strong sectoral performances. Agriculture sector achieved its growth targets on the back of positive contribution of crops, livestock, dairy, poultry and fisheries, while industry performed exceptionally well owing to strong performance in manufacturing (8.7 percent, with LSM growing at 9.3 percent), and services sector posting 4.4 percent growth to provide impetus to economic growth revival during 2020-21. Incentive package for construction sector during pandemic also helped invigorate the economic activity to spur backward and forward linkages. Lower net FDI inflows were offset by increase in national savings and improvement in private investments. Fiscal and Monetary Developments: Consolidated total revenue, based on 11.5 percent growth in FBR taxes, and 12 percent growth in non-tax revenues helped contain the 9-month fiscal deficit at 3.5 percent of GDP, well below the target of 7 percent. Robust measures for smoothing supply, removing market disruptions helped average inflation to stay at 8.6 percent. External Sector: On external front, growth of 6.5 percent in exports and highest ever inflow of remittances helped the current account balance post a surplus of 0.3 percent of GDP. It makes them engage into practical familial household without sufficient mental maturity. Thus the early-wed girls are pressed under challenges of a difficult phase of life before they are suitably prepared for it. Another adverse effect befalls upon their physical health. They are vulnerable to various medical complications and suffer from serious health issues. There is strong association between marrying at later age and higher level of education along with better reproductive health. The early marriages are made upon various socio-cultural and socioeconomic grounds. Some of those reasons are exchange-marriages (watta-satta), recompense-through-girl (vanni), money-for-girl (Valwarr) and evading expenses on girls’ brought-up and education. When girls are married in early teens, their right to education is plainly denied and because of too early exposure to conjugal living, their reproductive health and physical wellbeing is badly affected. Infant mortality, Childs malnutrition and MDGs1:- In 2014 United Nations International Children Education and Fund (UNICEF) published its annual report on the state of the world child. 2. 2015 is the culminating year of the United Nations established millennium development Goals, MDGs. Pakistan was ranked at 26th in the list of countries with the highest infant mortality rate. According to the report, an estimated 86 babies died below the age of five per every 1000 live births in Pakistan during the year 2012. The figure comes from 409,000 babies dying below the age of five out of 4,604,000 newborns in 2012. The 8.6% rate is an improvement since 1990, when the under-five mortality rate was measured at 13.8%. 1 EN-FINAL FULL REPORT 2 For children under the age of one, the number of babies dying per a thousand births was 106 in 1990, and an improved 69 in 2012. Also for 2012, the average life expectancy for every newborn child was 66, while one third of all children under the age of five in Pakistan were underweight. 41.2 per cent (73.8 million) of Pakistan‟s 179.1 million population is 18-years old or younger. Marriage and birth: The report revealed that seven per cent of Pakistanis were married by the age of 15, and 24% by 18. A staggering 87, 000 people are living with HIV in 2012. In urban areas, twice as many women were likely to have a skilled attendant at their birth than in rural areas.

    PAKISTAN WATER AND POWER DEVELOPMENT AUTHORITY (April 2011) April 2011 www.wapda.gov.pk PREFACE Energy and water are the prime movers of human life. Though deficient in oil and gas, Pakistan has abundant water and other energy sources like hydel power, coal, wind and solar power. The country situated between the Arabian Sea and the Himalayas, Hindukush and Karakoram Ranges has great political, economic and strategic importance. The total primary energy use in Pakistan amounted to 60 million tons of oil equivalent (mtoe) in 2006-07. The annual growth of primary energy supplies and their per capita availability during the last 10 years has increased by nearly 50%. The per capita availability now stands at 0.372 toe which is very low compared to 8 toe for USA for example. The World Bank estimates that worldwide electricity production in percentage for coal is 40, gas 19, nuclear 16, hydro 16 and oil 7. Pakistan meets its energy requirement around 41% by indigenous gas, 19% by oil, and 37% by hydro electricity. Coal and nuclear contribution to energy supply is limited to 0.16% and 2.84% respectively with a vast potential for growth. The Water and Power Development Authority (WAPDA) is vigorously carrying out feasibility studies and engineering designs for various hydropower projects with accumulative generation capacity of more than 25000 MW. Most of these studies are at an advance stage of completion. After the completion of these projects the installed capacity would rise to around 42000 MW by the end of the year 2020. Pakistan has been blessed with ample water resources but could store only 13% of the annual flow of its rivers.

This is a milestone achievement of the Government of Sindh which not only translates the 18th amendment to the Pakistani constitution into a reality, but also provides a multi-sectoral framework and practicable action plan for guiding all youth development work in the province. It is a matter of further appeasement that the policy has been developed in consultation with all stakeholders from government, corporate and social sectors. I congratulate the Government and especially the Youth Affairs Department for devising a wonderful policy instrument for youth to seize economic, social and civic opportunities inherent in the policy and to become useful citizens for a thriving Sindh and Pakistan.
